Institut Annual Report Bank-Bank 2009 <strong>Malaysia</strong> Institut Bank-Bank Annual Report <strong>Malaysia</strong> 2009Chairman’s ReviewThe year 2009 was a challenging periodwith most countries throughout the worldexperiencing an economic downturn thatprecipitated from the financial marketturmoil in the United States. Despite thestrength <strong>of</strong> <strong>Malaysia</strong>’s fundamentals, oureconomy also contracted. The government’sproactive measures helped stabilise domesticeconomic growth through its stimulusinitiatives and preserve the nation’s financialstability through prudential and monetarypolicies.Against the backdrop <strong>of</strong> unfavourableeconomic conditions, the <strong>Institute</strong> did wellto achieve a decent set <strong>of</strong> performancefigures. A major contributing factor was thesupport from financial institutions for the<strong>Institute</strong>’s programme <strong>of</strong>ferings. This showsthat bank HR pr<strong>of</strong>essionals had adapted tothe prevailing conditions by better managingcosts, thus enabling sustained investment inhuman capital.For 2009, statistics show a slight increase in thenumber <strong>of</strong> training programmes conductedand a marginal decline in the number <strong>of</strong>attendees compared to the previous year. The<strong>Institute</strong> has been selective in collaborativeevents and focused on its bread-and-butterproduct <strong>of</strong>ferings <strong>of</strong> banking-related andtechnical programmes. A total <strong>of</strong> 1,738programmes were delivered in 2009 against1,733 in 2008. The number <strong>of</strong> participantsregistered a 7% decline with 41,250 attendeesas compared to 44,146 in 2008.The enrolment for the <strong>Institute</strong>’s certificationexaminations in 2009 registered an overalldecline. The Certified Credit Pr<strong>of</strong>essional (CCP)examinations had an enrolment total <strong>of</strong> 5,038candidates, a 7% reduction over the 5,387candidates in 2008. The Pasaran Kewangan<strong>Malaysia</strong> Certificate (PKMC) examinations had555 candidates compared to 627 candidatesin 2008.6


Institut Bank-Bank <strong>Malaysia</strong> Annual Report 2009On the other hand, the attendance for the Certificate in Internal Auditing for Financial Institutions (CIAFIN) examinationsregistered an increase from 91 candidates in 2008 to 109 candidates in 2009. The Certified Documentary CreditSpecialist (CDCS) examination, which is administered in <strong>Malaysia</strong> by IBBM, saw a jump from 53 candidates (2008) to 92candidates in 2009.I commend those employees who took up the challenge to acquire further qualifications. They recognise the value <strong>of</strong>enhancing their knowledge and skills in today’s highly competitive job market. The financial institutions too should becommended for motivating their staff and providing them learning and skill-building opportunities.The <strong>Institute</strong>’s 12th Graduation and Awards Ceremony, held in May 2009, was a memorable and poignant event. Itwas the last <strong>of</strong>ficial event <strong>of</strong>ficiated by Tan Sri Dato’ Sri Dr Zeti Akhtar Aziz in her capacity as the <strong>Institute</strong>’s Chairman.The <strong>Institute</strong> has benefitted immeasurably from Tan Sri Dr Zeti’s exemplary leadership during her tenor as Chairman,a role she assumed in May 2000. Her passion in the area <strong>of</strong> banking education and training was manifested by herkeen interest and involvement in the <strong>Institute</strong>’s learning events and discussions at the Council’s meetings. She alsochaired the Education Committee and had at one time served as an examiner for the Diploma in Banking and Financeexaminations.The Council would like to place on record its deep appreciation to Tan Sri Dr Zeti for her invaluable contribution to the<strong>Institute</strong>. We are confident that she will continue to take a keen interest in the <strong>Institute</strong>’s programmes and activities inher role as Chairman <strong>of</strong> the Asian <strong>Institute</strong> <strong>of</strong> Finance (AIF), <strong>of</strong> which IBBM is an Affiliate <strong>Institute</strong>.Going forward, IBBM will forge increasingly closer ties with AIF and the sister Affiliate <strong>Institute</strong>s comprising theSecurities Industry Development Corporation (SIDC), The <strong>Malaysia</strong>n Insurance <strong>Institute</strong> (MII) and the Islamic Bankingand Finance <strong>Institute</strong> <strong>Malaysia</strong> (IBFIM). This will enable IBBM to leverage synergistic opportunities with AIF and thesister institutes.In late 2009, the <strong>Institute</strong> commissioned Ernst & Young to develop a Strategic Blueprint to address IBBM’s strategicchallenges and direction. The Blueprint takes into consideration the IBBM-AIF linkage and, amongst others, outlinesinitiatives to strengthen the <strong>Institute</strong>’s corporate governance and management processes, enhance product <strong>of</strong>feringsand delivery channels, and restructure its funding model. Following a presentation to the Council in early 2010, thefirm is fine-tuning the Blueprint before it is presented for Council’s approval.In concluding, I would like to take this opportunity to thank everyone who has contributed in one way or another to the<strong>Institute</strong>’s achievements during the year under review. Special mention goes to the various Examination Committees,the IBBM Networking Groups, the IBBM State Advisory Committees and course facilitators. Against this backdrop, the <strong>Institute</strong> managed to deliver a total <strong>of</strong> 1,738 programmes with3,595 training days, which saw 41,250 participants being trained. Table 1 gives a summary <strong>of</strong> the number <strong>of</strong> programmes conductedwith the corresponding number <strong>of</strong> participants and training days between the years 2007 and 2009.The demand by financial institutions for customised in-house training has been on the uptrend since year 2000. These programmesconstituted 90% <strong>of</strong> the 1,738 programmes conducted in 2009. Over36% <strong>of</strong> the training programmes conducted in 2009 were credit-related programmes. The majority <strong>of</strong> these credit-related programmeswere designed to prepare bankers for the Certified Credit Pr<strong>of</strong>essional (CCP) examinations.Personal management and development programmes constituted 32% <strong>of</strong> the programmes delivered. This shows that the financialinstitutions were giving focus to enhancing the leadership and business acumen <strong>of</strong> their core staff in anticipation <strong>of</strong> a recovery fromthe economic downturn.Given the global economic crisis and an environment <strong>of</strong> heightened uncertainty and volatility, financial institutions in <strong>Malaysia</strong>continued to accord importance to managing risk. This is reflected by the fact that over 10% <strong>of</strong> the programmes conducted in 2009were in the areas <strong>of</strong> compliance, risk management and audit.Collaborative Learning EventsA two-day International Conference on Financial Crime and Terrorism Financing was held at a leading hotel in Kuala Lumpur on April16 and 17, 2009. A total <strong>of</strong> 299 bankers attended the event which featured 21 local and foreign speakers and panellists.IBBM and Perbadanan Insurans Deposit <strong>Malaysia</strong> (PIDM) continued to jointly organise briefing sessions on the <strong>Malaysia</strong>n DepositInsurance System. A total <strong>of</strong> 989 bankers attended the 16 sessions which were held nationwide.In September 2009, IBBM collaborated with The South East Asian Central Banks (SEACEN) Research and Training Centre to organisethe Banking and Financial Law School. It was held at Lanai Kijang, Kuala Lumpur on September 24 and 25. A total <strong>of</strong> 92 bankers andregulators attended the event which featured speakers and panellists from various countries.IBBM also partnered with the following conference organisers which provided a platform for IBBM members to participate ininternational learning events at preferential rates:• Leadership Workshop on Lead Without Title: High Performance Leadership in Turbulent Times by Robin Sharma; organised byHR Net Performance Consultants, May 11, 2009;• 13th <strong>Malaysia</strong>n Banking Summit, organised by the Asian Strategy and Leadership <strong>Institute</strong> (ASLI), May 11–12, 2009; and• IT Governance Conference 2009: Value and Relevance <strong>of</strong> IT Governance in Challenging Times, organised by the InformationSystems Audit and Control Association (ISACA <strong>Malaysia</strong>n Chapter), May 26–27, 2009.9

The networking groups held regular meetings to exchange ideas and experiences onbest practices and current issues. They also organised learning activities to enhance competencies in their respective pr<strong>of</strong>essions.Chief Internal Auditors Networking Group (CIANG)Members <strong>of</strong> CIANG had many topical discussions relating to internal audit such as Basel II requirements for internal auditors, CheckTruncation and Conversion System (CTCS) implementation and issues, addressing the current economic crisis and fraud trends. Thegroup also discussed several guidelines issued by Bank Negara <strong>Malaysia</strong> (BNM) and Perbadanan Insurans Deposit <strong>Malaysia</strong> (PIDM), andheld dialogue sessions with their representatives to clarify issues.There was a presentation to the CIANG members on the internal audit competencies from the Banking and Finance IndustryCompetency Framework (ICF). The objective was to obtain the members’ feedback for developing the learning curriculum.Compliance Officers Networking Group (CONG)During the year, IBBM and CONG combined their resources to organise an International Conference on Financial Crime and TerrorismFinancing, which was held on April 16 and 17, 2009. The conference showcased <strong>Malaysia</strong>’s efforts in implementing Anti-MoneyLaundering (AML) and Counter Financing <strong>of</strong> Terrorism (CFT) measures. It also provided an avenue for advanced learning from regulatorybodies, international agencies and renowned experts on AML/CFT. The event was attended by some 300 delegates. It also receivedwide local and regional media coverage. During the year under review, its members affirmed that theHRMDNG should be the platform for sharing best practices in human resource, benchmarking and on current issues. Its membersalso agreed on topics <strong>of</strong> interest and concern to be discussed such as e-learning, developing a structured programme for differentstreams, outplacement, re-skilling, training evaluation and measurement, and enhancement <strong>of</strong> the Financial Sector Talent EnrichmentProgramme (FSTEP). During its meetings, the <strong>Institute</strong> updated HRMDNG members on IBBM’s training programmes and obtained theirfeedback on enhancing the course curricula.HRMDNG members also took a keen interest in FSTEP and provided invaluable feedback. During the year, a dialogue session washeld with the Head <strong>of</strong> FSTEP, who shared on the latest developments at FSTEP.Risk Managers Networking Group (RMNG)In 2009, RMNG members held discussions on risk-related topics such as the new Basel II requirements, the Internal Capital AdequacyAssessment Process (ICAAP), measurement and disclosure <strong>of</strong> valuation <strong>of</strong> financial instruments in inactive markets, Pillar III andoptimised enterprise risk management. At one <strong>of</strong> its meetings, there was a presentation on vulnerability assessment.At another meeting, a presentation on the Asian <strong>Institute</strong> <strong>of</strong> Finance (AIF) was given by its Chief Executive Officer.FINANCIAL SECTOR TALENT ENRICHMENT PROGRAMME (FSTEP)The Financial Sector Talent Enrichment Programme (FSTEP), launched in September 2007, is a pioneer training programme driven bythe financial services industry in collaboration with Bank Negara <strong>Malaysia</strong>.From an infancy fraught with a myriad challenges, FSTEP has embraced changes and continuous improvement within two years <strong>of</strong> itsexistence. Being a project driven by the financial services industry, FSTEP aims to be innovative in its programme design and to keeppace with the industry’s human capital needs. FSTEP also leverages industry players and practitioners to share their knowledge andexpertise with FSTEP participants. Industry support, cooperation and feedback has been very encouraging.For the year under review, the management undertook some proactive initiatives. Several workshops and discussion sessions werealso organised with the respective industry associations, i.e. The Association <strong>of</strong> Banks in <strong>Malaysia</strong> (ABM), Life Insurance Association <strong>of</strong><strong>Malaysia</strong> (LIAM), General Insurance Association <strong>of</strong> <strong>Malaysia</strong> (PIAM), Association <strong>of</strong> Islamic Banking Institutions <strong>Malaysia</strong> (AIBIM) and the<strong>Malaysia</strong>n Takaful Association (MTA).FSTEP received overwhelming support and participation from both the banking fraternity and the insurance and takaful industry inits workshop ‘The Way Forward: Batch 5 and Beyond’. This workshop culminated in a general agreement to have FSTEP continue as aflagship programme for the industry in addressing its growing need for highly capable human capital.As at December 31, 2009, FSTEP had recruited a total <strong>of</strong> 683 participants for four intakes. The 290 participants in Batch 1 and 206participants in Batch 2 have since graduated. The108 participants in Batch 3 completed their programme in January 2010 while Batch4 with 79 participants started their internship at various financial institutions in February 2010 and will graduate in July 2010.A positive development reflecting the support <strong>of</strong> the financial services industry for FSTEP is the Pre-Selected Scheme, which startedwith Batch 4. Under this scheme, financial institutions are invited to sponsor the participants as their employees. These sponsoredparticipants will have a more effective internship with their respective employers. This is a win-win proposition for all parties concernedin that the participants are also <strong>of</strong>fered employment at the outset <strong>of</strong> the FSTEP training programme. As at end-December 2009, therewere 45 financial institution-sponsored participants in Batch 4 while another 34 were FSTEP-sponsored. More financial institutions areexpected to sponsor the Batch 4 participants.2009 also saw the launch <strong>of</strong> FSTEP’s website by then IBBM’s Chief Executive Officer, Dr Mohd Kamal Khir, on March 13. On May 29,FSTEP held its inaugural graduation ceremony for the Batch 1 participants at Lanai Kijang, Bank Negara <strong>Malaysia</strong>. The certificates wereconferred by members <strong>of</strong> the FSTEP Management Committee. A second graduation ceremony was held on December 23, which was<strong>of</strong>ficiated by Tan Sri Dato’ Seri Azman Hashim, Chairman <strong>of</strong> IBBM.12

BASIS OF PREPARATION OF THE FINANCIAL STATEMENTSThe financial statements <strong>of</strong> the <strong>Institute</strong> have been prepared in accordance with the provisions <strong>of</strong> the CompaniesAct, 1965 and the Financial Reporting Standards issued by <strong>Malaysia</strong>n Accounting Standards Board (“MASB”).2. FINANCIAL RISK MANAGEMENT POLICIESThe <strong>Institute</strong>’s financial risk management policy seeks to ensure that adequate financial resources are available forthe development <strong>of</strong> the <strong>Institute</strong>’s business whilst managing its risks. The <strong>Institute</strong> operates within guidelines thatare approved by the Council and the <strong>Institute</strong>’s policy is not to engage in speculative transactions.The main areas <strong>of</strong> financial risks faced by the <strong>Institute</strong> and the policy in respect <strong>of</strong> the major areas <strong>of</strong> treasuryactivity are set out as follows:(a)Credit riskThe credit risk is the potential for loss arising from failure <strong>of</strong> a counterparty to meet their contractualobligation.The <strong>Institute</strong> is not exposed to any significant credit risk.(b)Liquidity and cash flow risksThe <strong>Institute</strong> seeks to achieve a balance between certainty <strong>of</strong> funding even in difficult times for the marketsor the <strong>Institute</strong> and a flexible, cost-effective borrowing structure. This is to ensure that at the minimum, allprojected net borrowing needs are covered by committed facilities. Also, the objective for debt maturityis to ensure that the amount <strong>of</strong> debt maturing in any one year is not beyond the <strong>Institute</strong>’s means to repayand refinance.3. The Council anticipates that the other FRSs,Amendments to and IC Interpretations will be adopted in the annual financial statements <strong>of</strong> the <strong>Institute</strong> forthe financial year commencing January 1, 2010 and that the adoption <strong>of</strong> these revised FRSs, Amendmentsto FRS and IC Interpretations will have no material impact on the financial statements <strong>of</strong> the <strong>Institute</strong> in theperiod <strong>of</strong> initial application except for the following:FRS 7 Financial Instruments: DisclosuresFRS 7 and the consequential amendment to FRS 101 Presentation <strong>of</strong> Financial Statements require disclosure<strong>of</strong> information about the significance <strong>of</strong> financial instruments for the <strong>Institute</strong>’s financial position andperformance, the nature and extent <strong>of</strong> risks arising from financial instruments and the objectives, policiesand processes for managing capital.FRS 123 Borrowing Costs (Revised)FRS 123 (Revised) eliminates the option available under the previous version <strong>of</strong> FRS 123 to recognise allborrowing costs immediately as an expense. The <strong>Institute</strong> shall capitalise borrowing costs that are directlyattributable to the acquisition, construction or production <strong>of</strong> a qualifying asset as part <strong>of</strong> the cost <strong>of</strong> thatasset.(c)Significant accounting estimates and judgementsEstimates, assumptions concerning the future and judgements are made in the preparation <strong>of</strong> the financialstatements. They affect the application <strong>of</strong> the <strong>Institute</strong>’s accounting policies and reported amounts <strong>of</strong>assets, liabilities, income and expenses, and disclosures made. They are assessed on an on-going basis andare based on experience and relevant factors, including expectations <strong>of</strong> future events that are believed tobe reasonable under the circumstances.The key assumptions concerning the future, and other key sources <strong>of</strong> estimation uncertainty as at thebalance sheet date, that have a significant risk <strong>of</strong> causing a material adjustment to the carrying amounts <strong>of</strong>assets and liabilities within the next year are discussed below:(i)Depreciation <strong>of</strong> property, plant and equipmentProperty, plant and equipment are depreciated based on straight line basis over their estimateduseful lives. The Management estimated the useful lives <strong>of</strong> these assets to be within 3 to 50 years.Changes in the expected level <strong>of</strong> usage and technological developments could impact the economicuseful lives and the residual values <strong>of</strong> these assets, therefore future depreciation charges could berevised.37

SIGNIFICANT ACCOUNTING POLICIES (cont’d)(c)Significant accounting estimates and judgements (cont’d)(ii)Deferred tax assetsDeferred tax assets are recognised for all recognised tax losses and unabsorbed capital allowancesto the extent that it is probable that future taxable pr<strong>of</strong>it will be available against which the lossesand capital allowances can be utilised. Significant management judgement is required to determinethe amount <strong>of</strong> deferred tax assets that can be recognised, based upon the likely timing and level <strong>of</strong>future taxable pr<strong>of</strong>its together with future tax planning strategies.No deferred tax assets have been recognised as at balance sheet date.(iii)Impairment <strong>of</strong> assetsThe <strong>Institute</strong> assesses impairment at each balance sheet date by evaluating conditions specific tothe <strong>Institute</strong> that may lead to impairment <strong>of</strong> assets. Where an indication <strong>of</strong> impairment exists, therecoverable amounts <strong>of</strong> the assets are determined. Value-in-use calculations performed in assessingrecoverable amounts incorporate a number <strong>of</strong> key estimates.No impairment has been recognised in respect <strong>of</strong> assets.(d)Property, plant and equipmentProperty, plant and equipment are stated at cost less accumulated depreciation and impairment losses.Depreciation <strong>of</strong> property, plant and equipment is calculated using the straight line method to write <strong>of</strong>fthe cost <strong>of</strong> property, plant and equipment over the estimated useful lives <strong>of</strong> the property, plant andequipment.The policy for the recognition and measurement <strong>of</strong> impairment losses is in accordance with Note 3(n).The principal annual rates <strong>of</strong> depreciation used are as follows:-Leasehold building 2%Office furniture and fixtures, equipment and electrical installation 15% - 33 1/3%Library books 20%Motor vehicles 20%Restoration cost relating to an item <strong>of</strong> property, plant and equipment is capitalised only if such expenditureis expected to increase the future benefits from the existing property, plant and equipment beyond itspreviously assessed standard <strong>of</strong> performance.Property, plant and equipment are written down to recoverable amount if, in the opinion <strong>of</strong> the Council,it is less than their carrying value. Recoverable amount is the net selling price <strong>of</strong> the property, plant andequipment i.e. the amount obtainable from the sale <strong>of</strong> an asset in an arm’s length transaction betweenknowledgeable, willing parties, less the costs <strong>of</strong> disposal.38

Any gain or loss arising on derecognition <strong>of</strong> the asset isincluded in the income statement in the financial year the asset is derecognised.(e)ReceivablesReceivables are carried at anticipated realisable value. All known bad debts are written <strong>of</strong>f and specificallowance is made for debts which are considered doubtful <strong>of</strong> collection.(f)PayablesPayables are stated at cost which is the fair value <strong>of</strong> the consideration to be paid in future for goods andservices rendered.(g)Associate companyThe <strong>Institute</strong> treats associate company as those companies in which a long term equity interest <strong>of</strong> between20% and 50% is held and where the <strong>Institute</strong> exercises significant influence through managementparticipation.Investment in associate company is stated at cost less impairment losses. The particular recognition methods adopted are disclosed in the individualaccounting policy statements associated with each item.Financial instruments are classified as liabilities or equity in accordance with the substance <strong>of</strong> the contractualarrangement. Interest, dividends, gains and losses relating to a financial instrument classified as liability arereported as expense or income. Distributions to holders <strong>of</strong> financial instruments classified as equity arecharged directly to equity. Financial instruments are <strong>of</strong>fset when the <strong>Institute</strong> has a legally enforceableright to set <strong>of</strong>f the recognised amounts and intends either to settle on a net basis, or to realise the asset andsettle the liability simultaneously.(n)Impairment <strong>of</strong> assetsThe carrying values <strong>of</strong> assets are reviewed for impairment when there is an indication that the assets mightbe impaired. Impairment is measured by comparing the carrying values <strong>of</strong> the assets with their recoverableamounts. The recoverable amount is the higher <strong>of</strong> net realisable value and value in use, which is measuredby reference to discounted future cash flows. Recoverable amounts are estimated for individual assets, or ifit is not possible, for the cash generating unit.An impairment loss is charged to the income statement immediately, unless the asset is carried at revaluedamount. Any impairment loss <strong>of</strong> a revalued asset is treated as a revaluation decrease to the extent <strong>of</strong>previously recognised revaluation surplus for the same asset.Subsequent increase in the recoverable amount <strong>of</strong> an asset is treated as reversal <strong>of</strong> the previous impairmentloss and is recognised to the extent <strong>of</strong> the carrying amount <strong>of</strong> the asset that would have been determined(net <strong>of</strong> amortisation and depreciation) had no impairment loss been recognised. The reversal is recognisedin the income statement immediately, unless the asset is carried at revalued amount. A reversal <strong>of</strong> animpairment loss on a revalued asset is credited directly to revaluation surplus. However, to the extent thatan impairment loss on the same revalued asset was previously recognised as an expense in the incomestatement, a reversal <strong>of</strong> that impairment loss is recognised as income in the income statement.(o)ProvisionsProvisions are recognised when the <strong>Institute</strong> has a present legal or constructive obligation as a result <strong>of</strong>past events, when it is probable that an outflow <strong>of</strong> resources will be required to settle the obligation, andwhen a reliable estimate <strong>of</strong> the amount can be made. Provisions are reviewed at each balance sheet dateand adjusted to reflect the current best estimate. Where the effect <strong>of</strong> the time value <strong>of</strong> money is material,the amount <strong>of</strong> a provision is the present value <strong>of</strong> the expenditure expected to be required to settle theobligation.41

Leases <strong>of</strong> land and buildings are classified as operating or financeleases in the same way as leases <strong>of</strong> other assets and the land and building elements <strong>of</strong> a lease <strong>of</strong> landand building are considered separately for the purposes <strong>of</strong> lease classification. All leases that do nottransfer substantially all the risks and rewards are classified as operating leases with the followingexceptions:- Property held under operating leases that would otherwise meet the definition <strong>of</strong> aninvestment property is classified as an investment property on a property-by-propertybasis and, if classified as investment property, is accounted for as if held under a financelease; and- Land held for own use under an operating lease, the fair value <strong>of</strong> which cannot bemeasured separately from the fair value <strong>of</strong> a building situated thereon at the inception<strong>of</strong> the lease, is accounted for as being held under a finance lease, unless the building isalso clearly held under an operating lease.(ii)Finance Leases - the <strong>Institute</strong> as LesseeAssets acquired by way <strong>of</strong> hire purchase or finance leases are stated at an amount equal to the lower<strong>of</strong> their fair values and the present value <strong>of</strong> the minimum lease payments at the inception <strong>of</strong> theleases, less accumulated depreciation and impairment losses. The corresponding liability is includedin the balance sheet as borrowings. In calculating the present value <strong>of</strong> the minimum lease payments,the discount factor used is the interest rate implicit in the lease, when it is practicable to determine;otherwise, the <strong>Institute</strong>’s incremental borrowing rate is used. Any initial direct costs are also addedto the carrying amount <strong>of</strong> such assets.Lease payments are apportioned between the finance costs and the reduction <strong>of</strong> the outstandingliability. Finance costs, which represent the difference between the total leasing commitments andthe fair value <strong>of</strong> the assets acquired, are recognised in the pr<strong>of</strong>it or loss over the term <strong>of</strong> the relevantlease so as to produce a constant periodic rate <strong>of</strong> charge on the remaining balance <strong>of</strong> the obligationsfor each accounting period.The depreciation policy for leased assets is in accordance with that for depreciable property, plantand equipment as described in Note 3(d).(iii)Operating Leases - the <strong>Institute</strong> as LesseeOperating lease payments are recognised as an expense on a straight-line basis over the term <strong>of</strong>the relevant lease.
