THE CAPE COD FOUNDATION
ANNUAL REPORT | 2006

Mission
The Cape Cod Foundation is a public
foundation whose mission is to improve
community life through philanthropy.
It receives gifts from individuals, families,
organizations and businesses and
administers an endowment from which it
can make grants for community betterment.

Building on the MoMentuM oF our advanCes and suCCesses oF
previous years, the Cape Cod Foundation experienCed strong
growth in 2006, supporting many new initiatives that help individuals,
families and communities build, strengthen, preserve, create and achieve
throughout Cape Cod and the Islands.
Building Momentum
Taking Action
As the Foundation grows, we are able to see how our grant making and
philanthropic leadership produce very positive action in our towns and villages.
In 2006, the Foundation provided support of approximately $3.5 million to more
than 375 charitable programs and agencies.
One of the Foundation’s most notable accomplishments in 2006 was receiving
the “Seal of Approval” from the national Council on Foundations. We were
recognized for our compliance with the new national standards for U.S.
community foundations, including legal, ethical and operational practices. This
was truly a great acknowledgement of our efforts to achieve a standard of
excellence that best serves our clients and community.
Another indicator of the Foundation’s expanding and accelerating impact in
2006 was the support we received from Atlantic Philanthropies to create the
HOPE Initiative, which will tap into the extensive energy and experience of our
senior community. We were one of only 30 community foundations in the United
States that Atlantic Philanthropies selected as a local partner.
The Foundation also conducted a series of Listening Circles in communities
throughout the region in 2006 to learn what people consider as the most
pressing issues facing Cape Cod. We talked with local community and
government leaders, donors, volunteers and nonprofit representatives about
the best role for the Foundation in addressing these issues. In 2007, we’ll be
reporting on the actions the Foundation will take as a convener, facilitator and
grant maker, and how we will aid nonprofits in measuring the efficiency and
impact of various programs—in everything from the environment to the arts,
healthcare to education, kids’ programs to senior services.
In 2006, the Cape Cod Foundation received nearly $7 million in contributions.
These gifts created 19 new funds and added to our more than 200 existing
funds. It is your contributions, no matter how small or large, that really matter.
Every dollar you give helps the Foundation to take action that is beneficial
to our communities and people—action that builds, strengthens, preserves,
creates and achieves.
We invite you to turn the pages of this annual report and see how the Cape Cod
Foundation’s grants are gaining momentum with every year, every gift, every
innovative approach to addressing challenges facing the Cape, New England
and the nation. We are proud of our stewardship of local charitable resources,
the many efforts we support and the lives we touch.
Build
it’s MuCh More than Just a ConstruCtion proJeCt. The wellfleet
harbor actors theater (WHAT) is building a year-round performance space,
the 200-seat Julie Harris Stage, that will stimulate creativity and nurture the
imagination. Nationally noted as a showcase for provocative new voices and
daring new works, WHAT will use its new permanent home to host a wide range
of cultural and community programs that engage and inspire audiences of all
ages. Opening in June 2007, the Julie Harris Stage will present new dramatic
productions and staged readings that push creative boundaries, as well as
cutting-edge music, film and dance performances.
The Cape Cod Foundation builds our community by investing in physical
resources and individual capacities. In addition to WHAT, the Foundation
supported habitat for humanity Mashpee Training House initiative not only
because it helps create affordable housing, but also because it builds the
leadership and technical skills of Habitat volunteers. we Can received a grant
for its Pathmakers Program, which builds the independence and self-esteem
of low-income, divorced or underemployed women who are returning to school.
The Foundation awarded a grant to the Barnstable County human rights
Commission to support its Human Rights Academy because it builds tolerance
and understanding among high school students. A grant to Cape Cod symphony
orchestra for its Young People’s Program helps build an audience for classical
music among a new generation. As these and other Foundation grants show,
building encompasses far more than construction projects.
the More we invest in our Children, the stronger and Better
prepared For liFe they will Be. The Foundation supports the Boys & girls
Club of Cape Cod Project Learn because it strengthens children’s internal
resources, life skills and desire to learn, enabling them to succeed in school
and develop into emotionally healthy adults who are productive members of
their communities. Fun activities involving reading, writing, music, games,
community service and discussions with knowledgeable adults actively engage
kids in learning. A key component of the program is the concept of high-yield
learning, which helps kids apply what they learn to everyday situations and
encourages them to make positive choices.
The Cape Cod Foundation is devoted to strengthening the resources of
individuals, families and the community—as well as the community’s
commitment to those in greatest need. With the help of a Foundation grant,
Cape Care put a universal healthcare resolution on town warrants in 2006,
demonstrating how our community is strengthening a common vision for
resolving the growing crisis in affordable healthcare. Funding to the association
to preserve Cape Cod trains volunteer speakers as part of the countywide
Wastewater Protection Collaborative to strengthen the community’s
knowledge and protect the region’s fragile ecosystem. A Foundation grant to
NOAH Shelter, run by the housing assistance Corporation, allowed it to offer
extended-hour services and shelter during the harsh winter months to some of
the most vulnerable members of our community. Cape Cod Child development
received funding for therapeutic parent groups, which strengthen families
facing the challenges of raising a child with developmental disabilities on the
autism spectrum. These are but a few of the ways the Foundation strengthens
our community.
soMetiMes all it takes is an open door to Create an opportunity
For a Better liFe. In 2006, the Foundation awarded Cape Cod Community
College the third installment of a four-year grant to develop the Linda and
William Zammer Institute for Hospitality and Culinary Studies. Providing
professional instruction, internships and cooperative work opportunities in
hospitality management and the culinary arts, the Institute prepares students
for well-paying careers in the region’s tourism and service-based economy.
The Cape Cod Foundation creates pathways to opportunities that enable
individuals to stand on their own two feet. The Foundation awarded a grant
to independence house, Cape Cod’s comprehensive resource for survivors of
sexual assault and domestic violence, to support its Transition to Independent
Living program, which provides long-term housing for the women and children
it serves. First parish Brewster received support for its English as a Second
Language program, which enables new immigrants to get better jobs and
participate more fully in their local communities. Foundation funding allowed
the Cape Cod hunger network to improve the capacity of Cape Cod food
pantries and thus open its doors to more people in need. The Foundation
awarded a grant to the Fine arts work Center for its new Kids Art Partners in
Education program, which brings visual artists and creative writers to teach
in public schools, enriching children’s lives through art. elder services of
Cape Cod and the islands received a grant for the Senior Service Corps, which
engages hundreds of seniors throughout the region as volunteers supporting
environmental programs and public safety and public health initiatives. These
are but a handful of the many programs creating opportunities for independence
Pristine woodland is a precious commodity on the Cape, not only because it
is crucial to the preservation of our native wildlife, but also because it offers
a contemplative place where residents and visitors alike can relax and enjoy
nature’s bounty. The twenty-three acre parcel of undeveloped land along the
unpaved Cordwood Road in Cotuit links the Mary Barton Land Trust’s Eagle
Pond Sanctuary to the Almy Cedar Swamp. To preserve this special place, the
Cape Cod Foundation awarded a grant of $1.62 million to the Barnstable land
trust so that it could complete the purchase of the Cordwood Road property,
thereby ensuring that the land will remain undeveloped in perpetuity.
The Cape Cod Foundation supports projects that preserve what is most
precious to our community: our environment, our marine life and wildlife, the
health and wellbeing of our residents. In 2006, the Foundation awarded grants
to organizations undertaking preservation efforts in all of these areas. For
the third year in a row, the Foundation supported the town of wellfleet annual
State of Wellfleet Harbor Conference, an event that engages the Wellfleet
community in a lively and informative discussion about the Harbor and being
effective caretakers of the town’s natural resources. the Cape Cod stranding
network, which rescues, rehabilitates and releases marine mammals stranded
on our shores, was awarded funding for its Immediate Response Program. The
Foundation awarded a grant to support pediatric and adolescent care to the
Cape Cod Free Clinic and Community health Center on the Upper Cape, which
serves the uninsured and under-insured. These and other Foundation grants
character, and challenges young people from all over the Cape—many with no
prior sailing experience—to achieve their personal best.
It is no surprise that the Barnstable County Council for Children,
the Cape Cod association
More than 150 years ago, a group of businessmen homesick for their
beloved Cape Cod started an organization in Boston which today has grown
into one of Barnstable County’s oldest philanthropic groups -- and controls one
of the largest independent scholarship funds in New England.
As a supporting organization of the Foundation, the Cape Cod Association
has increased its charitable impact. “The partnership has allowed us to better
serve Cape and Islands students and the community by sharing the staff and
resources needed to distribute large numbers of scholarships and to more
effectively disseminate information,” says Association President David “Woody”
Foster, Jr.
The Association has distributed more than 1,800 awards, worth nearly $3
million, since joining forces with the Foundation in 2001. All the money has
gone to students born and living on Cape Cod or Islands.
information
the Cape Cod Foundation’s grantMaking proCess is a key step in a
CyCle oF philanthropy that CoMpleMents the work oF CharitaBle
organizations on Cape Cod. In 2006, the Foundation awarded $3.5 million
in grants and scholarships.
donor advised and designated grants
These grants are distributed from funds established by donors who either
wish to advise the Foundation on grants from their funds or who wish to
support specific (designated) organizations through their funds. These include
distributions from organizational endowment funds.
discretionary grants
The Cape Cod Foundation distributes grants from the Cape Cod Future Fund and
other discretionary funds to projects that serve the people of Cape Cod. The
Foundation gives preference to program initiatives and challenge grants rather
than grants that fund the general operating expenses of the organization.
Cape youth Force
The Cape Youth Force involves young people on Cape Cod and the Islands
in being philanthropists. The Foundation works with a committee of high
school students that sets grant making priorities and recommends proposals
for funding. The Cape Youth Force is a partnership between the Cape Cod
Foundation and Barnstable County 4H/UMass Extension and YMCA Cape Cod.
gay and lesbian equity (gale) Fund
Through this fund, the Foundation strives to raise awareness around issues
affecting lesbian, gay, bisexual, and transgendered (LGBT) individuals on Cape
Cod and the Islands. The GALE Fund Advisory Board raises money to support
organizations and programs that serve the LGBT community.
nonprofit support program
In addition to grants, the Cape Cod Foundation provides training and technical
assistance support to nonprofit organizations.
Grant information and application guidelines are available on-line at
www.capecodfoundation.org or by calling the Foundation at 1-800-947-2322.
Becoming a donor
every year, Caring people oF Cape Cod and Beyond Choose to Build their philanthropiC
MoMentuM By Joining ForCes with the Cape Cod Foundation and investing in this
CoMMunity with giFts that estaBlish new CharitaBle Funds or add to existing ones.
The Foundation enables people with philanthropic interests to easily and effectively support the issues
they care about—immediately or through a planned gift by will or trust. Gifts of any amount can be
made to establish charitable funds. All of them have an impact on our quality of life.
How can you create the action you want in your community? You can by allowing experts in investing
and giving to help you establish your philanthropic legacy by creating a new fund or giving to an existing
fund. This may be done in the name of a family, a business or in memory of someone very special.
Benefits
Maximum tax savings: Unlike private foundations, the Cape Cod Foundation is not subject to excise
taxes or other restrictions. This means more of each charitable dollar will benefit charities in our
communities. Your fund also qualifies for maximum deductions in areas of income, gift and estate
taxes.
personal service: The Foundation takes care of your fund’s administrative work, from investment
management to awards distribution to state and federal reporting requirements.
permanence: A gift through the Foundation can be given in perpetuity.
informed philanthropy: To meet your charitable goals, the Foundation’s professional staff researches
community needs to help identify the most worthy charities.
Cost effectiveness: In most cases, the Foundation only charges one percent of your fund’s fairmarket
value annually.
professional investment Management: Your funds are professionally managed and pooled with the
Foundation’s $36 million in assets.
impact: Donors can team up with the Foundation to identify key areas of interest.
ways to give
lifetime gifts: By making an outright gift of cash, appreciated stock or real estate, you can enjoy
philanthropy during your lifetime while receiving significant tax deductions.
Bequests: By making a provision to the Foundation in your will, you can create a charitable legacy
and reduce your estate taxes. You also can name the Foundation as a beneficiary through a life
insurance policy or retirement plan.
deferred gifts: Charitable trusts and gift annuities are examples of deferred gifts. They can provide
income to you—or someone you name—during the course of your life. At your death, an irrevocable
gift to the Foundation can establish your charitable fund.
opportunities for private Foundations
It may be more cost-effective to transfer all or part of a private foundation’s assets to a new fund at
the Cape Cod Foundation. The Foundation assumes all administrative and reporting requirements for
the private foundation. As a component fund of the Foundation, some of the benefits you can receive
include important investment advantages, economies of scale and public charity status.
getting started
Whether you are a seasoned philanthropist or new to charitable giving and want the support of
professional staff and investment managers, the Cape Cod Foundation can help you create a fund that
meets your needs, your interests and your goals for permanent charitable giving. For details in setting
up a fund, please call the office at 800-947-2322 or visit www.capecodfoundation.org.

named Funds
Since 1989, generous individuals, families, businesses and other organizations have partnered with the Cape
Cod Foundation to achieve their charitable goals by establishing named funds. These funds, totaling more than
200 today, produce earnings to make grants to a variety of agencies and purposes.
Types of funds are: discretionary, including unrestricted and specific fields of interest that support community
needs as determined by the Foundation board of directors; donor advised that allow the donor to make
recommendations for grants; designated and agency funds that support specific nonprofit organizations identified
by the donor or established by the agency; and scholarship funds providing financial support to local students.
The Foundation also manages charitable annuity and trust funds that provide income to the donor and other
beneficiary and will, in the future, support discretionary or designated programs in our community.
Financial statements
The Cape Cod Foundation is a unique financial steward. On one hand, it must be bank-like to
insure that most charitable dollars entrusted are available in perpetuity. That requires long-term
investment strategies and stability. On the other hand, the sole purpose of the Foundation is to
provide the resources that serve the community needs of Cape Cod. That requires the Foundation to
maximize dollars available today.
Since its inception seventeen years ago, the Cape Cod Foundation has grown from a single fund
of $10,000 to current assets of nearly $36 million with more than 200 individual funds. This
remarkable and sustained growth is a reflection of the successful management of the Foundation’s
charitable funds and its flexibility in responding to the philanthropic needs of its donors.
