I-INCE, chartered inZürich, Switzerland, is the sponsor of the INTER-NOISE Series of International Congresseson Noise Control Engineering, and, with the Institute of Noise Control Engineering of theUSA, publishes this quarterly magazine and its Internet supplement. I-INCE has an activeprogram of technical initiatives, which are described in the Internet supplement to NNI. I-INCE currently has 46 Member Societies in 39 countries.INCE/USAThe Institute of Noise Control Engineering of the USA (INCE/USA) is a non-profitprofessional organization incorporated in Washington, D.C., USA. The primary purpose ofthe Institute is to promote engineering solutions to environmental noise problems. INCE/USA publishes the technical journal, Noise Control Engineering Journal, and, with I-INCEpublishes this quarterly magazine and its Internet supplement. INCE/USA sponsors theNOISE-CON series of national conferences on noise control engineering and the INTER-NOISE Congress when it is held in North America. President’s ColumnActivities Within INCE/USAAs my year as President of INCE/USAdraws to a close, it is comforting forme to report that the Institute continuesto have many on-going noise controlactivities and initiatives. There is good stabilitywithin the organization; student membership hasgrown slightly; Noise Control Engineering Journal(NCEJ) is seeing an increase in papers; INCE/USAmembers are becoming more active in USA noisepolicy issues; and there were two very successfulnoise conferences held in 2005. INTER-NOISE2005 took place in Rio de Janeiro during August, andNOISE-CON 2005 was concurrent with the 150thMeeting of the Acoustical Society of America (ASA)held in Minneapolis, Minnesota in October. Therewere nearly 200 papers presented and publishedin the NOISE-CON Proceedings. The strongcollaboration with ASA is very evident in that manyof these papers came from special noise sessionsjointly organized by the ASA Technical Committeeson Noise, Architectural Acoustics, and StructuralAcoustics. The remaining sessions were organizedby the INCE/USA Technical Activities Board,which is chaired by Patricia Davies, and who alsoserved as co-Technical Chair (with Stuart Bolton)of NOISE-CON 2005; the General Chairs of theconference were Daniel Kato and Robert Bernhard.The Technical Chairs teamed with George Maling toproduce one of the most comprehensive ProceedingsCD-ROMs ever! It contains the NOISE-CONProceedings for 2005, 2004, 2003, 2001, 2000, 1998,1997, and 1996. Also included are the Proceedingsof the Sound Quality Symposia of 1998 and 2002,and a select set of papers that deal with both nationaland international noise policy.The Board of Directors of INCE/USA has acceptedthe offer from the Australian Acoustical Society tohold Active 2006 at the University of Adelaide inSeptember; INCE/USA will co-host INTER-NOISE2006 with INCE/Japan in Honolulu in December;NOISE-CON 2007 is tentatively planned for SantaClara, CA in early fall; NOISE-CON 2008 will be inthe Ann Arbor, Michigan area; and a formal proposalto I-INCE to hold INTER-NOISE 2009 in Ottawa,Canada is presently under review.The plan to publish NCEJ electronically, along withthe traditional paper copy for libraries only, has beenapproved. The American Institute of Physics willhandle the electronic publishing of the journal, whichwill eventually include all past issues. Members andlibraries can expect to begin receiving CD-ROMsof NCEJ in 2006 July. The January/February 2006issue of NCEJ will be a special issue devoted to fannoise. It will contain several expanded papers fromthe I-INCE 2003 Fan Noise Symposium, which tookplace in Senlis, France under the organization ofAlain Guedel and Jean Tourret.As reported in earlier issues of Noise/NewsInternational, the technology and policies of noisecontrol engineering in the USA is the subject of astudy being conducted by the National Academyof Engineering (NAE). I would like to take thisopportunity to recognize and thank foundingINCE/USA members George Maling, Bill Lang,and Leo Beranek for their effort in bringing theissues of noise and noise policy to the attentionof the Academy and others in the USA federalgovernment. Through their direction of a steeringcommittee (chaired by George Maling) consistingof practicing noise control specialists, the NAE helda very successful workshop in September 2005.Many INCE/USA members gave keynote addressesat this workshop, in addition to participating inworking groups to define appropriate courses ofaction in the areas of noise control engineeringcost-benefit analysis, demand, and education; newtechnologies; improved occupational noise controlsand community noise metrics; public awareness;and government coordination and assistance. Thestudy is expected to continue for at least two moreyears. The goals are to summarize the currentstate-of-the-art of noise control engineering, torecommend policies and practices for governmentagencies, and to develop an expanded research andeducation agenda. Surely INCE/USA memberswill be contacted for participation in this continuingstudy that will lead to an improved soundscape forthe world in which we live.continued on page 129Gerald C.
