Technology EvaluationTo develop tools to evaluate the field performance of existing infrastructure systems and topredict the performance of new technologies and materials.In the next decade, municipalities and other CIS owners will be able to more effectively evaluateproposed new technologies and compare them with their current practice, using a database ofaccurate information about the in-situ performance of existing products and materials. Onceinstalled, new materials and products will be monitored for their performance over time.Technology EvaluationMajor Challenges• The existing technology evaluation mechanismsavailable to operators of CIS are under-utilized.• Performance requirements are not properlydefined.• Assessment and monitoring is required over longtime periods, and there is a lack of acceleratedlaboratory and field-testing capabilities.• Acceptance of a new technology often requiresIMBY (in my backyard) proof of performance.• There are no mechanisms to share the risksinvolved in evaluating or implementing newtechnologies.Technology Needs• Evaluation and certification mechanisms of CIStechnologies that are widely recognized and used• Benchmarks for assessing new or improvedtechnologies over existing ones, including thedevelopment of performance indicators andassessments that can be applied over the lifecycle of the technology or product• Accelerated testing procedures to account for thelong service life of CIS• National programs of pilot/demonstrationprojects, including long-term monitoring ofperformance measures, life-cycle analysis(economic, social and environmental) and risksharingP A G E 3 3
Knowledge ManagementTo implement processes to properly manage and share knowledge.In the next decade, knowledge from individual and collective experience will be compiled,validated, widely disseminated and accessible. Using case studies, lessons learned and newtechnologies, the infrastructure industry will manage and share, through the advanced useof information technologies, a wealth of knowledge for the benefit of Canada’s infrastructureowners and users.Knowledge ManagementMajor Challenges• There is a lack of motivation for owners ofknowledge to share it with non-associated peers.• There is a need for ways to share lessons learnedfrom successes and failures, without liabilityconcerns.• There is a lack of resources for the collection,screening, validation and sharing of informationand knowledge.• Widespread access to and dissemination ofinformation to all CIS practitioners is difficult,and there is a wide diversity in their capacity toutilize the information received.Technology Needs• Mechanisms for validating knowledge obtainedfrom case studies, lessons learned and newdevelopments• Use of information technology to widely sharevalidated knowledge• Application of information technology to managewidespread access to knowledge and information• Use and enhancement of existing knowledgetransfermechanisms such as the National Guideto Sustainable Municipal Infrastructure• Models that allow feedback looping betweenpractice and policyP A G E 3 4
