Criterion No.1: Preparedness<br />

Note: SIOM-RC’s website, on the other hand, says that:-<br />

• The candidates will be informed about guides allotted<br />

to them shortly and they are required to meet the guides<br />

allotted to them and take guidance in preparation of the<br />

proposal (synopsis).<br />

• The research student shall be required to make a brief<br />

presentation of Ph.D. research proposal (synopsis) at the<br />

place of research (SIOM) before a committee.<br />

• The presentation will be arranged by Head Research<br />

center, SIOM and the date will be declared soon.<br />

• The date of successful presentation will be the date of<br />

registration (date of provisional admission).<br />

That is to say, no Synopsis will be accepted unless it is<br />

approved by the allotted Guide and finally by the<br />

Committee which evaluates its presentation.<br />

his Ph.D. in less than 2 years (once his prayer is granted)<br />

and, thus, the Vacancy will be available to another<br />

student.<br />

* ‘Shreyas’ is the Name of Meenal’s Husband. If Mrs Meenal Shreyas Rao has claimed before the re-Interview Panel on or before 11.06.2012<br />

(or before the Interview Panel on 20.03.2012) at SIOM-RC that the Papers written by one Ms Shreya Rao (without an ‘s’ in ‘Shreya’, and<br />

without the name ‘Meenal’) in a Taxation journal, as her own then please be informed that “Ms Shreya Rao” is a different person altogether --<br />

The candidates will be evaluated on the basis of their performance in the interview, on the following parameters:<br />

1. Preparedness of the candidate for research work to be undertaken.<br />

2. Communication skill of the candidate.<br />

3. Depth of understanding of the subject.<br />

4. Knowledge of the business environment: includes candidate’s awareness about the current trends in respective area.<br />

5. Domain experience related to research area.<br />

6. Candidates are required to bring a two page bio-data.<br />

7. Candidates scoring equal marks in interview will be ranked in merit list based on PG marks<br />

On 22.02.2012 a Meeting of Heads of Departments (HoDs) of all ‘approved’/ ‘affiliated’ Research Centres was chaired by Prof Ashok Joshi<br />

(Respondent No.3) wherein all the HoDs agreed to comply with the above-mentioned 7 Criteria. However, these HoDs grossly violated even<br />

the mandatory Circular No.142/2011 issued by Pune University, in that they conducted the Interviews in March 2012 WITHOUT the two<br />

Nominees of the Vic-Chancellor and the one Nominee of the Chairman of Board of Studies of Pune University -- Results of the said<br />

Interviews were cancelled, and re-Interviews held in June 2012. Moreso, SIOM-RC mala fide did not comply with my email request for a<br />

video-recording of re-Interviews.<br />

A similar comparison with the Candidates selected under the ‘Open’ Category for ‘Human Resource Management’ by other Research Centres<br />

will show that such candidates as are far less qualified than me, were selected solely because they are ‘Maharashtrians’ -- the Public<br />

Information Officer of Pune University has also mala fide suppressed the information on ‘Maharashtrian/ Non-Maharashtrian’ discrimination<br />

in the appointment of Teaching and Non-Teaching Staff in Pune University, when information on this gross discrimination was asked for by<br />

me under the Right to Information Act 2005. Hence, on 22.06.2012 the Petitioner had sent, by Speed-Post, an Appeal to the concerned first<br />

Appellate Authority, viz. Registrar of Pune University.<br />

The aforesaid unconstitutional bias which is palpably evident on the face of the record coupled with unabashed manipulation of the entire<br />

Interview process (Selection process) with a view to fulfill regional bias by a public Authority (funded, through UGC, by Central<br />

Government Funds) against a 1971-War veteran and a Senior Citizen amounts to ‘fractured patriotism’ especially when the Petitioner was<br />

asked to pay not only Rs.800.00 as Admission Fees but twice made to come all the way from Lucknow to Pune (after incurring huge expenses<br />

of more than Rs.6000/- on travel, boarding & lodging for the Interviews held in March 2012, and more than Rs.3,000 for the re-Interviews<br />

that were held in June 2012) -- moreso, after more than 26 hours’ journey, I had to go directly from the Railway Station (Pune) to the<br />

Interview Panel WITHOUT the SIOM-RC having provided to me with any facilities, despite my email, even to freshen up.<br />

It is pertinent to mention that, despite Petitioner’s email, the re-Interviews were not videographed by SIOM-RC with a view to mischievously<br />

deny to the Hon’ble Courts any objective evidence as basis on which the Interview Panel prepared a Merit-List at all, and to hide the pre-<br />

conspired mala fide motives of the Interview Panel by intending to concertedly make false statements with a view to mislead the Hon’ble<br />

Apex Court with unabashed criminal impunity -- even an ex-Vice-Chancellor (namely, Prof SC Gupte) of Pune University has obtained a<br />

personal out-of-turn BSNL Landline telephone connection by falsely declaring that he is a Medical Practitioner (i.e. under the ‘Doctors’<br />

Category).<br />

To make matters worse, SIOM-RC and Pune University all along knew of their mala fide intention to reject the Petitioner purely on the basis<br />

of his being a Non-Maharashtrian -- although while fighting the war in 1971 it never even crossed Petitioner’s mind as to whether he was<br />

fighting for India as a whole or for each State (including Maharashtra) separately, and these two public Authorities played a criminal<br />

mischief upon the humble Petitioner by mala fide causing to the Petitioner the aforesaid huge financial loss of more than Rs.10,000/-.<br />

It is very unfortunate that this is happening when the concerned HoD [Dr (Capt) CM Chitale] is an ex-Armed Forces Officer and the real<br />

controller of SIOM -RC is our ex-Defence Minister Shri Sharad Pawar whose Late spiritual Guru (Peer sahib Asghar Seth Poonawala) was<br />

Petitioner’s friend.<br />

Hence, a thorough probe by CBI into the Ph.D. Admission Process in the Department of Management (Pune University) during 2011-12 and a<br />

thorough Audit by the CAG into the misuse of UGC’s Grants of about Rs.9 crore for funding Teachers’ Projects in Pune University, are<br />

called for. A Criminal Writ Petition is, therefore, being filed by name of concerned officials before Hon’ble Supreme Court at the cost, risk<br />

and expense of Respondents concerned, with a specific Prayer to the Hon’ble Court that damages and costs, as and when awarded by the<br />

Hon’ble Court, be deducted from the Pay & Allowances/ Pension of the guilty officials.<br />
