OUR MISSION<br />

The <strong>American</strong> <strong>Red</strong> <strong>Cross</strong>, a humanitarian organization, led by volunteers, guided by its<br />

Congressional Charter and <strong>the</strong> Fundamental Principles <strong>of</strong> <strong>the</strong> International <strong>Red</strong> <strong>Cross</strong><br />

Movement, will provide relief to victims <strong>of</strong> disasters and help people prevent, prepare<br />

Dear Friends <strong>of</strong> <strong>the</strong> <strong>Red</strong> <strong>Cross</strong>,<br />

The <strong>American</strong> <strong>Red</strong> <strong>Cross</strong> was founded on <strong>the</strong> generosity and capacity <strong>of</strong> <strong>the</strong><br />

human spirit – to act with humanity in our communities every day. During<br />

<strong>the</strong> past year we have seen just that – <strong>the</strong> strength <strong>of</strong> our volunteers and<br />

community partners working hard to alleviate suffering and provide<br />

lifesaving programs and services. This Annual Report highlights <strong>the</strong> work <strong>of</strong><br />

our exceptional volunteers and partners and all <strong>of</strong> <strong>the</strong> great things we are<br />

accomplishing every day.<br />

The <strong>American</strong> <strong>Red</strong> <strong>Cross</strong> <strong>of</strong> <strong>the</strong> <strong>Quad</strong> <strong>Cities</strong> Area had a tremendously busy<br />

year serving more local clients and reaching out to more local community<br />

members than in any previous year. We saw a number <strong>of</strong> local disasters this<br />

year including house fires, winter ice storms, spring flooding, and a tornado that touched down in Muscatine and<br />

Louisa counties. All <strong>of</strong> <strong>the</strong> disasters <strong>the</strong> <strong>Red</strong> <strong>Cross</strong> responds to, whe<strong>the</strong>r <strong>the</strong>y make headlines or not, can have a<br />

potentially devastating impact on <strong>the</strong> lives <strong>the</strong>y touch. That is why our dedicated volunteers are on call 24 hours a day,<br />

seven days a week. Without <strong>the</strong>se volunteers, our work would not be possible.<br />

During <strong>the</strong> past year, we continued to actively work to develop new ways to streng<strong>the</strong>n our relationship with <strong>the</strong><br />

African <strong>American</strong> community. The <strong>American</strong> <strong>Red</strong> <strong>Cross</strong> Diversity Committee initiated a comprehensive and<br />

aggressive marketing campaign to recruit additional volunteers and raise awareness about <strong>Red</strong> <strong>Cross</strong> programs and<br />

services. Our chapter was also selected to participate in an International Services pilot program. It focuses on outreach<br />

to diverse populations, youth and adult volunteer involvement, and increasing awareness about Family Tracing and<br />

International Humanitarian Law programs and services.<br />

We are also proud to report that our local chapter was named one <strong>of</strong> 80 highly-performing chapters in <strong>the</strong> United States<br />

by <strong>the</strong> National <strong>American</strong> <strong>Red</strong> <strong>Cross</strong>. A total <strong>of</strong> 805 chapters were evaluated in 2006. To achieve this outstanding<br />

designation, <strong>the</strong> chapter was scored on a comprehensive set <strong>of</strong> performance criteria through its Chapter Performance<br />

Standards system. This is truly a remarkable accomplishment to celebrate.<br />

We could not have accomplished any <strong>of</strong> this without <strong>the</strong> generosity <strong>of</strong> <strong>the</strong> <strong>Quad</strong> <strong>Cities</strong> area community. We thank <strong>the</strong><br />

countless individuals and organizations listed in this report who supported our efforts in <strong>the</strong> last year. We not only<br />

appreciate your generosity, we depend on it.<br />

Looking to <strong>the</strong> future, I think we can all agree that <strong>the</strong>re will never be a day when natural disasters can be avoided. As<br />

<strong>the</strong> need for preparedness becomes more evident, <strong>the</strong> role <strong>of</strong> <strong>the</strong> <strong>American</strong> <strong>Red</strong> <strong>Cross</strong> is more vital and significant than<br />

ever. The <strong>Red</strong> <strong>Cross</strong> is an integral part <strong>of</strong> America today, and it will be tomorrow because <strong>of</strong> <strong>the</strong> outstanding support <strong>of</strong><br />

In an emergency, time is not on your side - but <strong>the</strong> <strong>American</strong> <strong>Red</strong> <strong>Cross</strong> is.<br />

<strong>American</strong> <strong>Red</strong> <strong>Cross</strong> disaster volunteers stand ready 24 hours a day to respond to<br />

house fires, blizzards, chemical spills, tornadoes, and floods. These extraordinary<br />

volunteers help comfort people who have been displaced from <strong>the</strong>ir homes by<br />

providing immediate emergency needs like food, water, clothing, first aid, and<br />

mental health counseling. Last year, <strong>the</strong> <strong>American</strong> <strong>Red</strong> <strong>Cross</strong> <strong>of</strong> <strong>the</strong> <strong>Quad</strong> <strong>Cities</strong><br />

Area provided assistance to 441 people after a disaster threatened to destroy <strong>the</strong>ir<br />

lives. In addition, <strong>Red</strong> <strong>Cross</strong> volunteer instructors trained 4,813 youth and adults<br />

in family disaster preparedness, enabling <strong>the</strong>m to minimize <strong>the</strong> impact <strong>of</strong> disasters<br />

on <strong>the</strong>ir lives and leave <strong>the</strong>m better prepared when disaster happens.<br />

In June, <strong>the</strong> <strong>American</strong> <strong>Red</strong> <strong>Cross</strong> began to use an innovative new technology known as <strong>the</strong> National Notification<br />

Network (3n). The 3n system allows <strong>the</strong> <strong>Red</strong> <strong>Cross</strong> to more rapidly mobilize volunteers during a disaster. Within 30<br />

minutes or less, <strong>the</strong> automated system notifies 400 disaster volunteers via internet or phone and determines <strong>the</strong>ir<br />

availability to respond to <strong>the</strong> disaster. The 3n system can also categorize volunteers according to <strong>the</strong>ir specialties,<br />

enabling Disaster Services to respond with a targeted team to any disaster. Th 3n system was purchased through a<br />

generous grant from <strong>the</strong> Scott County Regional Authority.<br />

Just days after <strong>the</strong> tornado hit Fruitland,<br />

Iowa, Sue Riley saw <strong>Red</strong> <strong>Cross</strong> disaster<br />

volunteers walking down <strong>the</strong> street, making<br />

<strong>the</strong>ir way through <strong>the</strong> debris, to talk to<br />

homeowners. Sue was one <strong>of</strong> many Fruitland<br />

residents that received help from <strong>the</strong> <strong>Red</strong> <strong>Cross</strong>.<br />

After talking with volunteers, Sue was given a<br />

<strong>Red</strong> <strong>Cross</strong> client assistance card to help cover her<br />

most immediate needs.<br />

“I wouldn’t have even thought to call <strong>the</strong> <strong>Red</strong> <strong>Cross</strong>. I’ve donated, but I’ve<br />

never been on <strong>the</strong> receiving end and I didn’t even know <strong>the</strong>y did that. The <strong>Red</strong><br />

<strong>Cross</strong> took away <strong>the</strong> ‘Oh my gosh, what am I going to do about money when I<br />

don’t get paid for ano<strong>the</strong>r week.’ The <strong>Red</strong> <strong>Cross</strong> was very helpful and <strong>the</strong> people<br />

were very nice. It’s a great program, I’ll keep donating!” Sue’s wondered how<br />

people have gotten help in o<strong>the</strong>r disasters. Now she has seen how <strong>the</strong> process works.<br />

Heroes don’t necessarily wear capes – but heroes do save lives. The<br />

<strong>American</strong> <strong>Red</strong> <strong>Cross</strong> is <strong>the</strong> community’s leader in training heroes to lead safer,<br />

healthier lives and change <strong>the</strong> outcomes <strong>of</strong> potentially fatal situations. In <strong>the</strong> past<br />

year, <strong>the</strong> <strong>American</strong> <strong>Red</strong> <strong>Cross</strong> <strong>of</strong> <strong>the</strong> <strong>Quad</strong> <strong>Cities</strong> Area trained 17,325 individuals<br />

in lifesaving CPR, First Aid, and Automated External Defibrillator (AED). In<br />

partnership with community aquatic facilities, 12,576 individuals were trained in<br />

learn-to-swim, lifeguarding, and water safety instruction classes.<br />

Since 2002, <strong>the</strong> <strong>Red</strong><br />

<strong>Cross</strong> has trained 427 members <strong>of</strong><br />

Laborers’ Local Union No. 309. Brad<br />

Long, Business Manager, says, “Safety is our<br />

number one concern and <strong>the</strong> <strong>Red</strong> <strong>Cross</strong> training<br />

programs have exceeded our expectations as a partner<br />

in meeting our safety requirements.”<br />

Labor Union members have used <strong>the</strong> skills<br />

<strong>the</strong>y learned in First Aid and CPR training to assist<br />

co-workers on <strong>the</strong> job. Recently, a worker suffered<br />

sudden cardiac arrest and his co-worker, who<br />

completed <strong>Red</strong> <strong>Cross</strong> training, knew <strong>the</strong> proper steps<br />

to take and was able to assist him until paramedics<br />

arrived.<br />

<strong>the</strong> service. I’ve given 25 gallons over<br />

30 years. Giving blood is a good<br />

thing to do - it can save lives.”<br />

During <strong>Red</strong> <strong>Cross</strong> Month in March, Family<br />

Safety <strong>Day</strong> was held at Northpark Mall, providing<br />

thousands <strong>of</strong> <strong>Quad</strong> City residents with free health<br />

screenings, demonstrations, and information. In<br />

September, a health and safety fair was also held at<br />

Century Woods Apartment Complex in Rock Island,<br />

providing residents access to free products and<br />

services.<br />

Our chapter also educated 1,752 people in<br />

HIV/AIDS awareness and education and provided<br />

512 residents with free blood pressure checks to<br />

prevent stroke, heart attack, heart failure, and kidney<br />

failure.<br />

A patient’s need for blood knows no borders. Operating <strong>the</strong> largest, most<br />

advanced research laboratory in <strong>the</strong> world, <strong>the</strong> <strong>American</strong> <strong>Red</strong> <strong>Cross</strong> is <strong>the</strong> largest<br />

single supplier <strong>of</strong> blood in <strong>the</strong> nation. Blood and blood components are used in<br />

emergency services, in <strong>the</strong><br />

treatment <strong>of</strong> cancer patients, for people with blood disorders, and<br />

in o<strong>the</strong>r lifesaving treatments that benefit countless individuals<br />

across <strong>the</strong> country.<br />

With <strong>the</strong> help <strong>of</strong> <strong>the</strong> Heart <strong>of</strong> America Blood Services<br />

Region, volunteers helped collect 3,525 units <strong>of</strong> blood in<br />

Henry and Mercer counties. <strong>Every</strong> day, nine units <strong>of</strong> blood are<br />

collected in our communities, potentially saving <strong>the</strong> lives <strong>of</strong><br />

27 people.

Dear <strong>Red</strong> <strong>Cross</strong>,<br />

I just wanted to send a quick message thanking <strong>the</strong> QC Chapter<br />

<strong>of</strong> <strong>the</strong> <strong>Red</strong> <strong>Cross</strong>, and particularly <strong>the</strong> AFES case workers, for assisting<br />

my family with our recent AFES case. Unfortunately, this is <strong>the</strong> second<br />

deployment where I have lost a grandparent and have been unable to<br />

attend <strong>the</strong>ir funeral. However, <strong>the</strong> <strong>Red</strong> <strong>Cross</strong> has been <strong>the</strong>re for us each<br />

time. Having served as an AFES case worker <strong>the</strong>re in <strong>the</strong> <strong>Quad</strong> <strong>Cities</strong>, I<br />

have had <strong>the</strong> experience <strong>of</strong> being at both ends <strong>of</strong> those messages now, and<br />

don’t know what <strong>the</strong> service members would do without you. The <strong>Red</strong><br />

<strong>Cross</strong> makes <strong>the</strong> process virtually seamless and I continue to shout your<br />

praises to anyone who will listen.<br />

The <strong>American</strong> <strong>Red</strong> <strong>Cross</strong> was born on <strong>the</strong> battlefields <strong>of</strong> <strong>the</strong> Civil War and <strong>the</strong><br />

tradition <strong>of</strong> providing emergency services to our military members and <strong>the</strong>ir families<br />

continues today. Last year, <strong>the</strong> <strong>American</strong> <strong>Red</strong> <strong>Cross</strong> <strong>of</strong> <strong>the</strong> <strong>Quad</strong> <strong>Cities</strong> Area provided<br />

emergency services for 527 members <strong>of</strong> <strong>the</strong> U.S. Armed Forces and <strong>the</strong>ir families.<br />

The <strong>Red</strong> <strong>Cross</strong> helps send emergency messages regarding <strong>the</strong> death or serious illness<br />

<strong>of</strong> a family member, <strong>the</strong> birth <strong>of</strong> a child, or o<strong>the</strong>r family emergency. The <strong>Red</strong> <strong>Cross</strong><br />

also has licensed mental health pr<strong>of</strong>essionals to provide guidance, information,<br />

referrals, and o<strong>the</strong>r needs for military personnel and <strong>the</strong>ir families. The <strong>Red</strong> <strong>Cross</strong> is<br />

<strong>the</strong> only organization to facilitate emergency communications for military members.<br />

<strong>Red</strong> <strong>Cross</strong> International Services supports humanitarian relief around <strong>the</strong><br />

world by tracing relatives lost during disasters or wars; educating people about<br />

international humanitarian law; helping streng<strong>the</strong>n o<strong>the</strong>r national societies by sharing<br />

expertise and resources; and responding to appeals for relief assistance in armed<br />

conflicts and natural disasters. The <strong>American</strong> <strong>Red</strong> <strong>Cross</strong> <strong>of</strong> <strong>the</strong> <strong>Quad</strong> <strong>Cities</strong> Area is<br />

participating in an International Services pilot program for chapters. The program<br />

aims to streng<strong>the</strong>n <strong>the</strong> position <strong>of</strong> chapters in <strong>the</strong> United States as a part <strong>of</strong> <strong>the</strong><br />

International <strong>Red</strong> <strong>Cross</strong> and <strong>Red</strong> Crescent Movement in <strong>the</strong>ir communities.<br />

The <strong>Quad</strong> <strong>Cities</strong> chapter is focusing on tcommunications, fundraising,<br />

outreach to diverse populations, and youth, staff, and volunteer involvement in<br />

service projects and delivery. Through <strong>the</strong>se efforts, <strong>the</strong> <strong>Red</strong> <strong>Cross</strong> trained one<br />

worker as an instructor in International Humanitarian Law and educated local high<br />

school students about <strong>the</strong> <strong>Red</strong> <strong>Cross</strong> Measles and Malaria programs.


When someone asks, “Can you help?”, <strong>Red</strong> <strong>Cross</strong> volunteers answer,<br />

“Yes we can.” The <strong>American</strong> <strong>Red</strong> <strong>Cross</strong> <strong>of</strong> <strong>the</strong> <strong>Quad</strong> <strong>Cities</strong> Area relies on<br />

volunteers to help people plan and prepare for emergencies, provide training in<br />

lifesaving skills, assist victims <strong>of</strong> disasters, connect families, or simply lend a<br />

helping hand to members <strong>of</strong> <strong>the</strong> community. The work <strong>of</strong> <strong>the</strong> <strong>Red</strong> <strong>Cross</strong> is<br />

done locally by 802 adult and youth volunteers.<br />

Although <strong>the</strong> tornado hit his hometown, <strong>Red</strong> <strong>Cross</strong> disaster<br />

volunteer Mike Phillips said it wouldn’t have mattered where <strong>the</strong> disaster<br />

was - he knew he needed to be <strong>the</strong>re. “It’s so important to be <strong>the</strong>re as soon<br />

as you can to talk to <strong>the</strong>se folks.”<br />

After a tornado hit sou<strong>the</strong>astern Iowa on June 1 st , Mike spent two<br />

weeks in Muscatine, Grandview and Fruitland, working with <strong>the</strong><br />

disaster assessment team and <strong>the</strong>n conducting client casework<br />

interviews. “It’s always a good thing to volunteer and to give back to <strong>the</strong><br />

community. It seems like no matter what you do [in life], <strong>the</strong>re is<br />

always something you can do to help someone else.”<br />

Mike started giving back to <strong>the</strong> community as a <strong>Red</strong> <strong>Cross</strong><br />

volunteer after Hurricane Katrina struck <strong>the</strong> Gulf Coast and has since<br />

been an active disaster volunteer. “The most rewarding part <strong>of</strong> working<br />

as a disaster volunteer is being able to sit and comfort <strong>the</strong>m (<strong>the</strong><br />

clients) and make <strong>the</strong>m feel safe. I tear up sometimes when I talk to<br />

<strong>the</strong>m. You need to reach into your heart and understand what <strong>the</strong>y are<br />

going through. It’s important to be <strong>the</strong>re and give <strong>the</strong>m a hug or<br />

whatever it takes.”<br />

In <strong>the</strong> past year, 13,199 youth were trained with vital skills to care<br />

responsibly for children, stay safe at home alone, be safe near <strong>the</strong> water, handle<br />

basic emergencies, and use proper handwashing techniques. <strong>Red</strong> <strong>Cross</strong> Clubs are<br />

active at Jordan Catholic School, Sherrard High School, United Township High<br />

School, Logan Elementary School,<br />

Bettendorf Middle School, Assumption<br />

High School, and a peer educator group<br />

at Bettendorf High School.<br />

In addition, <strong>the</strong> <strong>Red</strong> <strong>Cross</strong> hosted<br />

three Kid’s K.A.M.P.’s (Kids Are More<br />

Prepared) for children between <strong>the</strong> ages<br />

<strong>of</strong> five and 12. Kid’s K.A.M.P.<br />

participants benefited from a variety <strong>of</strong><br />

health and safety activities, ranging from<br />

how to respond to approaches from<br />

strangers to how to make healthy snack<br />

choices.<br />
