<strong>Technology</strong> EvaluationTo develop tools to evaluate the field performance of existing infrastructure systems and topredict the performance of new technologies and materials.In the next decade, municipalities and other CIS owners will be able to more effectively evaluateproposed new technologies and compare them with their current practice, using a database ofaccurate information about the in-situ performance of existing products and materials. Onceinstalled, new materials and products will be monitored for their performance over time.<strong>Technology</strong> EvaluationMajor Challenges• The existing technology evaluation mechanismsavailable to operators of CIS are under-utilized.• Performance requirements are not properlydefined.• Assessment and monitoring is required over longtime periods, and there is a lack of acceleratedlaboratory and field-testing capabilities.• Acceptance of a new technology often requiresIMBY (in my backyard) proof of performance.• There are no mechanisms to share the risksinvolved in evaluating or implementing newtechnologies.<strong>Technology</strong> Needs• Evaluation and certification mechanisms of CIStechnologies that are widely recognized and used• Benchmarks for assessing new or improvedtechnologies over existing ones, including thedevelopment of performance indicators andassessments that can be applied over the lifecycle of the technology or product• Accelerated testing procedures to account for thelong service life of CIS• National programs of pilot/demonstrationprojects, including long-term monitoring ofperformance measures, life-cycle analysis(economic, social and environmental) and risksharingP A G E 3 3
