Greetings from Columbia! Because<br />
this is my first chance to pen an opening<br />
to the <strong>EdD</strong> <strong>Program</strong>’s E-Newsletter I<br />
dutifully went back and reviewed the<br />
kinds of things that were discussed in the<br />
past. No surprise there….Change! Well<br />
change continues to be the watchword<br />
of the day bringing challenges, but also<br />
opportunities to renew and grow as a<br />
department and a program.<br />
As Dr. Donaldson mentioned in the<br />
last newsletter, ELPA and the <strong>EdD</strong><br />
program saw the retirements of key<br />
faculty recently. This summer our ELPA<br />
colleague Dr. Barbara Townsend will<br />
retire. I know I speak for everyone<br />
when I say that her contributions to the<br />
<strong>EdD</strong> program and our department will<br />
be missed in more ways than we can<br />
mention.<br />
As the new ELPA Department Chair I<br />
have spent considerable time working<br />
with my colleagues to navigate these<br />
uncertain economic times in ways that<br />
ensure that we continue to serve our<br />
students well and provide them with<br />
high quality programs that contribute to<br />
their professional success. I can say with<br />
confidence that our programs are stronger<br />
than ever. We really do work smarter and<br />
harder! Because of the strength of our<br />
programs (evidenced by the caliber of our<br />
students), we were granted permission<br />
by the College and University to conduct<br />
two faculty searches - —a rare feat these<br />
days. These searches are on-going. One<br />
is a tenure track position in Educational<br />
Leadership, and the other is a<br />
clinical position that will assist us in<br />
implementing the Hook Center mission<br />
and teaching in our PK-12 leadership<br />
preparation programs (click on Faculty<br />
Openings on the ELPA website if you’re<br />
curious).<br />
Faculty continue to make MU a vibrant<br />
place to work. Drs. Nguyen and Maxcy<br />
have worked tirelessly to craft an<br />
innovative leadership development<br />
program that would help the government<br />
of Vietnam to educate the next generation<br />
of educational leaders in that country.<br />
While on the distant horizon, the fruits<br />
of their labor are beginning to come into<br />
focus. Drs. Maher, Donaldson, Messner,<br />
MacGregor, and Watson delivered the<br />
<strong>EdD</strong>’s first Dissertation Boot Camp<br />
to help jump start students on their<br />
dissertation work. By all accounts the<br />
bootcamp was a great success and we’ll<br />
most likely do it again sometime soon.<br />
Of course, the big news was the selection<br />
of Cohort 7 students earlier this spring.<br />
With the help of <strong>EdD</strong> faculty from<br />
around the state (and many of our non-<br />
<strong>EdD</strong> colleagues who were cajoled into<br />
pitching in), we screened 112 students<br />
and 77 students began their first session<br />
on April 25. Particular thanks go to ELPA<br />
staff Jude Sommerjones and Sheila Guice<br />
for their support during this selection<br />
process.<br />
Well, that is just the tip of the iceberg<br />
when it comes to what’s going on around<br />
ELPA and the <strong>EdD</strong>. As always please stay<br />
in touch and let us know where you are<br />
and how you’re doing. You ARE the <strong>EdD</strong><br />
program, and we thank you for making us<br />

Greetings everyone! Welcome to the first edition of the<br />
2009 <strong>Statewide</strong> <strong>Cooperative</strong> <strong>EdD</strong> Electronic Newsletter. I<br />
hope 2009 motivates you further in your studies, research,<br />
teaching, and work.<br />
The Spring 2009 <strong>EdD</strong> E-Newsletter will feature Dr. Phillip<br />
Messner of NWMSU as our faculty focus. Dr. Messner is<br />
a true advocate for students in the program. He has been<br />
involved with the <strong>EdD</strong> since 1997.<br />
Our Alumni Focus for this edition is Dr. Michelle Kilburn,<br />
a Cohort 3 student from Southeast Missouri State<br />
University.<br />
We put our “Faculty Spotlight” on Dr. Kim Finch of MSU,<br />
Dr. Jim Bowman of UCM, Dr. Carol Edmonds of<br />
NWMSU, and Dr. William Bratberg of SEMO for the<br />
outstanding contributions they have made to the <strong>EdD</strong><br />
program.<br />
We have selected Missouri State University as our Site<br />
Focus for this edition of the newsletter.<br />
I hope you will all enjoy reading about highlights of the<br />
awards and recognitions that our students, alumni, and<br />
faculty have received.<br />

Dr. Kim Finch<br />
Dr. Kim Finch has been an assistant professor in the Department of<br />
Counseling, Leadership, and Special Education at MSU for almost 15<br />
years now. She is also a principal at Pershing School (K-8), Springfield<br />
Public Schools.<br />
Kim teaches classes on the master and specialist levels including<br />
Middle School Curriculum, Middle School Philosophy, Secondary<br />
School Principalship, Elementary School Principalship, Supervision,<br />
Educational Psychology, Research, Capstone, and Legal Issues. Dr.<br />
Finch has also taught ITV courses.<br />
Dr. Finch’s research interests include: characteristics of effective<br />
Middle Schools, student achievement, and principal effectiveness;<br />
accountability measures as they relate to student, teacher, and<br />
administrator performance; assessment and data analysis; schoolcentered<br />
decision making; school improvement planning processes;<br />
performance-based teacher evaluation; principal performance-based<br />
evaluation; block vs. traditional scheduling procedures/models;<br />
budgeting procedures including zero based budgeting; components of<br />
effective middle schools; safety and crisis management in schools; and<br />
bullying.<br />
Kim has been married to her husband Sam for 31 years. They have<br />
three daughters - Lori, age 18 (a college freshman), Sharon, age 16 (a<br />
junior at Glendale High School), and Audrey, age 8 (a second grader<br />
at Pittman Elementary School). Dr. Finch is a member of Kings Way<br />
United Methodist Church where she teaches children’s Sunday School.<br />
Her pastime hobbies include reading, running (she runs at 4:30 a.m.),<br />
golfing, rose/flower gardening and spending time with her family.<br />

Dr. William (Bill) Bratberg<br />
Dr. William Bratberg is an assistant professor in<br />
the Department of Middle and Secondary Education<br />
at Southeast Missouri State University. He<br />
is a graduate of the <strong>Statewide</strong> <strong>Cooperative</strong> <strong>EdD</strong><br />
<strong>Program</strong> and was member of Cohort 2. He has<br />
been with SEMO for 5 years now.<br />
William teaches: Theories of Learning and Management,<br />
Fundamentals of High School Education,<br />
Introduction to Technology for Middle and<br />
Secondary Education. He also supervises field<br />
placements.<br />
Dr. Bratberg’s research interests include: teacher<br />
candidates’ attitudes towards the multicultural<br />
classroom; effectiveness of the Teacher Work<br />
Sample as a capstone assessment; and performance<br />
of students in Missouri charter schools.<br />
William serves on several dissertation committees<br />
and assists students with development of statistical<br />
models for their dissertations.<br />

According to Dr. Bratberg, the most impressive<br />
thing about the <strong>EdD</strong> <strong>Program</strong> is faculty support.<br />
“The faculty is cohesive and focused on student<br />
needs.”<br />
William advises students just entering the <strong>EdD</strong><br />
program to focus and listen to their advisor. “Always<br />
make several backups.”<br />
Dr. Bratberg considers the <strong>EdD</strong> program the best<br />
professional development activity of his career.<br />
Faculty Spotlight<br />
University of Central Missouri<br />
Dr. Jim Bowman<br />
Dr. Jim Bowman is a Professor in the Department<br />
of Educational Leadership and Human<br />
Development at the University of Central<br />
Missouri for 12 years.<br />
Jim teaches: Ethics in Leadership, School Law,<br />
School and Community Relations, Research<br />
Problems, Principal Internship.<br />
Dr. Bowman’s research interests include: ethics;<br />
leadership platforms; philosophies of leadership.<br />
Jim has contributed to the <strong>EdD</strong> <strong>Program</strong> through<br />
his membership on dissertation committees,<br />
and participation in professional development<br />
programs.<br />
Dr. Bowman thinks the most impressive thing<br />
about the <strong>EdD</strong> <strong>Program</strong> is that faculty and<br />
students are enthusiastic about the program.<br />
The advice Jim gives to students just entering the<br />
<strong>EdD</strong> <strong>Program</strong> is: “Students should be prepared<br />
to give significant time and thought to the studies.<br />
This should be a priority as students consider<br />
their plans for the future.”<br />
All of the students that Dr. Bowman has<br />
visited with about the program have been most<br />
impressed with the faculty and the curriculum.
Faculty Spotlight<br />
Northwest Missouri State University<br />
Dr. Carol Edmonds<br />
Dr. Carol Edmonds is a director of field experiences<br />
and an Associate Professor in the department of<br />
educational leadership at Northwest Missouri State<br />
University, where she has been for 13 years.<br />
Carol teaches: Foundations of Educational<br />
Administration, Elementary Administration, and<br />
Elementary Curriculum<br />
Dr. Edmond’s research interests include:<br />
Professional Development; Curriculum; and<br />
Learning.<br />
Carol is a graduate of 1st MU Cohort. She has been<br />
a Dissertation Committee Member for more than 15<br />
dissertations She also reviews applications for the<br />
program.<br />
The most impressive thing about the <strong>EdD</strong> <strong>Program</strong>,<br />
according to Dr. Edwards is that it “Changes the way<br />
one ‘thinks’.”<br />
Carol advises students just entering the <strong>EdD</strong><br />
<strong>Program</strong> to be open-minded and committed.<br />
Dr. Edmonds adds that after completing this<br />
program the processes she used on a daily basis to<br />
view and solve problems became far more effective<br />
in her learning community. This in turn affected all<br />
aspects of her work with boards, parents, faculty,<br />
staff, and PreK-20 students. Solutions to many of<br />
these problems have resulted in enhancing adult and<br />
student learning.<br />
A New Cohort Admitted<br />
On February 5 and 6, 2009 the Coordinating Committee<br />
of the <strong>Statewide</strong> <strong>Cooperative</strong> <strong>EdD</strong> <strong>Program</strong><br />
met to conduct the paper screening of applicants for<br />
Cohort 7. A total of 112 applications were reviewed.<br />
The Committee decided to invite 94 (84%) of the 112<br />
applicants to the interview stage of the admission<br />
process on March 9, 2009.<br />
On March 9, 2009, a total of 92 of an expected 94<br />
applicants participated in the on-site screening event<br />
held at the MU campus.<br />
Each applicant was interviewed by two faculty<br />
members (one from the site applicants had indicated<br />
as their preference on the application form and one<br />
from another campus), responded in writing to an inbasket<br />
task, as well as a writing assignment.<br />
The program currently has 77 active participants in<br />
Cohort 7.<br />

Faculty Focus: Dr. Phillip Messner<br />
Dr. Phillip E. Messner is an <strong>EdD</strong> Professor in<br />
Educational Leadership at Northwest Missouri State<br />
University.<br />
Phillip considers himself fortunate to teach for two of<br />
his alma maters: University of Missouri-Columbia and<br />
Northwest Missouri State University.<br />
Dr. Messner has been teaching for more than 40 years<br />
and particularly enjoys teaching statistics and research<br />
design. He takes great pleasure in advising doctoral<br />
students and guiding them through the dissertation<br />
process.<br />
Phillip grew up on a farm in northern Missouri<br />
and believes he was lucky to have had parents who<br />
encouraged him to be a teacher.<br />
Dr. Messner has 5 children - 3 sons, 2 daughters - and<br />
10 grandchildren. His children all live within driving<br />
distance and Dr. Messner gets to see them often.<br />
Phillip’s hobbies include antique hunting and fishing.<br />
Dr. Messner received his BS in Secondary Education<br />
Biology and Chemistry from Northwest Missouri<br />
State University in 1964, MST in Field Ecology from<br />
Wisconsin State University-Superior in 1970, and <strong>EdD</strong><br />
in Higher Education Administration from University<br />
of Missouri-Columbia in 1975. He taught high school<br />
Chemistry and Physics for 9 years, was a higher<br />
education administrator for 11 years and has taught at<br />
the university level for the past 20 years.<br />
Phillip has been employed at Northwest Missouri State<br />
University for 13 years now and is one of the founding<br />
members of the <strong>Statewide</strong> <strong>Cooperative</strong> <strong>EdD</strong> <strong>Program</strong>.<br />
Dr. Messner teaches leadership and research/statistics<br />
classes. His research interests include data based<br />
decision making, instrument development, and<br />
improvement of instruction. As a founding member, Dr.<br />
Messner was on the original design team and has taught<br />
in the program continuously since its beginning.<br />
Phillip has served on the <strong>Statewide</strong> <strong>Cooperative</strong> <strong>EdD</strong><br />
<strong>Program</strong> Coordinating Committee, and has served as<br />
lead advisor on more than 35 dissertation committees.<br />
Dr. Messner considers the <strong>EdD</strong> program to be unique<br />
due to the cohort and collaborative learning model. He<br />
believes these attributes are keys to the high completion<br />
and high success rate of <strong>EdD</strong> graduates.<br />
Phillip advises students just entering the <strong>EdD</strong> program<br />
that the dissertation is just another research paper; it is<br />
not the work of their lifetime.<br />

Clinical Assistant Professor Position<br />
Department of Educational Leadership and Policy Analysis<br />
The Department of Educational Leadership and Policy Analysis (ELPA) in the MU College of Education seeks a Clinical<br />
Assistant Professor of PreK-12 Educational Leadership. The successful candidate will contribute to the following<br />
responsibilities and activities: 1) development of initiatives and partnerships between the ELPA’s Hook Center for<br />
Educational Leadership and District Renewal and school districts aimed at improving overall district performance, 2)<br />
successful competition for external funding to support Center research and outreach, and 3) delivery and oversight of<br />
off-campus preK-12 degree programs, including the MU-St Louis City Schools’ New Leader Development Project.<br />
The successful candidate must be highly organized, committed to bringing education stakeholders together to address<br />
challenges facing public schools and districts, and be willing and able to provide leadership in a principal development<br />
program in partnership with St. Louis Public Schools. Specific teaching assignments for the position will be matched<br />
with departmental needs and candidate expertise. Some travel between Columbia and Missouri’s urban and suburban<br />
school districts will be required.<br />
Candidates must have an earned doctorate in educational leadership or related field and leadership experience at the<br />
PreK-12 building and/or district level. Preferred qualifications include leadership experience at the district level;<br />
demonstrated success leading school and/or district improvement activities in urban settings; an ability to secure external<br />
funding for educational improvement projects and experience managing such projects; capacity and willingness to<br />
teach in leadership development programs; and the ability to develop partnerships among stakeholders to further the<br />
Department’s and Center’s mission.<br />
The focus of the Department of Educational Leadership and Policy Analysis is on creating effective leadership practices<br />
in a collaborative and supportive environment that honors multiple perspectives and the recognition of individual and<br />

Learning at a Midwest University.<br />
When Dr. Kilburn began the <strong>Cooperative</strong> <strong>EdD</strong> <strong>Program</strong><br />
she was the Assistant Director for Extended<br />
Learning at Southeast Missouri State.<br />
Dr. Kilburn is currently teaching undergraduate<br />
courses in the Department of Criminal Justice &<br />
Sociology and graduate courses for the Department of<br />
Educational Leadership at Southeast Missouri State<br />
University. She teaches online, blended and face-toface<br />
courses.<br />
After receiving her doctorate, Dr. Kilburn worked as<br />
the Director of Online <strong>Program</strong>s at Southeast Missouri<br />
State University for three years.<br />
As a result of the <strong>EdD</strong> program Michelle came away<br />
with a real awareness to “think outside the box” and<br />
an understanding that there are many ways to analyze<br />
a particular situation. “Thank you Bolman & Deal!”<br />
The most memorable thing about the <strong>EdD</strong> <strong>Program</strong><br />
according to Michelle is the intensity. The long nights<br />
working on assignments and networking with other<br />
professionals from across the state was a very challenging<br />
(yet, amazing) opportunity.<br />
But her most memorable moments are also her most<br />
challenging. “Keeping up with the pace and intensity<br />
was a challenge at times.”<br />
Dr. Kilburn advises Cohort 7 members who will begin<br />
the program in Summer 2009 to get to know as many<br />
people as they can in their cohort. “The networking<br />
opportunity is outstanding and you’ll need the support<br />
when things get intense”.<br />
Dr. Kilburn thinks there are a number of things that<br />
make the <strong>EdD</strong> <strong>Program</strong> distinct. “The two I would<br />
highlight is the cohort principle and the wonderful<br />
support I received from my advisors at Southeast.<br />
They were so supportive throughout my completion<br />
of the program and have continued to support my<br />
endeavors as a professional”.<br />
Michelle utilizes <strong>Program</strong> concepts and learning in<br />
her everyday work life. Currently, she is teaching a<br />
graduate course: Principles and Practices of Higher<br />
Education. Michelle uses Reframing Organizations<br />
in that course. “I feel developing the ability to look<br />
at policies, procedures, situations, etc through the<br />
“frames” helps administrators make more innovative<br />
and informed decisions.”<br />
The skill that Dr. Kilburn honed due to the <strong>EdD</strong> <strong>Program</strong><br />
is that her writing and research capabilities have<br />
improved greatly since completing the program. She<br />
has written and published 4 professional articles with<br />
another cohort member and colleague, Martha Henckell,<br />
since graduating from the program.<br />
Dr. Kilburn’s advice for current <strong>EdD</strong> students regarding<br />
the Comp process is: “Don’t stress over it too<br />
much. If you’ve done your homework, and have<br />
prepared, you’ll do just fine. Trust your advisor’s<br />
guidance and suggestions.”<br />
Regarding the dissertation, Michelle’s only piece of<br />
advice is not to procrastinate. “You’ve worked too<br />
hard not to finish now! It will also take more time to<br />
complete than you think it will. Also, be patient with<br />
your committee. Your timeline and their timeline<br />
may not necessarily be the same. Remember, they<br />
are looking out for your best interest and want you to<br />
produce a high quality product. You’ll thank them for<br />
taking their time and being so “picky” when you’re<br />
finished!”

Dr. Frank Grispino, Professor and Member of the <strong>EdD</strong><br />
Coordinating Committee, and Dr. Kristi Alexander,<br />
Cohort 2, NWMS graduate and Assistant Professor,<br />
have published a book Finding, Hiring, and Keeping the<br />
Best Teachers and Staff: Methods and Management in<br />
a Time of Shortage. The book is designed to be used by<br />
employing officials, education professors and<br />
others seeking employment who want detailed<br />
information about the job search and the employment<br />
and retention process.<br />
Nissa Ingraham, Cohort 6, NWMSU, accepted a<br />
tenure-track assistant professor ELL Coordinator<br />
position at Northwest Missouri State University. Her<br />
new responsibilities begin in the fall.<br />
Bruce Johnson, Cohort 2, NWMSU, presently<br />
Superintendent at Stanberry R-II School District, was<br />
elected as Treasurer of the Missouri Association of<br />
School Administrators this year. Bruce will serve as<br />
Secretary in 2009-2010, as President Elect in 2010-<br />
2011, and as President in 2011-2012.<br />
Mike McKinne, Cohort 4, UCM, has accepted a new<br />
position as the Dean of the School of Education at Avila<br />
University in Kansas City. His new job starts in July.<br />
Lori Wilcox, Cohort 5, MU, served on the “Biological<br />
Warfare Nonproliferation (BWNP) and Implications to<br />
Public Policy” panel discussion as part of the “A Time<br />
for Change: One World, One Health, One Medicine”<br />
Symposium organized by Donald W. Reynolds Journalism<br />
Institute on February 6, 2009.<br />

Dan H. Cockrell Dissertation<br />
Award Fund is Endowed<br />
Early in 2008, the Dan H. Cockrell <strong>EdD</strong><br />
Dissertation of the Year Award fund was endowed.<br />
Achieving endowed status means that the fund<br />
balance had reached the minimal amount required<br />
for investment and generation of income for the<br />
purposes for which the fund was intended. It also<br />
means that in future years the <strong>EdD</strong> program can draw<br />
from the proceeds of this fund (not the principal) for<br />
a cash award that will be given to the Dissertation of<br />
the Year Award winner. We again want to thank Dr.<br />
Cockrell for establishing the fund as well as the over<br />
120 donors who have made this endowment possible.<br />

fund grows, so will the amount of the cash award. You<br />

<strong>EdD</strong> Dissertation Research<br />
Funding Available<br />
Funds are available to assist <strong>EdD</strong> students doing<br />
dissertation research on the <strong>EdD</strong> <strong>Program</strong>. The purpose<br />
of this funding is to encourage high quality research on<br />
this outstanding program so others and we can benefit<br />
from learning more about how the program functions<br />
and the outcomes to which it contributes. Any student<br />
enrolled in the <strong>Statewide</strong> <strong>Cooperative</strong> <strong>EdD</strong> <strong>Program</strong><br />
from any cohort, from any site, may apply for these<br />
funds. Funds may be used for, but are not limited to the<br />
following: creation of survey instruments, mailing of a<br />
survey instrument and/or follow-up letter, transcription<br />
fees, travel to interview sites, software, etc.<br />
Amount Available: Awards of up to $1,000 will be<br />
made to students who provide a copy of a dissertation<br />
proposal and appropriately signed form showing<br />
that the research has been approved by the student’s<br />
committee. Students must write a one-page description<br />
of how the funds are to be used.<br />
Due Date: Proposals for funding will be accepted at<br />
any time. Proposals will be reviewed by a three-member<br />
committee composed of the <strong>EdD</strong> <strong>Program</strong> Director,<br />
<strong>EdD</strong> <strong>Program</strong> Associate Director, and one other faculty<br />
member from a Partner Institution. Awards will be made<br />
on a first-come, first-served basis during each fiscal year<br />
(July 1-June 30) until funds are exhausted.<br />
Expectations: Recipients will be expected to write a<br />
summary of major findings and implications of their<br />
research for inclusion in the <strong>EdD</strong> <strong>Program</strong> Electronic<br />
Newsletter.<br />

The past year has brought many changes to the doctoral program in southwest Missouri. These changes include new facilities, new<br />
leadership, new adjunct faculty, and new directions.<br />
The program has its home in the Counseling, Leadership, and Special Education (CLSE) Department. Previously located in one of the<br />
original buildings, Siceluff, in the heart of the main campus, the CLSE department was moved last summer to downtown Springfield.<br />
The Park Central Office Building has been leased by the university and is now occupied by a variety of campus units. The counseling and<br />
leadership faculty occupy the old “trust” department in what was a bank. We even have a vault!<br />
The move downtown came with various challenges and opportunities. New spacious offices and beautiful conference rooms have been<br />
wonderful. Delays on getting technology updates have been frustrating. Learning to ride the campus shuttles to/from the main campus has<br />
been a learning experience.<br />
Leadership changes have also been the norm. The College of Education recently hired a new dean, Dennis Kear, who is very supportive<br />
of the doctoral program and its faculty. The CLSE department said farewell to the temporary leadership of Don Keck, one of the founding<br />
fathers of the doctoral program, as he returned to retirement. We hope to have a new department head in place for the coming school year.<br />
The doctoral program has successfully recruited new adjunct faculty to help with dissertations. We are enjoying the contributions of Dr.<br />
Kim Finch, principal at Pershing Elementary, Dr. Kevin Kopp, principal at Nixa Elementary, and Dr. Denise Baumann, Associate Director<br />
of Residence Life and Services. We continue to enjoy the collegiality of Dr. Jeff Cornelius-White, Dr. Beth Hurst, and Dr. Gilbert Brown.<br />
What does the future hold? We continue to support our students so they can complete quality dissertations in a timely manner, having 75%<br />
of Cohort 5 finished. Also, we will encourage our students to submit proposals for presentations and publications, having just taken several<br />
students to an international conference in Hawaii and various national and state conferences. We eagerly await the ABD status of fourteen<br />
Cohort 6 students, and the arrival into coursework of nineteen Cohort 7 students. Life is always full at Missouri State!<br />
