<strong>2013</strong> <strong>NRW</strong> LASER AND YOUTH <strong>420</strong> SERIESAUGUST 12-13, <strong>2013</strong>SAILING INSTRUCTIONS<strong>Sailing</strong> <strong>Instructions</strong><strong>2013</strong> <strong>NRW</strong> <strong>Laser</strong> <strong>and</strong> <strong>Youth</strong> <strong>420</strong> <strong>Series</strong>A Part of Nantucket Race WeekAugust 12 – 13, <strong>2013</strong>Organized By:Nantucket Race Week, L.L.C.And Hosted By: Nantucket Yacht Club (NYC), Great Harbor Yacht Club (GHYC), NantucketCommunity <strong>Sailing</strong> (NCS), <strong>and</strong> The Nantucket Race Week Committee.1 RULES1.1 The regatta will be governed by the rules as defined in The Racing Rules of <strong>Sailing</strong>.1.2 The following prescriptions of the US national authority will not apply: Prescriptions to rules 60,63.2 <strong>and</strong> 63.42 NOTICES TO COMPETITORSNotices to competitors will be posted on the Official Notice Board located in the NYC clubhouse.3 CHANGES TO SAILING INSTRUCTIONS3.1 Any change to the sailing instructions will be posted by 0830 on the day it will take effect.3.2 The race committee may make changes to the sailing instructions on the water by hail to eachboat before her warning signal.4 SIGNALS MADE ASHORESignals made ashore will be displayed from the flagpole at Nantucket Yacht Club.postponement is signaled ashore, ‘1 minute’ is replaced by ’60 minutes’ in race signal AP.If a


<strong>2013</strong> <strong>NRW</strong> LASER AND YOUTH <strong>420</strong> SERIESAUGUST 12-13, <strong>2013</strong>SAILING INSTRUCTIONS5 SCHEDULE OF RACES5.1 Required check-in on Monday, August 13 at NYC at 0930.5.2 A competitors meeting will be held on Monday, August 13 at NYC at 1000.5.3 Monday, August 13, the first warning signal will be at 1130.5.4 Tuesday, August 14, the first warning signal will be at 1000.5.5 Conditions permitting, multiple races will be sailed.6 CLASS FLAGSThere will be no class flags. The race committee will indicate the next class to start by hail.7 RACING AREAThe racing area will be “Venue #2” between First <strong>and</strong> Second Points, as shown on Attachment1.8 COURSES AND MARKS8.1 The diagrams in the Course Addendum show the courses, including the approximate anglesbetween legs <strong>and</strong> the order in which marks are to be passed.8.2 The race committee will announce the course by hail.8.3 All marks will be red balls.9 spare10 THE START10.1 The starting line will be between a staff flying an orange flag on the signal boat <strong>and</strong> the courseside of a nearby mark.10.2 The starting system will be the Appendix S Sound-Signal Starting System.10.3 A boat starting later than 5 minutes after her starting signal will be scored Did Not Start without ahearing. This changes rules 63.1, A4 <strong>and</strong> A5.10.4 The race committee will attempt to hail the sail numbers of OCS boats after the starting signal.Per Appendix S, flag X need not be displayed. The failure of any boat to hear the hail <strong>and</strong> theorder <strong>and</strong> timing of such hails will not be considered an improper action or omission of the racecommittee under rule 62.1(a).10.5 Boats whose warning signal has not been made shall avoid the starting area.11 CHANGE TO THE NEXT LEG OF THE COURSECourses will not be changed during races, although minor adjustments may be made to markpositions.12 THE FINISHThe finish line will be between a staff flying an orange flag on a race committee boat <strong>and</strong> thecourse side of the finishing mark.13 PENALTY SYSTEM13.1 Rule 44.1 is changed to permit a boat that has not taken a penalty in compliance with rules 44.1or 44.3 to take a scoring penalty for a breach of a rule of Part 2 prior to the protest hearing. ThisScoring Penalty shall be 40% of the number of boats starting the race (rounding 0.5 upward),but shall not be less than 4 places, added to her actual finish position. However, she shall not bescored worse than DNF.13.2 A lesser penalty than DSQ (which may include no penalty) may be given at the discretion of theprotest committee for an infringement of rules other than the rules of Part 2.Page 2 of 6


<strong>2013</strong> <strong>NRW</strong> LASER AND YOUTH <strong>420</strong> SERIESAUGUST 12-13, <strong>2013</strong>SAILING INSTRUCTIONS14 TIME LIMITThe time limit for each race will be 60 minutes for the first boat to sail the course <strong>and</strong> finish.Boats still racing more than 15 minutes after the first boat finishes will be scored DNF, without ahearing. This changes rules 35 <strong>and</strong> A5.15 PROTESTS15.1 Protest forms are available at the <strong>NRW</strong> Protest Desk in the ballroom of NYC.15.2 Protests shall be delivered to the Protest Desk within 60 minutes after the race committee’sfinish boat docks. The protest time limit <strong>and</strong> a list of protests received will be posted on thenotice board. Hearings will be held as soon as possible after racing each day, in a NYC locationposted on the notice board.16 spare17 SCORING17.1 When fewer than 5 races are completed, a boat’s series score will be the total of her racescores. When 5 or more races are completed, a boat’s series score will be the total of her racescores, excluding her worst score.17.2 One completed race shall constitute a series.18 SAFETY REGULATIONS18.1 All boats are requested to check-in with the race committee before the start of the first race eachday by sailing past the signal boat on starboard tack <strong>and</strong> hailing their class <strong>and</strong> sail number, <strong>and</strong>receiving confirmation from the race committee.18.2 A boat that retires from the racing area shall notify the race committee as soon as possible.19 spare20 spare21 AWARDS21.1 Daily awards for <strong>420</strong>s will be presented at the cookout at GHYC on Monday, August 12.21.2 Daily awards for <strong>Laser</strong>s will be presented at the regatta dinner at the NYC Boathouse onMonday, August 12.21.3 Daily <strong>and</strong> overall awards will be presented at an awards ceremony after racing on Tuesday,August 13 at NYC.22 CLEAN REGATTANantucket Race Week is committed to maintaining Nantucket’s clean waters <strong>and</strong> shores. Assuch Nantucket Race Week is registered in the Sailors for the Sea’s Clean Regattasprogram. All <strong>NRW</strong> participants are encouraged to follow the goals <strong>and</strong> requirements of CleanRegattas.The requirements include: No discharge of treated or untreated sewage or black water in harbor areas or no-dischargezones around Nantucket. No overboard discharge of trash or littering at shore facilities (e.g., rigging tape, cigarettebutts, beer cans). Follow Nantucket’s trash <strong>and</strong> recycling guidelines: Trash must be in clear plastic orbiodegradable bags. All paper, glass, metal, <strong>and</strong> plastic must be recycled <strong>and</strong> placed in separate containers.Page 3 of 6

Use green cleaning <strong>and</strong> maintenance products. Reduce the impact of oil spills from motorized vessels by carrying at least one bilge sponge<strong>and</strong> fuel spill pad.23 DISCLAIMER OF LIABILITY<strong>Sailing</strong> is an activity that has an inherent risk of damage <strong>and</strong> injury. Competitors in this eventare participating entirely at their own risk. See Rule 4, Decision to Race. The race organizers,Nantucket Race Week LLC, the Nantucket Yacht Club, Great Harbor Yacht Club, NantucketCommunity <strong>Sailing</strong>, race committee, protest committee, volunteers, sponsors, agents,employees, or any other organization or official providing services at the request of any of theforegoing in connection with the events will not be responsible for damage to any boat or otherproperty or the injury to any person sustained as a result of participation in this event. Byparticipating in this event, each competitor (owners, skippers, <strong>and</strong> crews) agrees to release therace organizers <strong>and</strong> all persons <strong>and</strong> groups listed above from any <strong>and</strong> all liability associated withsuch competitor’s participation in this event to the fullest extent permitted by law.Page 4 of 6
