OverviewExcellence in <strong>Welding</strong> Technology, Qualification and Certification<strong>2012</strong> was marked by the 20th Anniversary of <strong>EWF</strong><strong>EWF</strong>, the <strong>European</strong> <strong>Federation</strong> for <strong>Welding</strong>, Cutting andJoining has been the pioneer organisation in Europe inthe harmonisation of qualification of personnel.A celebration of <strong>EWF</strong>’s achievements for the past 20years was held during its annual meetings, in Lisbon.During a full week of activities, <strong>EWF</strong> members wereable to look back on their achievements, but with anunderstanding of <strong>EWF</strong>’s future challenges in an everchanging environment.A Discussion Forum was organized with 55 participantsfrom over 32 different <strong>European</strong> countries, representingANBs and ATBs, which actively discussed the presentsituation of the training and qualification system andhow it can meet Europe’s present challenges in thearea.The event presented also the framework for discussinginnovation in education and training and to organize asession for evaluation of new tools resulting from EUcollaboration projects. This is an area where <strong>EWF</strong> andits members have excelled in producing interestingcollaboration opportunities as well as successfulproject outcomes throughout more than 40 different<strong>European</strong> projects.The celebration did not overlook <strong>EWF</strong> Past Presidentsthat, through their efforts, laid the groundwork for whatthe <strong>EWF</strong> stands for today.Moving ahead to the next EU Framework, Horizon2020, the <strong>European</strong> Technology Platform ‘Manufuture’,which was implemented to provide input fromindustry regarding strategic direction for research andinnovation in manufacturing, has identified Joiningas a key enabling technology to manufacturing, andtherefore, strategic direction should be developed.Joining is currently recognised as a core elementof innovative and sustainable manufacturing. Thishas stimulated the creation of a Sub-Platform withthe purpose of developing a coordinated strategicapproach in the field of Joining. <strong>EWF</strong> has taken part inthe definition of the strategic areas identified in theSub Platform Joining, in the dissemination of the SubPlatform and it is proud to be one of the organisationsinvolved in the creation of this Sub Platform.One of the greatest challenges for the implementationof the National and the <strong>European</strong> QualificationsFrameworks is the assignment of qualification profilesto the individual levels according to comparableprinciples. This should be envisaged in a way tosafeguard comparability and transparency of differentlystructured qualification profiles.<strong>EWF</strong> has developed a harmonized qualification systemused all over Europe which has caught the attention ofEU officials. Two presentations of the <strong>EWF</strong> system in EUevents have taken place in <strong>2012</strong> and the <strong>EWF</strong> System isreferenced in EU publications.The cooperation with EA – <strong>European</strong> Accreditationhas kept its positive trend with <strong>EWF</strong> participating inEA Certification Committee - EACC meetings and in theEACC Task Group set up for reviewing document EA6/02 which finalized its activity as foreseen.During the year 2013 a new EU Directive on theminimum health and safety requirements regardingthe exposure of workers to the risk arising fromelectromagnetic fields (EMF) will be made public. Inpreparation for this, <strong>EWF</strong> is coordinating since October<strong>2012</strong> the EMFWELD project, funded by the <strong>European</strong>Commission. It will develop an interactive web basedsoftware application to calculate and assess EMFexposure in metal fabrication, particularly welding andnon-destructive testing.In <strong>2012</strong> <strong>EWF</strong> continued its activity on Facebook andLinkedIn, resulting in almost 5000 combined users anda constant feed of welding related news. This increasewas also noticed in the <strong>EWF</strong> website with more than300.000 visitors in a single year.The year <strong>2012</strong> also witnessed the launch of the <strong>EWF</strong><strong>Welding</strong> Dictionary App, with close to 1000 sales notonly just in Europe, as well as worldwide. Proof that<strong>EWF</strong> not only has a <strong>European</strong> recognition but as well aworldwide one.The <strong>EWF</strong> members’ network amounts to 31 members.The QUALCERT Education, Training, Qualification andCertification System have seen again a stable year witha similar number of diplomas and certificates awarded.The financial results reveal a sound situation for whichthe positive result of almost 13.000€ contributes.D. Personnel Certification SystemsIn <strong>2012</strong> the network of members approved toimplement this scheme comprised of ten ANBs with nomembers with preliminary authorisation.Concerning the Personnel Certification Scheme, duringthe year <strong>2012</strong>, 161 new certificates were awarded,meaning a decrease of 24 % compared to 2011 (212).In what regards renewals, 421 were performed in <strong>2012</strong>,compared to 312 in 2011. <strong>European</strong> Projects<strong>EWF</strong> commitment to EU funded projects as part of itscore activities continued throughout <strong>2012</strong>. While newprojects started this past year, it is worth mentioning thesignificant and exciting results that were achieved in <strong>2012</strong>in particular by the conclusion of four EU funded projects:B-PROF was the first GrundtvigMultilateral Project coordinated by<strong>EWF</strong> and it was a very rewardingproject. Although the partnershipwas relatively small (but strong!), the 2-year project wasa very positive experience that allowed <strong>EWF</strong> and therest of the partners to outline a methodology (througha Training Guideline) for the recognition of informaland non-formal competences in adult welders. Themethodology is currently being adopted by the <strong>EWF</strong>training, qualification and certification system.ACCESSWELD was a Leonardo da VinciTransfer of Innovation (LdV-TOI) Project thatlooked to adapt a methodology to attractyounger trainees to the potential benefitsof a career in welding. The main product that camefrom the project was WELDPLAY, a computer gamewhere players can manage a small welding company,hire their own welders and perform different weldingjobs. The game can be acccessed free of charge at:http://weldgame.ewf.be/Three new EU funded projects started in <strong>2012</strong>:siLang, a Key Activity 2 project intendsto develop a pedagogical game toimprove common understandingSiLang between professionals, in an increasinglyLANGUAGES IN THE WORLD OF WORKinternational professional environment.The project is coordinated by the University of Thessalyand will last until November 2014.E-WELD is a Transfer of Innovationproject aiming at improving distancelearning training courses for weldingengineers, through the use of aninnovative distance learning tool. The tool will betranslated into Hungarian and Croatian, and validatedthrough training sessions in both countries.EMFWELD is a Research for SME Associations projectand it will cover the <strong>European</strong> fabrication industryrequirement, ensuring that workers exposure to ElectroMagnetic Fields is minimized and below the levelsset out by the forthcoming <strong>European</strong> Commission’sPhysical Agents EMF Directive.INNOVJOIN, another LdV-TOI project has furthercontributed to the spreadof a distance learning tool for <strong>Welding</strong> Engineers, byimplementing the distance learning tool in four newlanguages: Bulgarian, Spanish, Slovak and Turkish.In addition, two research projects reached its finalstage in <strong>2012</strong>:ProjectGoalPhased array techniques and sensorsShipInspector for corrosion and defect detectionin ship hullsTestPEPAutomated non-destructiveevaluation (NDE) approach for testingwelded joints in plastics pipes<strong>EWF</strong> remained strongly committed to the preparationof new project proposal ideas and between the 7thFramework and Lifelong Learning Programmes, <strong>EWF</strong>has been involved in the submission of over 30 newproject proposals.14<strong>EWF</strong> Annual Report /12


Excellence in <strong>Welding</strong> Technology, Qualification and Certification<strong>EWF</strong> 20th AnniversaryFinally, <strong>2012</strong> saw the celebration of the <strong>EWF</strong>’s 20thAnniversary and to commemorate the event a DiscussionForum was held with the purpose of allowing <strong>EWF</strong>’sAuthorised Training Bodies to present their thoughtsand ideas to improve <strong>EWF</strong> activity.The event allowed a strengthening of the connectionbetween the <strong>EWF</strong> and those organizations actuallyresponsible for carrying out <strong>EWF</strong> training. In particular, itwas a relevant opportunity to show those in attendanceto what extent can EU funded projects contribute toimproving training tools and methodologies.In this regard, the event testified the strength of the<strong>EWF</strong> network and the willingness of its differentmembers to work together towards developing newproject ideas for another 20 years.<strong>EWF</strong> 20th Anniversary – A celebration ofwelding’s past, present and future testifyingthe strong bonds that have bound togetherdifferent countries for the past twenty yearsand will continue to do so for 20 more.<strong>EWF</strong> Annual Report /1215


Treasurer’s ReportThe Balance Sheet and the Income Statement, relevant to the <strong>2012</strong> accounting period, have beenaudited on April 24th 2013 in Düsseldorf (Germany).The considerations are reported below.1.2.2 Debts and other non-current liabilities (323.454,52€)a) The staff fund and other personnel reserves are neededto face liabilities with contracted personnel. It remainedconstant at 17.500,00€.b) The other non-current liabilities (305.954,52€) aremainly relevant to EU projects (work in progress).1.2.3 Current liabilities (462.918,33€)a) The trade accounts payable increased to 39.213,58€(12.510,77 € in 2011).b) The other current liabilities (423.704,75€) are, incomparison to 2011 (225.835,31€), at about 198.000€higher. This mainly refers to new EU projects starting in<strong>2012</strong>.> Balance Sheet1.1 Assets (in total 989.496,23€)1. 1.1 Non current assets (13.472,81€)a) The residual value of tangible assets is relevant tofurniture, fixtures and a car.1.1.2 Current assets (976.023,42€)a) The current assets are made up of:1) Trade accounts receivable (407.720,65€), comparedwith those relevant to the 2011 accounting period(698.211,21€), decline around approximately290.000,00€. This is mainly caused by the closing of EUprojects where <strong>EWF</strong> was Coordinator.2) The deferred costs (1.694,70€) relate to insurance.3) The other current assets (22.193,53€) are mainlyrepresented by VAT and prepayments of IRS.4) The cash and bank liquidity (544.414,54€) increasedby approximately 330.000,00€ compared to 2011(214.806,74€ in 2011)1.2 Equity and Liabilities (in total 989.496,23€)1.2.1 Equity (203.123,38€)The results from the previous years reached a total of190.319,66€ in <strong>2012</strong>.> Income Statement2.1 The total “Sale and Service Proceeds” (873.258,80€)remained approximately constant (877.863,88€ in 2011) .The total is composed of the following six items:1) The membership fees <strong>2012</strong> (224.300,00€) comparedwith 2011 (227.000,00€) remained nearly constant.2) The sale of Diploma decreased to the sum of 68.298,00€(76.645,00€ in 2011).3) The Diploma awarded, compared with 2011(103.069,00€) reached the total of 111.781,76€.4) The Projects-revenue increased to the sum of 177151,91€ (135.512,03€ in 2011).5) The revenue of the RTD Projects is amounting to 284973,70€.This is similar to last year and is related topayments to RTD performers in EU contracts.6) The other income decreased to 6.753,43€ (29.421,48€in 2011).2.2 The sum of the “Material and service purchases”(397.220,17€) is composed of the following five items:1) The office materials went slightly back (<strong>2012</strong>:1.914,03€; 2011: 2.435,12€).2) The costs of diplomas and other printings decreased to16<strong>EWF</strong> Annual Report /12

The expenses are as high as the revenue ofthe Project.5) Other costs slightly increased to the sum of 43.541,44€(41.619,99€ in 2011).2.3 The personnel and social costs increased to a sum of262.742,09€ (239.148,21 in 2011).2.4 The total of the “Others Operational costs” (172.335,69€)is composed of the following four items:1) The travel expenses <strong>2012</strong> (95.793,44€) compared with2011 (94.823,88€) slightly increased.2) Advertising costs <strong>2012</strong> went slightly up to the sum of58.234,40€ (52.437,97€ in 2011).3) Costs for the communication in <strong>2012</strong> (14.857,85€) wentback. (2011: 18.603,18 €).2.7 The sum of the “Net Operational Result” (EBIT = EarningBefore Interest and Taxes) decreased from 31.232,42€ in2011 to the figures of 27.607,04 € in <strong>2012</strong>.2.8 In <strong>2012</strong> there is no extraordinary loss (2010:€0,00).2.9 The “Profit before Taxes” <strong>2012</strong> went slightly back from31.232,42€ (2011) to 27.607,04€ (<strong>2012</strong>).2.10 The provisions for taxes decrease to 14.803,32€ in <strong>2012</strong>(16.568,84€ 2011).2.11 The “Net Profit” turns out to be 12.803,72€. Accordingto the period 2011 (14.663,58€) the net profit went slightlyback.> ConclusionThe Balance Sheet and the Income Statement <strong>2012</strong> complywith the pertinent rules and represent the <strong>EWF</strong>’s financialsituation and economical result.4) Accounting and external auditing costs (<strong>2012</strong>: 3.450,00€)decreased. <strong>EWF</strong>/IIW-IAB SecretariatThe activities of the Secretariat in <strong>2012</strong> focused on the management of the Training,Qualification and Certification Systems, QualCert, its promotion, on the participation in<strong>European</strong> Projects and the organization of the celebration of <strong>EWF</strong> 20th Anniversary.No changes in the Secretariat’s staff in <strong>2012</strong>.Three new projects under Lifelong Learning Programme (LLP) were approved in <strong>2012</strong>.13 FP7 proposals and 23 new Lifelong Learning Programme (LLP) proposals submitted.13 guidelines/rules were revised and approved and 2 new guidelines are being developed (1 under <strong>EWF</strong> and1 under IAB/IIW).The <strong>EWF</strong> webpage was continuously updated as well as the <strong>EWF</strong> page in Facebook.The <strong>Welding</strong> Dictionary, an outcome of previous <strong>European</strong> project, App for iPhone, was launched during the year<strong>2012</strong>.The management of the accounts was done with control over expenses and invoicing and tight control over thebudgets on the <strong>European</strong> projects to assure full execution and respective financing.24<strong>EWF</strong> Annual Report /12
