Cull<strong>in</strong>an,Chief Executive,Lancaster City Council,Town Hall,Dalton Squa<strong>re</strong>,Lancaster.LA1 1PJ8 th November, 2012Dear Mr Cull<strong>in</strong>an,<strong>Happy</strong> <strong>Mount</strong> <strong>Park</strong>, Mo<strong>re</strong>cambe – Provision of a <strong>Bandstand</strong>Earlier this year the Town Council conside<strong>re</strong>d cor<strong>re</strong>spondence <strong>re</strong>gard<strong>in</strong>g the Ryelands <strong>Park</strong> <strong>Bandstand</strong>from members of the Community with<strong>in</strong> Mo<strong>re</strong>cambe who we<strong>re</strong> <strong>re</strong>quest<strong>in</strong>g support from the Town Councilto fund <strong>Bandstand</strong> be<strong>in</strong>g <strong>re</strong>located <strong>in</strong> <strong>Happy</strong> <strong>Mount</strong> <strong>Park</strong> whe<strong>re</strong> it had orig<strong>in</strong>ally come from.The impetus beh<strong>in</strong>d this was twofold. Firstly the bandstand was orig<strong>in</strong>ally located <strong>in</strong> <strong>Happy</strong> <strong>Mount</strong> <strong>Park</strong>and secondly the number of band concerts promoted <strong>in</strong> the <strong>Park</strong> with no proper facilities e.g. a bandstand.The Town Council <strong>re</strong>solved that I should work with the City Council with a view to mak<strong>in</strong>g this happen andfor the Town Council to actively seek external fund<strong>in</strong>g towards the project.I have now <strong>re</strong>ceived a petition signed by 1,700 <strong>re</strong>sidents and visitors to the town <strong>re</strong>quest<strong>in</strong>g:“The <strong>Bandstand</strong> <strong>in</strong> Ryeland’s <strong>Park</strong>, Lancaster to be <strong>re</strong>turned to Mo<strong>re</strong>cambe and placed <strong>in</strong> <strong>Happy</strong> <strong>Mount</strong> <strong>Park</strong>for the use of band concerts <strong>in</strong> the summer months”.The purpose of this letter is the<strong>re</strong>fo<strong>re</strong> to f<strong>in</strong>d out the City Council’s position with <strong>re</strong>gard to the bandstand <strong>in</strong>Ryelands <strong>Park</strong> and I would <strong>re</strong>spectfully ask the follow<strong>in</strong>g questions on behalf of the Town Council andlocal <strong>re</strong>sidents/visitors to the town:.(1) Would the City Council raise any objections to the appa<strong>re</strong>ntly underused bandstand be<strong>in</strong>g <strong>re</strong>locatedback to <strong>Happy</strong> <strong>Mount</strong> <strong>Park</strong>?(2) If the answer to this was yes, would the City Council be happy for the Town Council work to seekexternal fund<strong>in</strong>g to pay for the <strong>re</strong>location costs?


(3) If the City Council view is negative <strong>in</strong> terms of the bandstand not be<strong>in</strong>g <strong>re</strong>located, is the City Council <strong>in</strong>ag<strong>re</strong>ement to the Town Council actively work<strong>in</strong>g with the public and community groups to pursuefund<strong>in</strong>g for a new bandstand for <strong>Happy</strong> <strong>Mount</strong> <strong>Park</strong>?(4) F<strong>in</strong>ally, does the City Council have a view as owners of the <strong>Park</strong> on the most suitable location with<strong>in</strong><strong>Happy</strong> <strong>Mount</strong> <strong>Park</strong> for a bandstand?I look forward to <strong>re</strong>ceiv<strong>in</strong>g the City Council’s <strong>re</strong>sponse to these questions as soon as possible and anyother comments that you believe to be appropriate to this issue.Yours s<strong>in</strong>ce<strong>re</strong>ly,David CroxallClerk to the Council
