Un om între oameni. Martin Bercovici IN MEMORIAM 5PREFAȚĂOMAGIU PENTRU ACADEMICIANUL MARTINBERCOVICI (1902-1971 )Trecutul Acad. MARTIN BERCOVICI este o comoară, iar din meandreletrecutului său, am adunat frumoase amintiri neşterse, pe care le las șuvoisă se reverse.Martin Bercovici a fost un mare inginer, un mare profesor, un mare om deştiinţă, despre care Prof. CONSTANTIN DINCULESCU spunea: MartinBercovici a fost un „OM ÎNTRE OAMENI”.Martin BERCOVICI şi-a început activitatea în anul 1927, în cadrulSocietăţii de Gaz şi Electricitate.În REVISTA GAZELECTRA, anul II, decembrie 1937 găsim că ing. MartinBercovici este şeful departamentului reţele electrice, al Societăţii de Gaz şiElectricitate. În cadrul acestui departament Martin BERCOVICI a rezolvaturmătoarele probleme:- creerea unei concepţii unitare pentru dezvoltarea şi modernizareainstalaţiilor de alimentare cu energie electrică din Bucureşti;- introducerea unor sisteme moderne de protecţie a instalaţiilor electrice noiistructurii a reţelelor electrice Bucureştene;- conducerea lucrărilor de proiectare, montaj şi punere în funcţiune a staţieide 110kV, a staţiilor de 30/5 kV, a reţelei de 30 kV şi reorganizareareţelelor de 5 kV ale oraşului Bucureşti;- introducerea unor tarife stimulatoare.În REVISTA GAZELECTRA anul II, martie 1938, se menţioneazăconferinţa ing. Martin Bercovici "Configuraţia reţelei de distribuţie a

Caranfil.În REVISTA GAZELECTRA, anul II, Mai 1938 găsim un exemplu alpreocupărilor teoretice ale d-lui Subdirector MARTIN BERCOVICI. La 3martie 1938 a prezentat conferinţa "PRINCIPIILE DE FUNCŢIONARE AÎNTRERUPĂTOARELOR DE CURENT ALTERNATIV”.Tot din REVISTA GAZELECTRA, în diverse numere se prezintămanifestări, conferinţe şi alte activităţi la care au participat împreună cuMartin Bercovici şi alte personalităţi ale energeticii române: Dimo, Leonida,I. S. Gheorghiu, Rotaru, S. Ștefănescu etc.În REVISTA GAZELECTRA, anul III, Septembrie 1938 găsim informaţiadin care rezultă "INAUGURAREA CURSURILOR PRACTICE ALEŞCOALEI DE UCENICI A SOCIETĂȚII GENERALE DE GAZ ŞI DEELECTRICITATE”.Una dintre preocupările principale ale lui Martin Bercovici a fost asigurareaunei bune pregătiri a personalului de execuţie.La Societatea de Gaz și Electricitate, Martin Bercovici a lucrat 20 ani avândmulte funcţii de conducere tehnică iar în anul 1944 a fost numit SubdirectorGeneral. În perioada 1940-1944 formal i s-a desfăcut contractul de muncădar a continuat să lucreze pe bază de comenzi mascate.Tot în acestă perioadă Martin Bercovici este profesor şi director al ȘcoliiEvreieşti Tehnice superioare din Bucureşti.Martin Bercovici a fost în perioada 5 iulie 1947 – 28 iulie 1949 director alDirecţiei Electricităţii din Ministerul Industriei, în continuare a fost primulDirector General al Institutului de Studii şi Proiectări Energetice (ISPE).Martin Bercovici, împreună cu acest institut realizează primul plan deelectrificare al ţării.În continuare se consacră activităţii de profesor, fiind şeful catedrei deReţele Electrice la Facultatea de ENERGETICĂ. În 1950 împreună cuprietenul Constantin Dinculescu înfiinţează Facultatea de Energetică dinInstitutul Politehnic din Bucureşti.

Un om între oameni. Martin Bercovici IN MEMORIAM 7Ca membru permanent al consiliului tehnic al MEE a fost conducătorultehnic al acestui minister. Toate proiectele de dezvoltare a SistemuluiEnergetic Naţional erau aprobate şi de el.Martin Bercovici fost nu numai un mare inginer dar şi un emerit om deştiinţă. În anul 1952 este ales Membru Corespondent al Academiei Româneiar în anul 1963 devine membru titular.Martin Bercovici a fost un model atât ca inginer, profesor cât şi ca om. Alucrat in beneficiul ţării, dăruindu-i acesteia munca sa. Ar trebui să existemai mulţi oameni ca Martin Bercovici, iar noi ar trebui să-i apreciem şi săfacem tot ce ne stă în putinţă să devenim nu numai ca oameni de ştiinţă ci săfim şi OAMENI.Fac parte din ultima promoţie de studenţi la care a predat Acad. MartinBercovici până în 1971, al cărui trecut este o comoară atât pentru mine cât şipentru toţi energeticienii români.Printr-o muncă foarte grea şi competentă cei trei autori au reuşit în aceastăcarte să ne prezinte viaţa şi activitatea profesională a acestui mare pioner alenergeticii românești.Prof. univ. dr. ing. Martin Bercovici IN MEMORIAMABSTRACTBorn on August 24, 1902 in Bârlad, Martin Bercovici wentto primary school and highschool of his town and between 1921and 1926 attended the lectures of the Polytechnic SchoolBucharest. He graduated with a Diploma in electro-mechanicsengineering.After finishing his studies he started his career at theRomanian Railway – Society. From 1927 until 1948 he workedat the former General Society of Gas and Electricity Bucharest asengineer, where, in 1939, he was promoted to technical assistantdirector.From 1947, when the former General Society turned intoThe General Enterprise of Electricity Bucharest, he was electedgeneral assistant director. During 1948 and 1949 he worked atThe Industry Ministry as director of The Energy Direction andlater as director and organizer of The Institute of EnergeticStudies and Projects (EISP).During this time, he brought a precious contribution to ourcountry by elaborating the first decade electrification plan andthe whole use of waters. He also showed his concern aboutintroducing the newest technical solutions for the production,transport and distribution problems of the electric energy.During 1952-1954 he worked at The Electric Energy andElectrotechnical Industry Ministry as director of the TechnicalDirection. In the autumn of 1954 he was transfered to the StateCommittee of Planing where he became director of The ElectricEnergy Direction, and in January 1958 until 1968 he occupiedthe position of technical counsellor of The State Direction ofPlaning Coordination.During the time he worked at the State Committee ofPlaning his activity concerned in developing the national

Martin Bercovici IN MEMORIAM 9electroenergetic system (thermo and hydroelectric power stationsand networks for the transport and distribution of the high andlow tension) and the rational use of all kinds of energy (drawingup the annual and long term energetic balance, the reduction ofspecific consumption of energy in industry). He brought animportant contribution to the substantiation of the most importantproblems of our country‟s energetic politics.Apart from his work, Martin Bercovici developed animportant and rich didactic and scientific activity as professorand researcher. In 1940, as result of the fascist persecution, hewas dismissed and he set up a superior technical school for theyoung Jews named Bercovici School or Polytechnics, whichfunctioned until 1944. In the last decades of his life he wasprofessor and boss of the professor‟s chair of the PolytechnicInstitute Bucharest. He was also section boss at the RomanianAcademy‟s Energetics Institute. Due to his continuous activityand concerns, Martin Bercovici took part actually at theeducation of many generations of engineers and researchers inthe domain of general energetics and contributed to thedevelopment of the Romanian school of electroenergeticnetworks and systems.He gave specialized lectures in the country and abroad andparticipated with a great number of reports and lectures atdifferent international conferences and congresses of professionalnature (The World Conference of Energy, The InternationalConference of Electric Networks).He published specialized articles and studies in differentRomanian and foreign magazines. Martin Bercovici was apermanent member of The International Conference of HighElectric Networks (ICHEN). He also developed an intense publicactivity at the former Scientific Engineers and Technicians‟Association‟s Central Council (SETA), where for a long periodof time he was president of the Energetic Section.During this time, Martin Bercovici found himself among

10 Un om între oameni. Martin Bercovici IN MEMORIAMthe initiators and organizers, in November 1957, of “The FirstConference of Electricians”. This conference meant a big successon one hand due to the great number of Romanian and foreignspecialists who participated here and on the other hand to thecontent of the given lectures and that of the debates.Due to the important tasks, which he fulfilled during thenegotiations with Yugoslavia and as president of the RomanianPart at the deciding commission for the arrangements in the areaof the Danube‟s Steel Gates Sector, he brought importantcontributions.In 1952 he was elected correspondent member of theRomanian Academy and later he became permanent member ofthis high scientific forum due to his rich and multilateral activityand his special achievements.He was awarded The First Class State Prize and manyother Romanian and foreign orders and medals. Mr. MartinBercovici, academician professor and engineer, a worldwideknown specialist, passed away on January 19, 1971.Everyone who knew and appreciated him shall preservethe memory of his distinguished personality, who honoured andserved the Romanian science and technics more than fourdecades.

Martin Bercovici IN MEMORIAM 11MottoINGINERIA ENERGETICĂ, în tot ce are mai frumos, esteo simbioză creatoare între concretul tehnologic, abstractulştiinţei şi inefabilul artei.ENERGETICA are o triplă concepţiune: ca ştiinţă, caramură a tehnicii, ca profesie.ENERGETICA este o ştiinţă aplicată situată la confluenţaîntre ştiinţele tehnice, economice, cele ale naturii, sau maidegrabă supradisciplinară. Împrumută şi impune folosirea unuibogat arsenal ştiinţific, de concepte, metode, instrumente şirezultate de la alte ştiinţe, domenii şi discipline.Martin Bercovici
