(2) Matters arising from <strong>the</strong> 5 th General <strong>Meeting</strong> (28 Mar2011)Action(i)Nomination <strong>of</strong> IWA FellowThe Chairman informed members that <strong>the</strong> nomination<strong>of</strong> Pr<strong>of</strong> G H CHEN to be IWA Fellow (for a term <strong>of</strong> 5years) had been endorsed and a formal reception <strong>of</strong> <strong>the</strong>newly appointed Fellows would be held during <strong>the</strong> 4 thIWA-ASPIRE Conference and Exhibition in Tokyo,2-6 October 2011. Under <strong>the</strong> IWA Fellowprogramme, Pr<strong>of</strong> CHEN would be required to:(a)(b)(c)(d)continue as a leading researcher in <strong>the</strong>development <strong>of</strong> novel water science andtechnology;continue as a contributing editorial boardmember for IWA publications including WaterResearch and Aqua and Water Science andTechnology;continue as a leading person in organizingmajor IWA conferences and managingspecialist groups; andcontinue as a leading person in promotion <strong>of</strong>exchanges among water academicians andpr<strong>of</strong>essionals in China and HK.Due to some technical reasons, ano<strong>the</strong>r nomination forPr<strong>of</strong> Herbert H P FANG that also met <strong>the</strong> requirementsfor classification as an IWA Fellow had not beenpursued fur<strong>the</strong>r this time. However, IWAHK wouldcontinue to render its support to <strong>the</strong> nomination forPr<strong>of</strong> FANG when required in <strong>the</strong> next round <strong>of</strong>election.(ii)Proposal for IWA Leading-edge Conference onWater and Wastewater Technologies in Hong KongAs agreed in <strong>the</strong> 5 th General <strong>Meeting</strong>, <strong>the</strong> target yearfor Hong Kong to host <strong>the</strong> IWA Leading-edgeConference on Water and Wastewater TechnologyConference would be 2016. Ir T O LEE informedmembers that Pr<strong>of</strong> G H CHEN was drafting <strong>the</strong>bidding proposal and would submit it to IWA forconsideration in ample time.- 2 -


(iii) YWP ChapterIr T O LEE informed members that Ir Johnson C KLEE had invited some IWA Corporate Members tonominate young pr<strong>of</strong>essionals to take part in <strong>the</strong>preparation meeting for <strong>the</strong> formation <strong>of</strong> <strong>the</strong> YWPChapter. Ir C Y Fong said that ATAL had alreadyresponded positively and two <strong>of</strong> his young staff wouldtake part in <strong>the</strong> preparation meeting. Ir Alan M HMAN also said that he would nominate his youngcolleagues to join.ActionBased on Ir Johnson C K LEE’s clarification withIWA and o<strong>the</strong>r countries’ YWP Chapters, <strong>the</strong>formation <strong>of</strong> local YWP Chapter would only require<strong>the</strong> endorsement <strong>of</strong> IWAHK. It would not benecessary to obtain IWA’s approval. Also, <strong>the</strong>participants <strong>of</strong> <strong>the</strong> YWP Chapter would not necessarilybe an individual member <strong>of</strong> IWA though <strong>the</strong>y wouldbe encouraged to join.After some fur<strong>the</strong>r discussions, <strong>the</strong> Chairmanconcluded that he would request Ir Johnson C K LEEto fur<strong>the</strong>r explore <strong>the</strong> possibility <strong>of</strong> forming <strong>the</strong> localYWP Chapter. Apart from <strong>the</strong> Corporate Members,<strong>the</strong> universities should also be approached. During a workshopheld alongside, he would also deliver a talk about HongKong’s work and experience in SANI process forwastewater treatment as well as sea water for flushing.(ii) There would be no representative from Hong Kong,China for <strong>the</strong> IWA Board <strong>Meeting</strong> and GoverningAssembly.(iii) There would be 4 WSD delegates and 2 DSD delegatesparticipating in <strong>the</strong> 4 th IWA-ASPIRE Conference andExhibition. WSD, DSD and BV would presenttechnical papers during <strong>the</strong> event. Dr Samuel CHUI<strong>of</strong> EPD had been invited to present his paper regarding<strong>the</strong> triple water supply system <strong>of</strong> <strong>the</strong> Hong KongInternational Airport that he had presented in <strong>the</strong> 8 thIWA Leading-edge Conference, Amsterdam, June- 4 -


2011. Also, Pr<strong>of</strong> G H CHEN had been invited topresent Hong Kong’s case for smart practice in watercycle during <strong>the</strong> IWA Smart Water-Cluster Workshopheld alongside <strong>the</strong> ASPIRE event.Action(iv) WSD had submitted two technical papers, both relatedto <strong>the</strong> re-provisioning <strong>of</strong> Sha Tin Water TreatmentWorks for <strong>the</strong> 8 th IWA World Water Congress. DSDwas planning to submit a drainage project proposal inHappy Valley for <strong>the</strong> IWA Project Innovation Awardon this occasion.(v) As a co-organiser <strong>of</strong> <strong>the</strong> 9 th Shenzhen-HongKong-Zhuhai-Macau Seminar on Water Supply, WSDhad submitted three technical papers on <strong>the</strong> subjects <strong>of</strong>water quality management, replacement andrehabilitation <strong>of</strong> water mains and waterworks heritagerespectively for <strong>the</strong> event.(4) 2011 World Water Monitoring Day in Hong KongThe Chairman briefed members that following <strong>the</strong> success <strong>of</strong><strong>the</strong> water conservation design competition last year, WSDdecided to launch ano<strong>the</strong>r water conservation competitiontargeting <strong>the</strong> participation <strong>of</strong> households and secondaryschool students in September. It provided ano<strong>the</strong>r goodopportunity to combine <strong>the</strong> launching event with <strong>the</strong> WorldWater Monitoring Day (WWMD) 2011 activities. Aproposal had been sent to all members as an attachment to<strong>the</strong> agenda.Tentatively, <strong>the</strong> event would take place at Ma On ShanWater Treatment Works on 18 September 2010 (Sunday),<strong>the</strong> <strong>of</strong>ficial date for <strong>the</strong> WWMD. A PR consultant hadbeen appointed by WSD recently to organise <strong>the</strong> competitionand <strong>the</strong> ceremony. The PR consultant would arrangegroups <strong>of</strong> young students to participate in <strong>the</strong> event.Waterworks chemists would take charge <strong>of</strong> <strong>the</strong> test as usualand brief participants on <strong>the</strong> testing instructions. As <strong>the</strong>WWMD activity this year would be part <strong>of</strong> WSD’slaunching event for <strong>the</strong> competition, IWAHK would be <strong>the</strong>co-organiser <strong>of</strong> <strong>the</strong> part for WWMD and <strong>the</strong> expenses <strong>of</strong>which would be absorbed by WSD.- 5 -


An invitation card for <strong>the</strong> event would be sent to all IWAHKCo-opted Members in due course. The Chairman invited<strong>the</strong> presence <strong>of</strong> all meeting members to grace <strong>the</strong> specialoccasion.ActionAll members(5) New Term (2011-2013) for Co-opted MembershipThe Chairman informed members that according to Rule 10<strong>of</strong> <strong>the</strong> IWAHK Constitution, <strong>the</strong> co-opted membershipshould be for 2 years and that <strong>the</strong> current one would expireby end August 2011. In response to invitations sent to allcurrent co-opted members, Ir C Y FONG and Ir Alan H LMAN indicated that <strong>the</strong>y would be pleased to continueserving on <strong>the</strong> regional committee for ano<strong>the</strong>r 2 years. Pr<strong>of</strong>Herbert H P FANG had nominated Pr<strong>of</strong> X Y LI to replacehimself for <strong>the</strong> co-opted membership in <strong>the</strong> new term.Also, Pr<strong>of</strong> G H CHEN was nominated to join <strong>the</strong> IWAHK<strong>Executive</strong> <strong>Committee</strong> as co-opted member in view <strong>of</strong> hisIWA Fellow status and his involvement in organising <strong>the</strong>IWA Leading-edge Conference in 2016. Pr<strong>of</strong> CHEN hadindicated his willingness to accept <strong>the</strong> invitation. Themeeting agreed to <strong>the</strong> above co-opted memberships for <strong>the</strong>term 2011-2013 and appointment letters would be issued indue course.Mr Alex K K CHAN said that subsequent to <strong>the</strong> retirement<strong>of</strong> Dr H Y YEUNG in early 2011, EPD had not yet decidedon <strong>the</strong> representative to sit in <strong>the</strong> IWAHK <strong>Executive</strong><strong>Committee</strong> and <strong>the</strong>refore Mr Gordon S H WAN would takeup <strong>the</strong> co-opted membership on a temporary basis. EPDwould inform <strong>the</strong> Secretary immediately when <strong>the</strong>representative had been decided.SecretaryEPD(6) Date <strong>of</strong> Next <strong>Meeting</strong>There being no o<strong>the</strong>r business, <strong>the</strong> meeting ended at 6:30p.m. The date <strong>of</strong> <strong>the</strong> 11 th <strong>Executive</strong> <strong>Committee</strong> <strong>Meeting</strong>would be announced later.- 6 -
