April 23, 2009
Greetings from Columbia! Because
this is my first chance to pen an opening
to the EdD Program’s E-Newsletter I
dutifully went back and reviewed the
kinds of things that were discussed in the
past. No surprise there….Change! Well
change continues to be the watchword
of the day bringing challenges, but also
opportunities to renew and grow as a
department and a program.
As Dr. Donaldson mentioned in the
last newsletter, ELPA and the EdD
program saw the retirements of key
faculty recently. This summer our ELPA
colleague Dr. Barbara Townsend will
retire. I know I speak for everyone
when I say that her contributions to the
EdD program and our department will
be missed in more ways than we can
mention.
As the new ELPA Department Chair I
have spent considerable time working
with my colleagues to navigate these
uncertain economic times in ways that
ensure that we continue to serve our
students well and provide them with
high quality programs that contribute to
their professional success. I can say with
confidence that our programs are stronger
than ever. We really do work smarter and
harder! Because of the strength of our
programs (evidenced by the caliber of our
students), we were granted permission
by the College and University to conduct
two faculty searches - —a rare feat these
days. These searches are on-going. One
is a tenure track position in Educational
Leadership, and the other is a
clinical position that will assist us in
implementing the Hook Center mission
and teaching in our PK-12 leadership
preparation programs (click on Faculty
Openings on the ELPA website if you’re
curious).
Faculty continue to make MU a vibrant
place to work. Drs. Nguyen and Maxcy
have worked tirelessly to craft an
innovative leadership development
program that would help the government
of Vietnam to educate the next generation
of educational leaders in that country.
While on the distant horizon, the fruits
of their labor are beginning to come into
focus. Drs. Maher, Donaldson, Messner,
MacGregor, and Watson delivered the
EdD’s first Dissertation Boot Camp
to help jump start students on their
dissertation work. By all accounts the
bootcamp was a great success and we’ll
most likely do it again sometime soon.
Of course, the big news was the selection
of Cohort 7 students earlier this spring.
With the help of EdD faculty from
around the state (and many of our non-
EdD colleagues who were cajoled into
pitching in), we screened 112 students
and 77 students began their first session
on April 25. Particular thanks go to ELPA
staff Jude Sommerjones and Sheila Guice
for their support during this selection
process.
Well, that is just the tip of the iceberg
when it comes to what’s going on around
ELPA and the EdD. As always please stay
in touch and let us know where you are
and how you’re doing. You ARE the EdD
program, and we thank you for making us
look good!
thing about the EdD Program is faculty support.
“The faculty is cohesive and focused on student
needs.”
William advises students just entering the EdD
program to focus and listen to their advisor. “Always
make several backups.”
Dr. Jim Bowman
Dr. Jim Bowman is a Professor in the Department
of Educational Leadership and Human
Development at the University of Central
Missouri for 12 years.
about the EdD Program is that faculty and
students are enthusiastic about the program.
The advice Jim gives to students just entering the
EdD Program is: “Students should be prepared
to give significant time and thought to the studies.
This should be a priority as students consider
their plans for the future.”
All of the students that Dr. Bowman has
visited with about the program have been most
impressed with the faculty and the curriculum.

Faculty Spotlight
Northwest Missouri State University
Dr. Carol Edmonds
Dr. Carol Edmonds is a director of field experiences
and an Associate Professor in the department of
educational leadership at Northwest Missouri State
University, where she has been for 13 years.
program.
The most impressive thing about the EdD Program,
according to Dr. Edwards is that it “Changes the way
one ‘thinks’.”
Carol advises students just entering the EdD
Program to be open-minded and committed.
Dr. Edmonds adds that after completing this
program the processes she used on a daily basis to
view and solve problems became far more effective
in her learning community. This in turn affected all
aspects of her work with boards, parents, faculty,
staff, and PreK-20 students. Solutions to many of
these problems have resulted in enhancing adult and
student learning.
A New Cohort Admitted
On February 5 and 6, 2009 the Coordinating Committee
of the Statewide Cooperative EdD Program
met to conduct the paper screening of applicants for
Cohort 7. A total of 112 applications were reviewed.
The Committee decided to invite 94 (84%) of the 112
applicants to the interview stage of the admission
process on March 9, 2009.
On March 9, 2009, a total of 92 of an expected 94
members (one from the site applicants had indicated
as their preference on the application form and one
from another campus), responded in writing to an inbasket
task, as well as a writing assignment.
Faculty Focus: Dr. Phillip Messner
Dr. Phillip E. Messner is an EdD Professor in
Educational Leadership at Northwest Missouri State
University.
Phillip considers himself fortunate to teach for two of
his alma maters: University of Missouri-Columbia and
Northwest Missouri State University.
Dr. Messner has been teaching for more than 40 years
and particularly enjoys teaching statistics and research
design. He takes great pleasure in advising doctoral
students and guiding them through the dissertation
process.
Phillip grew up on a farm in northern Missouri
and believes he was lucky to have had parents who
encouraged him to be a teacher.
Dr. Messner has 5 children - 3 sons, 2 daughters - and
10 grandchildren. His children all live within driving
distance and Dr. Messner gets to see them often.
Phillip’s hobbies include antique hunting and fishing.
Dr. Messner received his BS in Secondary Education
Biology and Chemistry from Northwest Missouri
State University in 1964, MST in Field Ecology from
Wisconsin State University-Superior in 1970, and EdD
in Higher Education Administration from University
of Missouri-Columbia in 1975. He taught high school
Chemistry and Physics for 9 years, was a higher
education administrator for 11 years and has taught at
the university level for the past 20 years.
Phillip has been employed at Northwest Missouri State
University for 13 years now and is one of the founding
members of the Statewide Cooperative EdD Program.
Dr. Messner teaches leadership and research/statistics
classes. His research interests include data based
decision making, instrument development, and
improvement of instruction. As a founding member, Dr.
Messner was on the original design team and has taught
in the program continuously since its beginning.
Phillip has served on the Statewide Cooperative EdD
Program Coordinating Committee, and has served as
lead advisor on more than 35 dissertation committees.
Dr. Messner considers the EdD program to be unique
due to the cohort and collaborative learning model. He
believes these attributes are keys to the high completion
and high success rate of EdD graduates.
Phillip advises students just entering the EdD program
that the dissertation is just another research paper; it is
not the work of their lifetime.
Dr. Messner’s favorite quote:
“The most important thing is not to stop questioning.”
Alumni Spotlight: Dr. Michelle Kilburn
BA: Criminal Justice: Law Enforcement, Southeast
Missouri State University
MA: Public Administration: Criminal Justice
Administration Emphasis, Southeast Missouri
State University
EdD: Educational Leadership, University of Missouri
Dissertation Title: Students’ Perceptions of Online
Learning at a Midwest University.
When Dr. Kilburn began the Cooperative EdD Program
she was the Assistant Director for Extended
Learning at Southeast Missouri State.
Dr. Kilburn is currently teaching undergraduate
courses in the Department of Criminal Justice &
Sociology and graduate courses for the Department of
Educational Leadership at Southeast Missouri State
University. She teaches online, blended and face-toface
courses.
After receiving her doctorate, Dr. Kilburn worked as
the Director of Online Programs at Southeast Missouri
State University for three years.
As a result of the EdD program Michelle came away
with a real awareness to “think outside the box” and
an understanding that there are many ways to analyze
a particular situation. “Thank you Bolman & Deal!”
The most memorable thing about the EdD Program
according to Michelle is the intensity. The long nights
working on assignments and networking with other
professionals from across the state was a very challenging
(yet, amazing) opportunity.
But her most memorable moments are also her most
challenging. “Keeping up with the pace and intensity
was a challenge at times.”
Dr. Kilburn advises Cohort 7 members who will begin
the program in Summer 2009 to get to know as many
people as they can in their cohort. “The networking
opportunity is outstanding and you’ll need the support
when things get intense”.
Dr. Kilburn thinks there are a number of things that
make the EdD Program distinct. “The two I would
highlight is the cohort principle and the wonderful
support I received from my advisors at Southeast.
They were so supportive throughout my completion
of the program and have continued to support my
endeavors as a professional”.
Michelle utilizes Program concepts and learning in
her everyday work life. Currently, she is teaching a
graduate course: Principles and Practices of Higher
Education. Michelle uses Reframing Organizations
in that course. “I feel developing the ability to look
at policies, procedures, situations, etc through the
“frames” helps administrators make more innovative
and informed decisions.”
The skill that Dr. Kilburn honed due to the EdD Program
is that her writing and research capabilities have
improved greatly since completing the program. She
has written and published 4 professional articles with
another cohort member and colleague, Martha Henckell,
since graduating from the program.
Dr. Kilburn’s advice for current EdD students regarding
the Comp process is: “Don’t stress over it too
much. If you’ve done your homework, and have
prepared, you’ll do just fine. Trust your advisor’s
guidance and suggestions.”
Regarding the dissertation, Michelle’s only piece of
advice is not to procrastinate. “You’ve worked too
hard not to finish now! It will also take more time to
complete than you think it will. Also, be patient with
your committee. Your timeline and their timeline
may not necessarily be the same. Remember, they
are looking out for your best interest and want you to
produce a high quality product. You’ll thank them for
taking their time and being so “picky” when you’re
finished!”

Dan H. Cockrell Dissertation
Award Fund is Endowed
Early in 2008, the Dan H. Cockrell EdD
Dissertation of the Year Award fund was endowed.
Achieving endowed status means that the fund
balance had reached the minimal amount required
for investment and generation of income for the
purposes for which the fund was intended. It also
means that in future years the EdD program can draw
from the proceeds of this fund (not the principal) for
a cash award that will be given to the Dissertation of
the Year Award winner. We again want to thank Dr.
Cockrell for establishing the fund as well as the over
120 donors who have made this endowment possible.
Contributions can still be made to the fund and as the
fund grows, so will the amount of the cash award. You
can help by directing your gifts to the University of
Missouri Dan H. Cockrell Dissertation Award. Your gift
should be mailed to:
Funding Available
Funds are available to assist EdD students doing
dissertation research on the EdD Program. The purpose
enrolled in the Statewide Cooperative EdD Program
from any cohort, from any site, may apply for these
funds. Funds may be used for, but are not limited to the
following: creation of survey instruments, mailing of a
survey instrument and/or follow-up letter, transcription
fees, travel to interview sites, software, etc.
Amount Available: Awards of up to $1,000 will be
made to students who provide a copy of a dissertation
proposal and appropriately signed form showing
that the research has been approved by the student’s
committee. Students must write a one-page description
of how the funds are to be used.
Due Date: Proposals for funding will be accepted at
any time. Proposals will be reviewed by a three-member
Moving Forward at Missouri State University
Dr. Cindy MacGregor, Site Coordinator
The past year has brought many changes to the doctoral program in southwest Missouri. These changes include new facilities, new
leadership, new adjunct faculty, and new directions.
The program has its home in the Counseling, Leadership, and Special Education (CLSE) Department. Previously located in one of the
original buildings, Siceluff, in the heart of the main campus, the CLSE department was moved last summer to downtown Springfield.
The Park Central Office Building has been leased by the university and is now occupied by a variety of campus units. The counseling and
leadership faculty occupy the old “trust” department in what was a bank. We even have a vault!
The move downtown came with various challenges and opportunities. New spacious offices and beautiful conference rooms have been
wonderful. Delays on getting technology updates have been frustrating. Learning to ride the campus shuttles to/from the main campus has
been a learning experience.
Leadership changes have also been the norm. The College of Education recently hired a new dean, Dennis Kear, who is very supportive
of the doctoral program and its faculty. The CLSE department said farewell to the temporary leadership of Don Keck, one of the founding
fathers of the doctoral program, as he returned to retirement. We hope to have a new department head in place for the coming school year.
The doctoral program has successfully recruited new adjunct faculty to help with dissertations. We are enjoying the contributions of Dr.
Kim Finch, principal at Pershing Elementary, Dr. Kevin Kopp, principal at Nixa Elementary, and Dr. Denise Baumann, Associate Director
of Residence Life and Services. We continue to enjoy the collegiality of Dr. Jeff Cornelius-White, Dr. Beth Hurst, and Dr. Gilbert Brown.
What does the future hold? We continue to support our students so they can complete quality dissertations in a timely manner, having 75%
of Cohort 5 finished. Also, we will encourage our students to submit proposals for presentations and publications, having just taken several
students to an international conference in Hawaii and various national and state conferences. We eagerly await the ABD status of fourteen
Cohort 6 students, and the arrival into coursework of nineteen Cohort 7 students. Life is always full at Missouri State!
