History<br />

Municipality<br />

<strong>Rice</strong> <strong>Lake</strong> has a Mayor-Alderman form of government with elections every two years. A city administrator heads the day-to-day activities of the city. All<br />

commissions and boards are appointive, with the exception of the school board, which is elective. <strong>Rice</strong> <strong>Lake</strong>'s population is 8,438. Latitude<br />

45.51 N, Longitude -91.72 W.<br />

The city has a full-time fi re department assisted by volunteers. The police force has 18 full-time offi cers.<br />

Utilities<br />

City-owned utilities include electric, water and sewage treatment plants. Natural gas service and refuse removal service are located<br />

in <strong>Rice</strong> <strong>Lake</strong>. Voted 3rd best tasting water in the world at the 2005 International Water Tasting Contest.<br />

About <strong>Rice</strong> <strong>Lake</strong><br />

<strong>Rice</strong> <strong>Lake</strong> had its beginning in 1864 when Knapp, Stout and Company constructed a storage<br />

dam on the site of an earlier Indian village and a wild rice bed, taking the name of the community<br />

from that location.<br />

A mill was started at the dam in 1871 by M.W. Heller, who was the first permanent settler to move<br />

his family here. Heller was also in charge of the first store, hotel and blacksmith shop, which made the<br />

settlement the center for northern operations of Knapp, Stout and Company until the large stands of<br />

white pines in the area were exhausted.<br />

The original plat of the city included a 100-foot wide thoroughfare that is still the heart of the<br />

business district.<br />

A Lentz steam engine, a unique part of local history, is on display in Knapp Stout Park, Main<br />

Street, next to the Chamber of Commerce building. The engine was built by the Erie City Iron Works,<br />

Erie, PA in 1925. It provided power to generate electricity for the Municipal Light Company of Denver, CO, until it was purchased in 1946 by the American Excelsior<br />

Company of <strong>Rice</strong> <strong>Lake</strong>, WI. Once installed there, the steam engine generated power for all the plant's lights and small motors, and also ran all the production machinery.<br />

The boiler that produced the steam to operate the engine was fueled by wood scrap, making the operation very efficient. The mill operated 20 hours a day, 5 days a<br />

week making excelsior, which was baled and shipped by rail all over the U.S. The unit was taken out of service in 1976. The Lentz balanced poppet valve steam engine<br />

weighs 16 tons and is 19 ft. wide and 21 ft. long; the flywheel has a diameter of 12 ft. It is a single-cylinder engine with a 19-inch bore and a 21-inch stroke. It created<br />

350 horsepower and operated at 200 RPM.<br />

During the third week in June the City of <strong>Rice</strong> <strong>Lake</strong> celebrates<br />

the return of summer and our good fortune in living here in this<br />

beautiful area. The annual Aquafest features fun-fi lled events you<br />

won't want to miss. Several days of national bands, food, fun,<br />

softball tournaments, golf tournaments, Angel’s Attic antique<br />

show & sale, a grand parade, kiddie parade, kids’ games<br />

and a carnival. The week is topped off by Festival of<br />

the Arts in the City Park. Artists from all over<br />

the state of <strong>Wisconsin</strong> are featured showing<br />

their paintings and crafts - all original.<br />

Barron Spotlighters<br />

Beginning with the production of “Prisoner of Second Avenue” in 1978,<br />

the Barron Spotlighters have been offering quality local entertainment<br />

and theater opportunities for almost three decades.<br />

Performing in the 500-seat theater of the Barron Area<br />

Community Center, the Spotlighters offer 3-4 productions per season<br />

and this year have expanded show dates to include more weekend<br />

Northern Star<br />

Theatre Company<br />

The Northern Star Theatre Company was established in 1999 with<br />

the idea of providing quality live theatre to the <strong>Rice</strong> <strong>Lake</strong> area year<br />

round! We have occupied our home in beautiful downtown <strong>Rice</strong> <strong>Lake</strong><br />

for 11 years. Located at 104 S. Main St., NSTC is a 100% volunteer<br />

501C3 non-profi t corporation.<br />

In our 15+ years, we have entertained our audiences with many theatre<br />

classics (“Camelot,” “Oklahoma,” “Pirates of Penzance”) as well as<br />

newly available area premieres “Nunsense,” “Altar Boyz,” “Beauty &<br />

the Beast!” We love to open the world of theatre to theatre “newbies”<br />

both as audience members as<br />

well as new performers.<br />

The Arts<br />

Past summertime musical favorites include “Joseph and the Amazing<br />

Technicolor Dreamcoat,” “Into the Woods,” “Fiddler on the Roof ”<br />

and “Pippin.” NSTC’s theatre space is built on the “black box”<br />

concept where each production can be staged as best suits each<br />

play. We typically offer one dinner theatre production annually. Past<br />

dinner theatre events have included “Tony ‘n’ Tina’s Wedding” and<br />

“Escanaba in Da Moonlight.”<br />

Northern Star’s Center for the Arts includes a gallery featuring area<br />

artists and our own in-house deli “Bob’s Bistro” open 1 hour before<br />

showtime. We offer free parking and our facility is entirely handicapped<br />

accessible and air conditioned. Our building is also available to rent<br />

for events such as wedding receptions, meetings, graduation parties,<br />

bridal showers, etc.<br />

Red Barn Theatre<br />

Over 50 years ago, Nina Klaus<br />

assembled a cast of performers<br />

on a make-do stage platform in<br />

Cap Hagen's Hardscrabble Ski<br />

Chalet east of <strong>Rice</strong> <strong>Lake</strong>. Thus<br />

began the Hardscrabble Players,<br />

now famous nationwide for<br />

its excellence in Summer Stock<br />

theatrical productions.<br />

When the Players discovered the<br />

Red Barn in 1966 it had been used to store machinery for about 20 years.<br />

From their start there in 1967 it was a hit with the patrons, and the Hardscrabble<br />

Players decided to buy the building and make the "Red Barn<br />

Theatre" their home. In addition to theatrical performances, displays<br />

by area artists are featured during each play downstairs in The Gallery.<br />

To carry on the legacy that Nina Klaus began and worked on tirelessly for a<br />

quarter of a century, a scholarship fund has been established in her memory<br />

to help further the education of young people dedicated to the theater<br />

arts–the purpose being to keep alive the dreams and tradition of The Red<br />

University of <strong>Wisconsin</strong> Barron County<br />

– Theater Productions<br />

The UW-BC drama department presents the four-part Best of Broadway<br />

Theatre series during the academic year. One of these plays is the annual<br />

children’s theatre production that draws crowds of students from the<br />

local schools and another production involves students and community<br />

members.<br />

– Communiversity Band<br />

The Communiversity Band is a venture between the UW-BC<br />

music department and neighboring communities. The 70-piece<br />

band combines the talents of musicians from as far as Amery and<br />

Hayward. The group performs a variety of standard band literature<br />

including marches, Broadway medleys and seasonal favorites.<br />

– Dean’s List<br />

One of the longest-standing ensembles at UW-BC, the band performs<br />

music from the Big Band era at concerts, dances, balls and other events<br />

throughout <strong>Wisconsin</strong> and the surrounding states. They have been featured<br />

in special <strong>Wisconsin</strong> Public Television programming.<br />

– Red Cedar Choir<br />

The Red Cedar Choir performs to sold-out houses in <strong>Rice</strong> <strong>Lake</strong> throughout<br />

the year and is the cornerstone of the Holiday Festival. The choir dates<br />

back to 1932 when it was associated with the <strong>Rice</strong> <strong>Lake</strong> Federated Music<br />

Club.<br />

Blue Hills Ski Area<br />

Summer green, autumn gold, winter white – scenic enjoyment<br />

for motorists, cyclists, hikers and snowmobilers. These hills<br />

were once a gigantic mountain range some 20,000 feet high.<br />

Successive ice masses rounded off the peaks, and the last glacier<br />

stopped at the foot of these hills. Located east of <strong>Rice</strong> <strong>Lake</strong> on<br />

overlooks the part of the lake where the wild rice beds were<br />

located. Just north of the marker, in the FFA Park, pits which<br />

were probably used to store wild rice can be found.<br />

Biking & Hiking Trails<br />

CedarSide hiking/biking trail follows the Red Cedar River in<br />

<strong>Rice</strong> <strong>Lake</strong>. The northern portion runs 1.25 miles from Coleman<br />

Street to Hwy. O and the southern portion runs 1 mile from Hwy.<br />

O southward.<br />

Tuscobia State Trail, beginning just north of <strong>Rice</strong> <strong>Lake</strong> on<br />

Cty. SS, is the longest state trail in <strong>Wisconsin</strong>. It is a 76-mile<br />

abandoned railroad grade purchased by the state in 1966 for the<br />

enjoyment of hiking, biking, horseback riding, and snowmobiling.<br />

It is well-marked with constant grooming and maintenance. Part<br />

of the trail, from its western end to Angus, is also part of the Ice<br />

Age National Scenic Trail.<br />

Ice Age National Scenic Trail, a 1,000-mile trail, encompasses<br />

part of the Tuscobia State Trail from its western end to Angus.<br />

Hunt Hill Audubon Sanctuary<br />

400+ acres of mature forest, groves of ancient white pines,<br />

meadows whispering with grasses and wildfl owers, black spruce<br />

and tamarack bogs support many plants and animals that have<br />

disappeared from other areas. The environmental learning<br />

Indian Mounds Park<br />

This park preserves 12 Indian Burial Mounds, all that remain<br />

of some 67 mounds constructed in the <strong>Rice</strong> <strong>Lake</strong> area.<br />

Archeological excavation revealed burial bundles, some<br />

ornaments and implements. The mounds were probably<br />

constructed by people known as the mound builders.<br />

Japanese Garden<br />

The Japanese Friendship Garden is<br />

located on the UW-Barron County<br />

Campus. The garden was built by the<br />

<strong>Rice</strong> <strong>Lake</strong> International Friendship<br />

Assn. as a symbol of our relationship<br />

with Miharu, Japan. The sister city<br />

relationship between our cities is an<br />

ongoing student and adult exchange<br />

program that began in 1987. The<br />

garden is a typical Japanese garden<br />

designed by a master gardener from<br />

Miharu. Upon entering the gate of the garden, visitors can<br />

follow the stepping stones to the meditation bench. While<br />

seated on the bench, a vision of a miniature mountain range<br />

with the illusion of a waterfall going into a pond can be seen.<br />

Fishing on <strong>Rice</strong> <strong>Lake</strong><br />

From stump-fi lled back bays to weedy shorelines and midlake<br />

spots of deeper water, <strong>Rice</strong> <strong>Lake</strong> offers a wide range of<br />

fi shing opportunities.<br />

Anglers can always fi nd crappies and bluegills on <strong>Rice</strong><br />

<strong>Lake</strong>’s waters, and northerns are numerous, including some<br />

lunkers.<br />

But the 939-acre lake which borders the east side of the<br />

city also has good populations of largemouth bass and muskies<br />

to go with the occasional walleye.<br />

Much of the lake is only 10 to 15 feet deep, with weeds and<br />

lily pads providing good habitat for northerns and bass.<br />

Largemouth bass action is good in the east side bays<br />

dotted with stumps and drowned wood. The bays also warm<br />

quickly in the spring, providing a good spot to fi nd early<br />

season panfi sh.<br />

Some walleyes are always taken on <strong>Rice</strong> <strong>Lake</strong>, usually<br />

along the west shoreline of the north end where water depths<br />

drop off quickly.<br />

The deepest part of the lake is on the south end—south<br />

of Narrows Bridge and between Colan Point and the boat<br />

landing on Orchard Beach Lane. Depths drop to 19 feet, and<br />

those spots are a favorite of ice fi shing enthusiasts.<br />

Besides largemouth bass, the Red Cedar River provides<br />

good smallmouth bass fi shing on both ends of the lake. The<br />

Red Cedar River fl ows into <strong>Rice</strong> <strong>Lake</strong> on the northeast<br />

corner at Hiawatha Park. It leaves the lake at the Main<br />

Street dam, and it’s below the dam where smallmouth bass<br />

are also found.<br />

The lake is fast becoming known as musky water. An<br />

ambitious musky stocking program by the Department<br />

of Natural Resources began in the early 1980s, with the<br />

assumption that <strong>Rice</strong> <strong>Lake</strong>’s weedy areas supporting a strong<br />

northern population would provide fry for muskies to feed<br />

on.<br />

Muskies have indeed fl ourished in <strong>Rice</strong> <strong>Lake</strong>, and 2011<br />

provided some of the best musky fi shing the lake has ever<br />

seen. By mid summer, several muskies at 50 inches or larger<br />

had been caught and released. Muskies were also caught<br />

below the Main Street bridge, where the lake spills over the<br />

dam and into the Red Cedar River. A 48-inch fi sh was taken<br />

there, and on another day there were fi ve sizeable muskies<br />

caught and released on the river near the bridge.<br />

<strong>Lake</strong>view Medical Center<br />

At the heart of <strong>Rice</strong> <strong>Lake</strong>'s medical facilities is<br />

<strong>Lake</strong>view Medical Center (LMC), a not-for-profi t<br />

community hospital. LMC offers both medical<br />

and health-related services and serves as a regional<br />

health center.<br />

Full-time physicians, representing numerous<br />

medical specialties, base their practices in <strong>Rice</strong><br />

<strong>Lake</strong>. As such, LMC is able to provide a range of<br />

health services.<br />

At LMC, you will fi nd an emergency department<br />

staffed with physicians dedicated to emergency<br />

medicine; urgent care; paramedic ambulance<br />

service; cardiac rehabilitation; home health and<br />

hospice care; kidney dialysis; medical laboratory;<br />

nutrition counseling; obstetrics; pain clinic; physical,<br />

occupational and speech therapies; radiology;<br />

women’s imaging; respiratory therapy; sleep<br />

Marshfi eld Clinic<br />

Marshfi eld Clinic is a <strong>Wisconsin</strong>-based health care system with<br />

56 locations and 750 physicians representing more than 80 medical<br />

specialties. An integrated system of care gives all patients access to<br />

UW-Barron County (UW-BC) is one of 13 freshman/sophomore campuses of the University of <strong>Wisconsin</strong> Colleges awarding the Associate<br />

of Arts and Science degree with over 20 areas of emphasis available. UW-BC provides the fi rst two years of a liberal arts general education that<br />

The WITC Conference Center is a centerpiece for<br />

educational or training meetings. This attractive<br />

conference facility is the ideal setting for groups of any<br />

size. Its location in west central <strong>Wisconsin</strong> makes it<br />

This exceptional facility is adjacent to WITC academic<br />

buildings right on the campus. Each year some 24,000<br />

room. There is some 4,000 square feet of meeting<br />

This beautiful portion of Northwest <strong>Wisconsin</strong> includes a large<br />

Cumberland<br />

Cumberland is located within the beautiful northwoods<br />

Long <strong>Lake</strong> is nestled in one of the most beautiful and relatively<br />

undeveloped areas in the <strong>Wisconsin</strong> northwoods. Yet it has many fi ne<br />

resorts and restaurants and is freeway-close to shopping and activities<br />

in <strong>Rice</strong> <strong>Lake</strong>.<br />

The Long <strong>Lake</strong> area offers many attractions. There is an 18-hole golf<br />

course, miles of hiking and biking trails and canoeing opportunities.<br />

Additionally, thousands of acres of public lands invite hiking, crosscountry<br />

skiing and other outdoor activities.<br />

The area’s natural landscapes were formed millions of years ago<br />

by glaciers. The land is unique, with conifer and hardwood forests,<br />

spruce and tamarack bogs, free-fl owing rivers, rolling farmlands and<br />

jack pine barrens. The woods are full of wildfl owers and berries, and<br />

animals large and small. Deer and fox, muskrats and beavers - all are<br />

to be seen by the careful observer.<br />

One can awaken to the sun glimmering on the lake and listen<br />

to the songs of the many different birds. Loons are heard and seen<br />

regularly, along with mallards, wood ducks, teal and other waterfowl.<br />

You can watch the bald eagle or osprey in fl ight. Migrating birds stop<br />

here and songbirds abound.<br />

At day’s end sunsets are long and beautiful, with the lake refl ecting<br />

every hue of the rainbow - from bright pinks to burning bronze.<br />

Because of the lack of city lights, the night skies are brilliant with<br />

stars, and the Northern Lights often put on dazzling displays. At night<br />

throughout much of the year one can look skyward and observe their<br />

As early as 1872 and<br />

1875, S.A. Jewitt Co. had<br />

established two logging<br />

camps near Mikana. In<br />

1875 Knapp, Stout and Co.<br />

built their fi rst camp on<br />

Red Cedar <strong>Lake</strong> to harvest<br />

the big windfall. By 1882, Knapp, Stout and Co. had acquired<br />

all of S.A. Jewitt’s landholdings, which included the dam at<br />

Mikana. With these new lands surrounding Red Cedar <strong>Lake</strong>,<br />

Knapp, Stout and Co. looked to expand their operation.<br />

Logs from Chetac, Birch, Balsam, Cedar and<br />

Hemlock <strong>Lake</strong>s were sent to camps at the northern end of Cedar<br />

<strong>Lake</strong>. In all, 55 camps in the area were created with 85,000<br />

acres of timber fl oating down the Cedar River to the Big Mill<br />

at Menomonie.<br />

In the spring of 1900, after the last logs were sent down the<br />

river, the camps were directed to send all their equipment to<br />

<strong>Rice</strong> <strong>Lake</strong>. The company disposed of everything, selling much<br />

of the equipment to smaller camps around the area.<br />

The Stout family remained in the area. At the turn of the<br />

century, Frank Stout built a home on an island centrally located<br />

Deerpath Lodge was built by the Prussia family. The family<br />

began taking in hunters from the Narrows Station at the head<br />

Winter Fun for Everyone!<br />

Don’t spend winter inside... get out and enjoy it!<br />

<strong>Rice</strong> <strong>Lake</strong> is the perfect place to get out and enjoy all that winter has to offer.<br />

There are plenty of recreational opportunities when<br />

winter comes to Barron County. Whether it’s a quiet<br />

snowshoe hike on one of the area’s many trails and county<br />

forests, or the fun competition of an ice fi shing contest,<br />

there are winter activities for everyone.<br />

There are several groomed winter trails for<br />

snowmobilers, cross country skiers and snowshoers.<br />

Those multi-use trails include the Tuscobia Trail north<br />

of <strong>Rice</strong> <strong>Lake</strong>, running eastward to Park Falls and the<br />

Wild Rivers Trail, which begins in <strong>Rice</strong> <strong>Lake</strong> and heads<br />

northward to Superior.<br />

The Ice Age Trail offers a quiet hike as it slices through<br />

the Blue Hills forests and links up with the Tuscobia<br />

Trail before heading off into the northwest part of the<br />

county.<br />

There are cross country skiing trails in the Blue Hills,<br />

in the City of Barron and northwest of Cumberland, and<br />

also in the City of <strong>Rice</strong> <strong>Lake</strong> on the UW-Barron County<br />

campus. Downhill skiing is available at Christie Mountain,<br />

just to the east of Barron County.<br />

Besides the two major trails - Tuscobia and Wild Rivers<br />

- the Barron County Snowmobile Trail system includes<br />

about 300 miles of trails connecting the county’s towns<br />

and dining spots while traversing over fi elds and through<br />

woodlands.<br />

For some, ice fi shing is a nearly everyday activity on the<br />

county’s frozen lakes in the winter, and ice shacks dotting<br />

the bigger lakes attest to that. Throughout January and<br />

February, ice fi shing contests are on the schedule nearly<br />

every weekend.<br />

Hunting is also a popular winter activity for outdoors<br />

folks who pursue wild game such as rabbits.<br />

Car racing doesn’t slow down for winter in Barron<br />

There’s a plowed spectator parking area for those wanting<br />

to watch cars slide through the icy turns.<br />

There are plenty of indoor activities too. The <strong>Rice</strong><br />

<strong>Lake</strong> Curling Club is busy nearly every night with league<br />

play and also hosts several weekend spiels. There is open<br />

ice skating at the <strong>Rice</strong> <strong>Lake</strong> Hockey Arena. Outdoor ice<br />

skating is available at neighborhood rinks maintained in<br />

the City of <strong>Rice</strong> <strong>Lake</strong>, with the main outdoor rink in the<br />

Pioneer Village Museum<br />

We’ve brought back the Good Old Days... You are invited to come and<br />

spend the day at Pioneer Village Museum, exploring the many historic<br />

buildings on Pioneer Street as you relive bygone days.<br />

Take your time and browse through the many exhibits and 36 display<br />

buildings which include a one-of-a-kind exhibition hall with 50 glass-front<br />

display cases fi lled with items from the distant past. The museum is a replication<br />

of an entire pioneer village and includes buildings representing the shops and<br />

trades of early pioneer days.<br />

The museum has a number of interesting programs highlighted by<br />

Heritage Days. Authentic costumes, songs and dances, craft working and<br />

other entertainment are all part of Heritage Days weekend.<br />

Truly a setting for leisurely viewing and family enjoyment, Pioneer Village<br />

is open Memorial Day through Labor Day, Thursday through Sunday from<br />

1-5 p.m.<br />
