<strong>What</strong> <strong>is</strong> <strong>the</strong> <strong>NCIR</strong>? <strong>What</strong> are providers’ benefits? Is <strong>the</strong> <strong>NCIR</strong> HIPAA-compliant?The North Carolina <strong>Immunization</strong> Reg<strong>is</strong>try (<strong>NCIR</strong>) <strong>is</strong> a secure,web-based clinical tool, which will become <strong>the</strong> officialsource for North Carolina immunization information. The<strong>NCIR</strong> will take <strong>the</strong> place of handwritten charting of immunizationsadmin<strong>is</strong>tered in <strong>the</strong> state. <strong>Immunization</strong> providers will beable to access all childhood immunizations admin<strong>is</strong>tered inNorth Carolina, regardless of <strong>the</strong> medical home in which <strong>the</strong>immunizations were given.Th<strong>is</strong> web-based system, called <strong>the</strong> <strong>NCIR</strong>, will be used by allUniversal Childhood Vaccine D<strong>is</strong>tribution Program (UCVDP)providers in North Carolina. The reg<strong>is</strong>try <strong>is</strong> being developedto meet its primary function – to connect and share informationamong private provider offices, local health departmentsand o<strong>the</strong>r facilities who receive UCVDP-supplied vaccines.The primary purposes of <strong>the</strong> <strong>NCIR</strong> are♦ to give patients, parents, health care providers,schools and child care facilities timely access tocomplete, accurate and relevant clinical immunizationrecords;♦ to ass<strong>is</strong>t health care providers in evaluating <strong>the</strong>immunization status of <strong>the</strong>ir patients and identifyingchildren who need or are past due for immunizations;♦ to help communities assess <strong>the</strong>ir immunization coverageand identify pockets of need; and♦ to fulfill federal and state immunization reportingrequirements.For providers, <strong>the</strong> immunization reg<strong>is</strong>try will:♦ eliminate <strong>the</strong> use of Vaccine Admin<strong>is</strong>tration Logs(VALs), since vaccine accountability for state-suppliedvaccine will be handled through <strong>the</strong> reg<strong>is</strong>try;♦ provide access to real-time clinical immunizationinformation;♦ consolidate immunizations from all providers into onerecord;♦ provide a reliable immunization h<strong>is</strong>tory for any child,whe<strong>the</strong>r a new or continuing patient;♦ provide current vaccine recommendations;♦ improve quality of patient care;♦ reduce staff time because staff members will spendsubstantially less time obtaining records from o<strong>the</strong>rproviders and responding to records requests fromo<strong>the</strong>r providers; and♦ enable accurate, real-time immunization assessment.Yes! The <strong>NCIR</strong> has been deemed to be a public healthauthority and <strong>the</strong>refore declared exempt from <strong>the</strong> HealthInsurance Portability and Accountability Act (HIPAA) privacyregulations. Covered entities are permitted under HIPAA toreport information to Public Health Authorities; HIPAA doesnot supercede state law in th<strong>is</strong> respect.North Carolina public health law requires <strong>the</strong> sharing ofimmunization information with <strong>the</strong> following entities.1. N.C. Department of Health and Human Services;2. Local health departments;3. Physicians;4. Schools K-12;5. Colleges and universities;6. Licensed and reg<strong>is</strong>tered childcare facilities;7. Head Start;8. Health Maintenance Organizations; and9. O<strong>the</strong>r state and local health departments outside ofNorth Carolina.Each of <strong>the</strong>se user types will only be able to use <strong>the</strong> reg<strong>is</strong>tryfunctions that apply to <strong>the</strong>m. For example, only staff atfacilities that admin<strong>is</strong>ter vaccinations will be allowed to enteradmin<strong>is</strong>tered immunizations into <strong>the</strong> reg<strong>is</strong>try.“Having <strong>the</strong> N.C. <strong>Immunization</strong> Reg<strong>is</strong>try in ourclinic will be a dream come true!
