Tripura 246 281.57 4689 77 87.81 1968TOTAL 4344 4981.66 82486 2478 2737.87 42096M.M - Marg<strong>in</strong> Money11.8.5 The follow<strong>in</strong>g new <strong>in</strong>itiatives havebeen taken for promotion <strong>of</strong> KVIactivities <strong>in</strong> NER:(i)(ii)To <strong>in</strong>crease <strong>the</strong> number <strong>of</strong> khadi<strong>in</strong>stitutions <strong>in</strong> <strong>North</strong> <strong>Eastern</strong> States,KVIC has removed <strong>the</strong> ban onregistration <strong>of</strong> new khadi <strong>in</strong>stitutionslocated <strong>in</strong> <strong>the</strong> NER.To improve <strong>the</strong> technology used <strong>in</strong><strong>the</strong> KVI sector as also <strong>the</strong> quality <strong>of</strong>products, <strong>the</strong> KVIC has entered <strong>in</strong>toan arrangement with IIT; Guwahati aspart <strong>of</strong> its nation-wide programme forhav<strong>in</strong>g S&T <strong>in</strong>terfaces with reputedNational level technical <strong>in</strong>stitutes.(iii) The Indian Institute <strong>of</strong>Entrepreneurship (IIE), Guwahatihas been recognised as <strong>the</strong> NodalAgency for NER with <strong>the</strong> objectiveto implement <strong>and</strong> monitor REGPprojects be<strong>in</strong>g set up <strong>in</strong> <strong>the</strong> <strong>Region</strong><strong>and</strong> to impart tra<strong>in</strong><strong>in</strong>g to <strong>the</strong>beneficiaries.(v)participat<strong>in</strong>g <strong>in</strong> <strong>the</strong> exhibitions,melas, etc, organised outside NER.10 per cent space is reserved <strong>in</strong> allDepartmental Khadi GramodyogBhawans for <strong>the</strong> products <strong>of</strong> <strong>the</strong><strong>in</strong>stitutions from NER for market<strong>in</strong>g<strong>of</strong> KVI products.11.9 ACTIVITIES OF THE COIRBOARD IN NER11.9.1 The Coir Board is adopt<strong>in</strong>g amultifarious approach for <strong>the</strong> development <strong>of</strong>coir <strong>in</strong>dustry <strong>in</strong> NER for enhanc<strong>in</strong>g awareness<strong>of</strong> coir <strong>and</strong> coir products. As a result, dem<strong>and</strong><strong>of</strong> coir <strong>and</strong> coir product is slowly grow<strong>in</strong>g. All<strong>the</strong> <strong>in</strong>frastructural facilities are <strong>of</strong>fered by <strong>the</strong>Board to new entrepreneurs for sett<strong>in</strong>g up<strong>of</strong> coir <strong>in</strong>dustrial units. Traditional as well as<strong>in</strong>novative products such as coir geo-textiles<strong>and</strong> coir-ply, which have special importance<strong>in</strong> <strong>the</strong> topography <strong>of</strong> <strong>the</strong> <strong>North</strong>-East, are alsobe<strong>in</strong>g <strong>in</strong>troduced. Some <strong>of</strong> <strong>the</strong> important119


MSMEprogrammes be<strong>in</strong>g carried out <strong>in</strong> this regionby <strong>the</strong> Board are as follows:• EDPs <strong>and</strong> EntrepreneurshipAwareness Programmes for NGOswith special emphasis on market<strong>in</strong>g<strong>of</strong> coir products.• New Enterprise Creation Tra<strong>in</strong><strong>in</strong>gProgramme-cum-Exposure Tours.• Sem<strong>in</strong>ars on application <strong>of</strong> Coir geotextiles.• Participation <strong>in</strong> Fairs <strong>and</strong> Exhibitions<strong>in</strong> NER.• Publicity programmes throughelectronic <strong>and</strong> pr<strong>in</strong>t media onopportunities <strong>of</strong>fered by coir<strong>in</strong>dustry.• Demonstration <strong>of</strong> new productslike disaster management houses,wood-substitutes etc. relevant toNER.• Research <strong>and</strong> Developmentprojects <strong>in</strong> collaboration with local<strong>in</strong>stitutions.• Free distribution <strong>of</strong> Coir Matt<strong>in</strong>g toSchools <strong>in</strong> NER.11.10 PRIME MINISTER’S ROZGARYOJANA (PMRY)11.10.1 The follow<strong>in</strong>g special relaxations areavailable under PMRY for <strong>the</strong> beneficiariesfrom NER:• Eligible Age Limit: The eligible agelimit <strong>of</strong> beneficiaries from <strong>North</strong> <strong>Eastern</strong>States is 18-40 years, as compared to18-35 years for rest <strong>of</strong> <strong>the</strong> country.• Subsidy: The subsidy is provided@ 15 per cent <strong>of</strong> <strong>the</strong> project costsubject to a ceil<strong>in</strong>g <strong>of</strong> Rs. 15,000/-per beneficiary (as compared toRs.12,500/- per beneficiary for rest<strong>of</strong> <strong>the</strong> country).• Marg<strong>in</strong> Money Contribution: Themarg<strong>in</strong> money contribution from <strong>the</strong>beneficiaries varies from 5 per centto 12.5 per cent <strong>of</strong> <strong>the</strong> project cost soas to make <strong>the</strong> total <strong>of</strong> subsidy <strong>and</strong>marg<strong>in</strong> money contribution equal to20 percent <strong>of</strong> <strong>the</strong> project cost <strong>in</strong> NER(as compared to 5 per cent to 16.25per cent for rest <strong>of</strong> <strong>the</strong> country).• Cont<strong>in</strong>gency Funds: The funds forcont<strong>in</strong>gency are released to <strong>the</strong>State/UTs @ Rs. 250/- per beneficiarywho has been sanctioned loan.11.10.2 The State-wise employmentopportunities generated under this Yojana<strong>in</strong> NER dur<strong>in</strong>g 2006-07 <strong>and</strong> 2007-08 asreported by <strong>the</strong> Reserve Bank <strong>of</strong> India (RBI)are given <strong>in</strong> Table 11.4Table 11.4 Employment Generation UnderPMRY <strong>in</strong> NER(No. <strong>of</strong> persons)S.No State 2006-07 2007-08*1 Arunachal 491 0Pradesh2 Assam 6797 6863 Manipur 282 874 Meghalaya 683 245 Mizoram 1116 06 Nagal<strong>and</strong> 1467 67 Tripura 2856 17528 Sikkim 57 14*up to September 07.11.11 SCHEME OF FUND FOR RE-GENERATION OF TRADITION-AL INDUSTRIES (SFURTI)11.11.1 Out <strong>of</strong> 124 clusters (34 – khadi,64 - village <strong>in</strong>dustries <strong>and</strong> 26 – coir), 17clusters from NER have been approved120
