Mission<br />
The Cape Cod Foundation is a public<br />
foundation whose mission is to improve<br />
community life through philanthropy.<br />
It receives gifts from individuals, families,<br />
organizations and businesses and<br />
administers an endowment from which it<br />
can make grants for community betterment.
<strong>Building</strong> on the MoMentuM oF our advanCes and suCCesses oF<br />
previous years, the Cape Cod Foundation experienCed strong<br />
growth in 2006, supporting many new initiatives that help individuals,<br />
families and communities build, strengthen, preserve, create and achieve<br />
throughout Cape Cod and the Islands.<br />

As the Foundation grows, we are able to see how our grant making and<br />
philanthropic leadership produce very positive action in our towns and villages.<br />
In 2006, the Foundation provided support of approximately $3.5 million to more<br />
than 375 charitable programs and agencies.<br />
One of the Foundation’s most notable accomplishments in 2006 was receiving<br />
the “Seal of Approval” from the national Council on Foundations. We were<br />
recognized for our compliance with the new national standards for U.S.<br />
community foundations, including legal, ethical and operational practices. This<br />
was truly a great acknowledgement of our efforts to achieve a standard of<br />
excellence that best serves our clients and community.<br />
Another indicator of the Foundation’s expanding and accelerating impact in<br />
2006 was the support we received from Atlantic Philanthropies to create the<br />
HOPE Initiative, which will tap into the extensive energy and experience of our<br />
senior community. We were one of only 30 community foundations in the United<br />
States that Atlantic Philanthropies selected as a local partner.<br />
The Foundation also conducted a series of Listening Circles in communities<br />
throughout the region in 2006 to learn what people consider as the most<br />
pressing issues facing Cape Cod. We talked with local community and<br />
government leaders, donors, volunteers and nonprofit representatives about<br />
the best role for the Foundation in addressing these issues. In 2007, we’ll be<br />
reporting on the actions the Foundation will take as a convener, facilitator and<br />
grant maker, and how we will aid nonprofits in measuring the efficiency and<br />
impact of various programs—in everything from the environment to the arts,<br />
healthcare to education, kids’ programs to senior services.<br />
In 2006, the Cape Cod Foundation received nearly $7 million in contributions.<br />
These gifts created 19 new funds and added to our more than 200 existing<br />
funds. It is your contributions, no matter how small or large, that really matter.<br />
Every dollar you give helps the Foundation to take action that is beneficial<br />
to our communities and people—action that builds, strengthens, preserves,<br />
creates and achieves.<br />
We invite you to turn the pages of this annual report and see how the Cape Cod<br />
Foundation’s grants are gaining momentum with every year, every gift, every<br />
innovative approach to addressing challenges facing the Cape, New England<br />
and the nation. We are proud of our stewardship of local charitable resources,<br />

Build<br />
it’s MuCh More than Just a ConstruCtion proJeCt. The wellfleet<br />
harbor actors theater (WHAT) is building a year-round performance space,<br />
the 200-seat Julie Harris Stage, that will stimulate creativity and nurture the<br />
imagination. Nationally noted as a showcase for provocative new voices and<br />
daring new works, WHAT will use its new permanent home to host a wide range<br />
of cultural and community programs that engage and inspire audiences of all<br />
ages. Opening in June 2007, the Julie Harris Stage will present new dramatic<br />
productions and staged readings that push creative boundaries, as well as<br />
cutting-edge music, film and dance performances.<br />
The Cape Cod Foundation builds our community by investing in physical<br />
resources and individual capacities. In addition to WHAT, the Foundation<br />
supported habitat for humanity Mashpee Training House initiative not only<br />
because it helps create affordable housing, but also because it builds the<br />
leadership and technical skills of Habitat volunteers. we Can received a grant<br />
for its Pathmakers Program, which builds the independence and self-esteem<br />
of low-income, divorced or underemployed women who are returning to school.<br />
The Foundation awarded a grant to the Barnstable County human rights<br />
Commission to support its Human Rights Academy because it builds tolerance<br />
and understanding among high school students. A grant to Cape Cod symphony<br />
orchestra for its Young People’s Program helps build an audience for classical<br />
music among a new generation. As these and other Foundation grants show,<br />
building encompasses far more than construction projects.<br />

prepared For liFe they will Be. The Foundation supports the Boys & girls<br />
Club of Cape Cod Project Learn because it strengthens children’s internal<br />
resources, life skills and desire to learn, enabling them to succeed in school<br />
and develop into emotionally healthy adults who are productive members of<br />
their communities. Fun activities involving reading, writing, music, games,<br />
community service and discussions with knowledgeable adults actively engage<br />
kids in learning. A key component of the program is the concept of high-yield<br />
learning, which helps kids apply what they learn to everyday situations and<br />
encourages them to make positive choices.<br />
The Cape Cod Foundation is devoted to strengthening the resources of<br />
individuals, families and the community—as well as the community’s<br />
commitment to those in greatest need. With the help of a Foundation grant,<br />
Cape Care put a universal healthcare resolution on town warrants in 2006,<br />
demonstrating how our community is strengthening a common vision for<br />
resolving the growing crisis in affordable healthcare. Funding to the association<br />
to preserve Cape Cod trains volunteer speakers as part of the countywide<br />
Wastewater Protection Collaborative to strengthen the community’s<br />
knowledge and protect the region’s fragile ecosystem. A Foundation grant to<br />
NOAH Shelter, run by the housing assistance Corporation, allowed it to offer<br />
extended-hour services and shelter during the harsh winter months to some of<br />
the most vulnerable members of our community. Cape Cod Child development<br />
received funding for therapeutic parent groups, which strengthen families<br />
facing the challenges of raising a child with developmental disabilities on the<br />
autism spectrum. These are but a few of the ways the Foundation strengthens<br />

For a Better liFe. In 2006, the Foundation awarded Cape Cod Community<br />
College the third installment of a four-year grant to develop the Linda and<br />
William Zammer Institute for Hospitality and Culinary Studies. Providing<br />
professional instruction, internships and cooperative work opportunities in<br />
hospitality management and the culinary arts, the Institute prepares students<br />
for well-paying careers in the region’s tourism and service-based economy.<br />
The Cape Cod Foundation creates pathways to opportunities that enable<br />
individuals to stand on their own two feet. The Foundation awarded a grant<br />
to independence house, Cape Cod’s comprehensive resource for survivors of<br />
sexual assault and domestic violence, to support its Transition to Independent<br />
Living program, which provides long-term housing for the women and children<br />
it serves. First parish Brewster received support for its English as a Second<br />
Language program, which enables new immigrants to get better jobs and<br />
participate more fully in their local communities. Foundation funding allowed<br />
the Cape Cod hunger network to improve the capacity of Cape Cod food<br />
pantries and thus open its doors to more people in need. The Foundation<br />
awarded a grant to the Fine arts work Center for its new Kids Art Partners in<br />
Education program, which brings visual artists and creative writers to teach<br />
in public schools, enriching children’s lives through art. elder services of<br />
Cape Cod and the islands received a grant for the Senior Service Corps, which<br />
engages hundreds of seniors throughout the region as volunteers supporting<br />
environmental programs and public safety and public health initiatives. These<br />
are but a handful of the many programs creating opportunities for independence<br />
and personal fulfillment that the Foundation supports.<br />

onCe open spaCe is developed, it Can never Be Fully reCovered.<br />
Pristine woodland is a precious commodity on the Cape, not only because it<br />
is crucial to the preservation of our native wildlife, but also because it offers<br />
a contemplative place where residents and visitors alike can relax and enjoy<br />
nature’s bounty. The twenty-three acre parcel of undeveloped land along the<br />
unpaved Cordwood Road in Cotuit links the Mary Barton Land Trust’s Eagle<br />
Pond Sanctuary to the Almy Cedar Swamp. To preserve this special place, the<br />
Cape Cod Foundation awarded a grant of $1.62 million to the Barnstable land<br />
trust so that it could complete the purchase of the Cordwood Road property,<br />
thereby ensuring that the land will remain undeveloped in perpetuity.<br />
The Cape Cod Foundation supports projects that preserve what is most<br />
precious to our community: our environment, our marine life and wildlife, the<br />
health and wellbeing of our residents. In 2006, the Foundation awarded grants<br />
to organizations undertaking preservation efforts in all of these areas. For<br />
the third year in a row, the Foundation supported the town of wellfleet annual<br />
State of Wellfleet Harbor Conference, an event that engages the Wellfleet<br />
community in a lively and informative discussion about the Harbor and being<br />
effective caretakers of the town’s natural resources. the Cape Cod stranding<br />
network, which rescues, rehabilitates and releases marine mammals stranded<br />
on our shores, was awarded funding for its Immediate Response Program. The<br />
Foundation awarded a grant to support pediatric and adolescent care to the<br />
Cape Cod Free Clinic and Community health Center on the Upper Cape, which<br />
serves the uninsured and under-insured. These and other Foundation grants<br />
help to preserve and protect our most treasured assets.<br />

iF experienCe is the Best teaCher, then Cape Challenge is aChieving<br />
suCCess. Young people who participate in this seamanship program not only<br />
sail boats, they build them. Every two years Cape Challenge team members join<br />
the U.S. crew competing in the Atlantic Challenge against sailing crews from<br />
nine other countries. Cape Challenge promotes teamwork and leadership, builds<br />
character, and challenges young people from all over the Cape—many with no<br />
prior sailing experience—to achieve their personal best.<br />
It is no surprise that the Barnstable County Council for Children,<br />
youth & Families achieved national recognition when Barnstable County was<br />
named one of the “100 Best Communities for Young People” for the second<br />
time by America’s Promise-Alliance for Youth. The Cape Cod Foundation is<br />
proud of its contribution to this community-wide commitment to our children.<br />
The Foundation awarded funding to Community Connections, inc. and<br />
capeabilities for a therapeutic horseback-riding program for disabled individuals<br />
that helps achieve self-confidence through riding and working with horses.<br />
Marstons Mills public library received Foundation support for its Collaborative<br />
Summer Reading Program for children and youth, which develops reading skills<br />
and encourages a lifelong love of reading through fun, interactive activities.<br />
Together with the Cape Cod Association, the Foundation awarded college<br />
scholarships totaling $500,000 to 300 students on the Cape and islands<br />
so they can achieve their academic dreams. The Cape Cod Foundation is<br />
committed to making a positive impact on the lives of our children and young<br />
adults, helping them to achieve every kind of success.<br />

More than 150 years ago, a group of businessmen homesick for their<br />
beloved Cape Cod started an organization in Boston which today has grown<br />
into one of Barnstable County’s oldest philanthropic groups -- and controls one<br />
of the largest independent scholarship funds in New England.<br />
As a supporting organization of the Foundation, the Cape Cod Association<br />
has increased its charitable impact. “The partnership has allowed us to better<br />
serve Cape and Islands students and the community by sharing the staff and<br />
resources needed to distribute large numbers of scholarships and to more<br />
effectively disseminate information,” says Association President David “Woody”<br />
Foster, Jr.<br />
The Association has distributed more than 1,800 awards, worth nearly $3<br />
million, since joining forces with the Foundation in 2001. All the money has<br />
gone to students born and living on Cape Cod or Islands.<br />

<strong>Building</strong> on the momentum of students’ hard work and achievement, the Cape Cod Foundation helps young<br />
people to take action to accomplish their dreams. In 2006, the Foundation awarded 54 scholarships<br />
totaling $150,000 to 50 students from 36 funds. The Foundation has a pool of growing scholarship funds,<br />

organizations on Cape Cod. In 2006, the Foundation awarded $3.5 million<br />
in grants and scholarships.<br />
donor advised and designated grants<br />
These grants are distributed from funds established by donors who either<br />
wish to advise the Foundation on grants from their funds or who wish to<br />
support specific (designated) organizations through their funds. These include<br />
distributions from organizational endowment funds.<br />
discretionary grants<br />
The Cape Cod Foundation distributes grants from the Cape Cod Future Fund and<br />
other discretionary funds to projects that serve the people of Cape Cod. The<br />
Foundation gives preference to program initiatives and challenge grants rather<br />
than grants that fund the general operating expenses of the organization.<br />
Cape youth Force<br />
The Cape Youth Force involves young people on Cape Cod and the Islands<br />
in being philanthropists. The Foundation works with a committee of high<br />
school students that sets grant making priorities and recommends proposals<br />
for funding. The Cape Youth Force is a partnership between the Cape Cod<br />
Foundation and Barnstable County 4H/UMass Extension and YMCA Cape Cod.<br />
gay and lesbian equity (gale) Fund<br />
Through this fund, the Foundation strives to raise awareness around issues<br />
affecting lesbian, gay, bisexual, and transgendered (LGBT) individuals on Cape<br />
Cod and the Islands. The GALE Fund Advisory Board raises money to support<br />
organizations and programs that serve the LGBT community.<br />

In addition to grants, the Cape Cod Foundation provides training and technical<br />
assistance support to nonprofit organizations.<br />

The Foundation enables people with philanthropic interests to easily and effectively support the issues<br />

Maximum tax savings: Unlike private foundations, the Cape Cod Foundation is not subject to excise<br />

named Funds<br />
Since 1989, generous individuals, families, businesses and other organizations have partnered with the Cape<br />
Cod Foundation to achieve their charitable goals by establishing named funds. These funds, totaling more than<br />
200 today, produce earnings to make grants to a variety of agencies and purposes.<br />
Types of funds are: discretionary, including unrestricted and specific fields of interest that support community<br />
needs as determined by the Foundation board of directors; donor advised that allow the donor to make<br />
recommendations for grants; designated and agency funds that support specific nonprofit organizations identified<br />
by the donor or established by the agency; and scholarship funds providing financial support to local students.<br />
The Foundation also manages charitable annuity and trust funds that provide income to the donor and other<br />
beneficiary and will, in the future, support discretionary or designated programs in our community.<br />

Bertram perkel*<br />
“Buddy” is a resident of Wellfleet and<br />
a retired attorney. He received his<br />
undergraduate and law degrees from<br />
New York University and practiced<br />
law in New York City for over 40<br />
years. He was a member of several<br />
committees of the Bar Association of<br />
the City of New York and currently is on the board of the<br />
Massachusetts Audubon Society, Wellfleet Bay Sanctuary.<br />
Martha t. ramsey<br />
Martha grew up on Cape Cod and<br />
is a founding partner of Ramsey &<br />
Hanesian, LLP, an elder law firm<br />
located in Hyannis. She is a graduate<br />
of Hood College and has a law degree<br />
from the University of Baltimore.<br />
She is currently a director of the<br />
Cape Cod Cooperative Bank and is an active member of<br />
the Hyannis Rotary Club. She is a past president of Elder<br />
Services for Cape Cod and the Islands, past director of<br />
the Massachusetts Chapter of the National Academy of<br />
Elder Law Attorneys and served for many years on the<br />
Barnstable Council of Aging.<br />
Jennifer s.d. roberts**<br />
Jennifer lives in Sandwich and is an<br />
attorney with the firm of LaTanzi,<br />
Spaulding & Landreth, P.C. She is<br />
a graduate of Bryn Mawr College<br />
and received her law degree from<br />
Boston University. Jennifer has<br />
been a director of the Visiting<br />
Nurse Association of Cape Cod, Cape Cod Healthcare<br />
and is former president of the Barnstable County Bar<br />
Association.<br />
lois taylor<br />
Lois has lived in Centerville for over<br />
20 years after retiring as an art<br />
instructor in several Massachusetts,<br />
Maine and New Jersey communities.<br />
She has a bachelor’s degree from<br />
the Massachusetts College of Art<br />
and her masters from Assumption<br />
College. She is on the board of the Cape Cod Council of<br />
Churches and active in several art associations, museums<br />
and garden clubs.<br />
James vaccaro<br />
Jim is a resident of Mashpee<br />
and president of Strategic<br />
Consulting Group, Inc. He received<br />
undergraduate and graduate<br />
degrees from the University of<br />
Massachusetts. He has over 35 years<br />
experience as a business and civic<br />
leader and is a trustee of the Cape Cod Association, the<br />
Joshua Nickerson Society and a member of the Cape Cod<br />
Cooperative Bank Board of Directors.<br />
linda zammer<br />
Linda has lived in Popponesset since<br />
1988 when she and her husband<br />
moved to Cape Cod to operate the<br />
Popponesset Inn. The Zammers<br />
have expanded their restaurant<br />
business in Falmouth and Hyannis.<br />
Linda is a graduate of Northeastern<br />
University. She is on the board of the Friends of Fairwinds<br />
in Falmouth, the Volunteers in Public Schools in Falmouth,<br />
the Boys and Girls Club in Mashpee, the Mashpee<br />
Scholarship Foundation and the Hyannis POPS Committee.<br />
elizabeth gawron,<br />
president<br />
Elizabeth, an Eastham resident, has<br />
led the Foundation since<br />
December 1999. She is a native<br />
of western Massachusetts and<br />
received undergraduate and<br />
masters degrees from the University of Massachusett.<br />
She is an active member of the Planned Giving Council<br />
of Cape Cod serving on its board since 2002 and as<br />
president in 2005 and 2006. She is also on the board of<br />
the Associated Grant Makers in Boston.<br />

The Cape Cod Foundation is a unique financial steward. On one hand, it must be bank-like to<br />
insure that most charitable dollars entrusted are available in perpetuity. That requires long-term<br />
investment strategies and stability. On the other hand, the sole purpose of the Foundation is to<br />
provide the resources that serve the community needs of Cape Cod. That requires the Foundation to<br />
maximize dollars available today.<br />
Since its inception seventeen years ago, the Cape Cod Foundation has grown from a single fund<br />
of $10,000 to current assets of nearly $36 million with more than 200 individual funds. This<br />
remarkable and sustained growth is a reflection of the successful management of the Foundation’s<br />
charitable funds and its flexibility in responding to the philanthropic needs of its donors.<br />
