Third-Party Monitor<strong>in</strong>g and Cost-EffectivenessA robust third-party monitor<strong>in</strong>g system has been put <strong>in</strong> place toensure the availability of <strong>in</strong>puts-tra<strong>in</strong>ers, learn<strong>in</strong>g materials, and tra<strong>in</strong>eeattendance. The program has zero-tolerance for corruption: all bids aretransparent and there are heavy checks <strong>in</strong> place to ensure that no ghostprograms are funded by the PSDF; this entails ongo<strong>in</strong>g third-partymonitor<strong>in</strong>g and <strong>in</strong>dependent yearly f<strong>in</strong>ancial audits.
