<strong>Tulsa</strong> <strong>City</strong>-<strong>County</strong> <strong>Library</strong> PoliciesTo apply for a <strong>Tulsa</strong> <strong>City</strong>-<strong>County</strong> <strong>Library</strong> card online, the applicant must follow steps outlined here. The customer immediately receives a temporary library card number which allows placing requestsfor materials and accessing electronic databases remotely. Upon verification of eligibility, a library card will be mailed to the customer. This card will allow allborrowing and usage privileges offered by the library to cardholders. Receipt of this card by mail is considered proof of address and accepted as validation. If eligibility cannot be determined the temporary card will be deactivated.Special Notes on Minors (17 and younger) To receive a card with full borrowing privileges, a minor’s application form must be signed by aparent or guardian. Parents/guardians are responsible for the lost or damaged materials borrowed bytheir children. If a parent/guardian is not present, a child may receive an unaccompanied minor library card. Restrictions to the unaccompanied minor card include:‣ The card allows only three items checked out at a time. Only when an item is returned, willa minor be allowed to check out another item. A letter will be mailed to the parent/guardian explaining the usage of this card as well as options forupgrading, maintaining or disallowing the child’s card. For a minor to receive a library card with full privileges or to upgrade an unaccompanied minor cardto one with full privileges, minors must be present with their parent or guardian at application. Minors may apply online. Unaccompanied minor cards expire on the child’s 18 th birthday.Special Notes on Non-Residents, who work, go to school or own property in <strong>Tulsa</strong> <strong>County</strong> With proof of employment, school attendance, or ownership of property in <strong>Tulsa</strong> <strong>County</strong>, a customermay obtain a free library card. The customer may register online. If the address is outside <strong>Tulsa</strong> <strong>County</strong>, proof that person works,attends school, or pays taxes in <strong>Tulsa</strong> <strong>County</strong> will be required. Proof may be provided by presentingdocuments at one of the <strong>Tulsa</strong> <strong>City</strong>-<strong>County</strong> Libraries or scanned and emailed tocirculation@tulsalibrary.org. Once this information is confirmed, a library card will be mailed toindividual. The non-resident cardholder must present proof of eligibility for free card annually. These librarycards will expire in one year.Special Notes on Non-Residents, who do not work, go to school, or own property in <strong>Tulsa</strong><strong>County</strong> Non-Resident borrowers must apply in person at one of the <strong>Tulsa</strong> <strong>City</strong>-<strong>County</strong> <strong>Library</strong> locations. An annual fee per family is charged for non-resident borrowing privileges (See appendix). Theselibrary cards expire in one year. A registered non-resident may borrow materials. (Exceptions are downloadable books powered byOverdrive.) A registered non-resident may also use PCs at any library location of the <strong>Tulsa</strong> <strong>City</strong>-<strong>County</strong> <strong>Library</strong>.Special Notes on Homebound/Books by Mail Borrowers The books-by-mail program is for individuals who can use regular library materials, but are unable toleave their homes due to a temporary or permanent disability. Individuals confined to their home may request a library card through the <strong>Tulsa</strong> <strong>City</strong>-<strong>County</strong> <strong>Library</strong>Outreach Services Department.Special Notes on Educational InstitutionsThe purpose of this card is to allow employees of educational institutions to use our services for theexpress interest of enhancing their curriculum for minors entrusted to them. For this reason, educationalinstitutions are required to abide by the following:4 - 3
