Affordable Housing SPD 

Consultation Statement

INTRODUCTION 

A draft Supplementary Planning Document was subject to public consultation 

for 6 weeks between 21 December 2007 and 1 February 2008. 

The draft SPD was accompanied by a Sustainability Appraisal undertaken 

independently by Land Use Consultants and their report was also subject to 

consultation at the same time. 

All the documents were made available: 

� to read or download from the Council’s website 

www.hambleton.gov.uk ; 

� to view at all the local libraries and District Council offices; 

� upon request from Planning Policy (CD or paper copy). 

Everyone registered with an address on the Council’s database at the time 

was notified and copies of the document were sent to key consultees. A list of 

all those consulted is included at Annex 1, amounting to 1,346 individuals or 

organisations. 

As part of the consultation a public meeting took place at the Civic Centre at 

10 am on 8 January 2008. This was a short presentation with a questions 

and answers session covering all issues in the document. It was open to 

anyone interested, but aimed especially at those using the document in the 

future. It was attended by over 30 people, comprising mainly members of the 

public. This session was immediately followed by a meeting with key 

stakeholders – ie representatives of those Registered Social Landlords active 

in the District, the Housing Corporation and the North York Moors National 

Park. 

A public notice was placed in the Darlington and Stockton Times on 21 

December 2007 and a press release was issued, which resulted in several 

articles appearing in the local press during January about the draft SPD and 

the public meeting. 

A questionnaire for commenting on the draft SPD was provided, which could 

be downloaded from the Council’s website and submitted by Email, together 

with an online form. 

In total 48 written responses were received and these are summarised at 

Annex 2 with the Council’s response alongside as to how the matters have 

been addressed, including amendments made to the draft SPD where 

accepted as appropriate. All the representations were made available to the 

Members of the Council to inspect and copies can be viewed upon request.
