Agents received 6%of their total Powerball ticket sales and 5.75% of all otherLottery product sales. In addition, agents received a 1%bonus for selling winning tickets of $500 and up (agentbonus capped at $30,000). In FY08, the commission andbonuses paid to agents totaled $6 million.Top Five Agents in FY08 Commission Earned:1. $43,413 4. $28,5762. $38,984 5. $28,1683. $31,682Tri-State DrawsIn 1997, Tri-State draws no longer aired on live television.All draw equipment was moved from WMUR-TV in Manchester,NH (where the draws were held previously) tothe New Hampshire Lottery’s draw room in Concord, NH.The New Hampshire Lottery draw room was built specificallyto conduct draws. When Tri-State draws were held inFY08, the following Tri-State employees were present:draw supervisor, draw monitor and independent auditor.All draws were recorded utilizing the following recordingdevices: 8 mm camera, VHS recorder and 24 hour surveillancecamera. After each drawing, the 8 mm footage wasstored in a secure off-site facility, where it remains for 14months.Phone & WebsiteApproximately 30 minutes after a draw was conducted,winning numbers were updated on the Lottery’s toll freeline: 1-800-322-8800 (in VT), and on the Lottery’s website:www.vtlottery.com.Lottery AgentsLottery agents received the winning numbers shortly aftera draw was conducted. VERMONT LOTTERY COMMISSIONANNUAL REPORTFISCAL YEAR 2008responsible gamingResponsible GamingDuring FY08, the Vermont Lottery Commission, in associationwith the Vermont Council on Problem Gambling, beganits twelfth year in support of efforts to create awareness ofavailable resources to individuals who have concerns aboutgambling habits.Responsible Play SupportThe Lottery’s “Responsible Play” campaign included thefollowing efforts in FY08:Partnership with the Vermont Council on ProblemGambling: At the start of the year, the Vermont Lottery andthe Vermont Council on Problem Gambling (VCPG) developeda Responsible Play plan. The Vermont Lottery and theVCPG maintained open lines of communication throughoutthe year, frequently discussing the Vermont Council’s needsand made necessary adjustments.Website: The Vermont Lottery continues to host, manageand edit the VCPG.Television Campaign: All television ads produced for theVermont Lottery included a “please play responsibly”message. In addition, a television ad called, “People,”was produced by the Vermont Lottery in collaborationwith VCPG, and aired during Problem Gambling AwarenessWeek. The National Council on Problem Gambling used ourVCPG ad as the public service announcement fortheir campaign.Radio Campaign: All radio ads produced for the VermontLottery included a “please play responsibly” message. Inaddition, the Lottery produced a radio ad in conjunction withthe “People” television ad. Five percent of the Lottery’sradio media was reserved for Responsible Play spots. Inaddition, many radio stations aired additional spots as publicservice announcements at no additional cost.Vermont Council Reimbursement: The Lotteryreimbursed the VCPG for costs associated with registrationand attendance of conferences dealing with the issue ofproblem gambling.Responsible Play Message: All print, broadcast and pointof sale produced included the “please play responsibly”message.Responsible Gaming on the Website: Information aboutthe VCPG and links for other resources were included onthe Lottery’s website: www.vtlottery.com.Logo and Toll Free Number on Lottery Tickets and PlaySlips: The “please play responsibly” logo and the VCPG’stoll free number were printed on all Vermont Lottery ticketsand play slips.18+ and Responsible Message: Agents prominentlydisplayed “You must be 18 or older to purchase lotterytickets” stickers. These stickers included the “please playresponsibly” logo and the Vermont Council’s toll freenumber.Advertising Guidelines: Advertising guidelines developedby the Vermont Lottery were observed in the developmentof all Lottery marketing materials.30th Anniversary: The Vermont Lottery celebrated its30th anniversary on February 14, 2008! There were severalpromotions as well as a special anniversary instant ticket inhonor of this milestone. The 30th Anniversary ticket offereda $1 Million Dollar prize in a second chance drawing to beconducted in FY09.National Council on Problem Gambling: The Lottery’sExecutive Director, Alan Yandow, continued as a memberthe Board of Directors of the National Council on ProblemGambling.Problem Gambling Awareness Week: During NationalProblem Gambling Awareness Week, the Lottery only airedResponsible Gaming television and radio.Helpline: 1-800-522-47007
