Asset Inventory and ConditionTo develop a reliable and accessible inventory of Canada’s infrastructure, including location,condition and valuation, that supports integrated asset management.Canadian municipalities, owners and operators currently have tools such as Global Positioning<strong>Systems</strong> (GPS) and Geographical Information <strong>Systems</strong> (GIS). They will be encouraged duringthe next decade to develop an integrated infrastructure inventory that supports the planning ofinterventions and investments in CIS and assists all levels of government in planning policiesand programs.Asset Inventory and ConditionMajor Challenges<strong>Technology</strong> Needs• A wide range of infrastructure networks areowned and managed by a variety of differententities.• Physical access to CIS can be difficult, forexample, to underground systems, or to systemswithout redundancy that are in constant use.• Existing condition assessment technologies arenot well developed, are not easily accessible, areoften too costly and are seldom used.• Data collection, management and long-termmaintenance often require human, financial andtechnological resources that are beyond the reachof many CIS owners.• Knowledge of CIS condition is not viewed as agood investment; occasionally, knowledge of thestate of CIS is interpreted as a liability.• Currently it is difficult to relate knowledge ofCIS condition to investment needs.• Non-destructive, non-invasive technologiesfor the inspection of above- and below-groundinfrastructure• Methods for accurately locating existinginfrastructure• Accepted methods and tools for the valuation ofCIS assets• Development and maintenance of a nationalinventory of infrastructure, including geographiclocation• New technologies for the analysis of systemcomponents or of the system as a whole• Methodologies to determine which componentsrequire inspection, and to establish frequency ofinspection• Uniform/common condition indicators and ratingsystems that can be used in prediction models,asset-management systems and decision-makingprocesses• Sensor and associated communications andanalysis systems for real-time monitoring ofinfrastructure condition• Deterioration modelsP A G E 2 9
