Some studieshave even gone as far as to analyze the type of food that is available in these areas incomparison to their better resourced counterparts. However, there is hardly anyconsideration for the actual experience of those who live in these “food deserts.”One study, conducted by PolicyLink in partnership with Michigan State University, showsthat residents of these areas often have to travel well out of their way for nutritious sourcesof food. Given the diversity of residents in these areas, there exists a particular desire formore variety in food choice and a greater likelihood of meals being prepared at home.The Solution: The City should work with all stakeholders to develop a “food accessindex,” a new measure that would take into account both the physical availability andeconomic affordability of nutritious foods, and use this measure as another tool tojudge the success of food projects. Virtually all the efforts in this plan should use thisindex as part of strict performance-based outcome measures, and programs shouldnot be expanded or re-funded unless they can prove their worth.The goal would be to create a replicable, standard food environment index to measure theavailability, affordability, and accessibility of food in a given community.
