VERMONT LOTTERY COMMISSIONANNUAL REPORTFISCAL YEAR 2008responsible gamingResponsible GamingDuring FY08, the <strong>Vermont</strong> <strong>Lottery</strong> Commission, in associationwith the <strong>Vermont</strong> Council on Problem Gambling, beganits twelfth year in support of efforts to create awareness ofavailable resources to individuals who have concerns aboutgambling habits.Responsible Play SupportThe <strong>Lottery</strong>’s “Responsible Play” campaign included thefollowing efforts in FY08:Partnership with the <strong>Vermont</strong> Council on ProblemGambling: At the start of the year, the <strong>Vermont</strong> <strong>Lottery</strong> andthe <strong>Vermont</strong> Council on Problem Gambling (VCPG) developeda Responsible Play plan. The <strong>Vermont</strong> <strong>Lottery</strong> and theVCPG maintained open lines of communication throughoutthe year, frequently discussing the <strong>Vermont</strong> Council’s needsand made necessary adjustments.Website: The <strong>Vermont</strong> <strong>Lottery</strong> continues to host, manageand edit the VCPG.Television Campaign: All television ads produced for the<strong>Vermont</strong> <strong>Lottery</strong> included a “please play responsibly”message. In addition, a television ad called, “People,”was produced by the <strong>Vermont</strong> <strong>Lottery</strong> in collaborationwith VCPG, and aired during Problem Gambling AwarenessWeek. The National Council on Problem Gambling used ourVCPG ad as the public service announcement fortheir campaign.Radio Campaign: All radio ads produced for the <strong>Vermont</strong><strong>Lottery</strong> included a “please play responsibly” message. Inaddition, the <strong>Lottery</strong> produced a radio ad in conjunction withthe “People” television ad. Five percent of the <strong>Lottery</strong>’sradio media was reserved for Responsible Play spots. Inaddition, many radio stations aired additional spots as publicservice announcements at no additional cost.<strong>Vermont</strong> Council Reimbursement: The <strong>Lottery</strong>reimbursed the VCPG for costs associated with registrationand attendance of conferences dealing with the issue ofproblem gambling.Responsible Play Message: All print, broadcast and pointof sale produced included the “please play responsibly”message.Responsible Gaming on the Website: Information aboutthe VCPG and links for other resources were included onthe <strong>Lottery</strong>’s website: www.vtlottery.com.Logo and Toll Free Number on <strong>Lottery</strong> Tickets and PlaySlips: The “please play responsibly” logo and the VCPG’stoll free number were printed on all <strong>Vermont</strong> <strong>Lottery</strong> ticketsand play slips.18+ and Responsible Message: Agents prominentlydisplayed “You must be 18 or older to purchase lotterytickets” stickers. These stickers included the “please playresponsibly” logo and the <strong>Vermont</strong> Council’s toll freenumber.Advertising Guidelines: Advertising guidelines developedby the <strong>Vermont</strong> <strong>Lottery</strong> were observed in the developmentof all <strong>Lottery</strong> marketing materials.30th Anniversary: The <strong>Vermont</strong> <strong>Lottery</strong> celebrated its30th anniversary on February 14, 2008! There were severalpromotions as well as a special anniversary instant ticket inhonor of this milestone. The 30th Anniversary ticket offereda $1 Million Dollar prize in a second chance drawing to beconducted in FY09.National Council on Problem Gambling: The <strong>Lottery</strong>’sExecutive Director, Alan Yandow, continued as a memberthe Board of Directors of the National Council on ProblemGambling.Problem Gambling Awareness Week: During NationalProblem Gambling Awareness Week, the <strong>Lottery</strong> only airedResponsible Gaming television and radio.Helpline: 1-800-522-47007
