January 14, 2010Both principals gave a report on strategies their staffs are using to further the district’sgoal of providing innovative learning experiences for children.President Gardner asked if there was anyone wishing to speak to an item on the agendaor on another topic that lies within the board’s jurisdiction.Oral CommunicationsWendy Threatt, who is on the district’s insurance committee, said the members of thiscommittee interviewed the insurance representatives and would like to give the boardtheir input on which insurance consultant firm they would like the board to select.Pat Bavender thanked the board for hearing two more insurance consultants. She saidthe EEEA has asked for but has not received the quarterly insurance report.Jesusa Lopez asked the board to offer a retirement incentive.President Gardner reported all written correspondence has been shared.President Gardner reported no action was taken in closed session preceding the opensession.Carol Rouse, Director of Fiscal Services, introduced Aubrey King of the audit firm ofWilkinson Hadley King & Co, LLP. She reviewed some of the highlights of the report.WrittenCommunicationsClosed Session2008-09 AuditReportIt was moved by Zoe Carpenter, seconded by Marv Gilbert, and passed 5-0 to approvethe 2008-09 report for the year ended June 30, 2009.It was moved by Linda Woods, seconded by Marv Gilbert, and passed 5-0 to approvethe communication plan with three edits.Tiffany Spencer and Stacy McCline asked the board to have the free “Golden Hour” onthe use of facilities fee schedule offered to for-profit businesses as well as non-profits.Gina Manusov, Assistant Superintendent, Business Services, brought this policy andregulation to the board for discussion to consider a request for a free Golden Hour forafter-school enrichment programs that are offered by for-profit businesses. Gina saidour policy was developed according to the Civic Center Act and Education Code.CommunicationPlanOral CommunicationsDiscussion of BP/AR1330, Use of FacilitiesThe board expressed their feelings following the public input and staff presentation:Marv Gilbert: He applauds extracurricular enrichment; however, he is leaning towardprotecting the district. Issues of liability insurance coverage, security of the schoolfacilities, and equity among offerings are concerns he has.Zoe Carpenter: She is leaning toward the parents’ request on this, however, she needsmore information on what the impact would be to reduce the two-hour minimum forroom fees charged to for-profit businesses to one hour during the Golden Hour.Escondido Union School District Board of Education Minutes, January 14, 2010 53
January 14, 2010Linda Woods: She is conflicted because she understands the liability for the district,but she also feels our community schools should be available to the community.Considering just the Golden Hour, she would rather extend the same Golden Hourconsideration to for-profit businesses, and then discontinue it if there is a problemrather than anticipating there might be a problem and not offering it at all. Specific toBernardo, she would like to see the parent group be tied to the PTA and be able to usethe umbrella protections that come with that.The board conducted a first reading of the revised BP/AR 5117.1, Intradistrict OpenEnrollment (School Choice).Marv Gilbert reported that he attended the School Services of California budgetworkshop this week. Before the holidays, he attended the Mission Middle School bandholiday program and the auto dealers’ bike giveaway.Board PoliciesMembers’ ReportsZoe Carpenter reported she attended the Rose School bike giveaway and severallunchtime meetings at schools with the superintendent.Linda Woods reported she attended all the lunchtime meetings at schools with thesuperintendent, the December COMPACT meeting, the auto dealers’ bike giveaway,and the Mission Middle School band holiday performance.Royce Moore reported he attended the auto dealers’ bike giveaway, several lunchtimemeetings at schools, and the holiday music programs at Mission and L. R. Green.Joan Gardner reported she attended the second, and perhaps last, Wellness Committeemeeting to add a section on food allergies to the wellness policy. She attended severallunchtime meetings, the auto dealers’ bike giveaway, the Mission holiday performance,and the School Services of California budget workshop.Superintendent Walters had no report, however, she welcomed the new CSEApresident, Rick Bebee.It was moved by Linda Woods, seconded by Royce Moore, and passed 5-0 to removeconsent item 17.9 regarding site plans for Glen View and Central and then take thefollowing action:Approve the Certificated Personnel Order 2009-10-10.President’s ReportSupt’s.
