Actions related to CME→Action 1 : Ratify <strong>the</strong> BWM ConventionInvolves <strong>the</strong> development of national legislations <strong>in</strong>clud<strong>in</strong>g f<strong>in</strong>es for violators,which will give effect to <strong>the</strong> BWM Convention once ratified, as well assecondary regulations and technical arrangements and enforcement→Action 3 : Establish a solid CME system <strong>in</strong> <strong>the</strong> <strong>Mediterranean</strong><strong>region</strong>Adapt exist<strong>in</strong>g Port State Control & CME systems to <strong>in</strong>tegrate <strong>the</strong> harmonizedBWM CME proceduresEstablish and ma<strong>in</strong>ta<strong>in</strong> a <strong>region</strong>al communication system possibly with aclear<strong>in</strong>g house mechanism (CHM), to allow exchange of experience andtrack<strong>in</strong>g of violations utiliz<strong>in</strong>g exist<strong>in</strong>g control bodies such as <strong>the</strong> Paris MoU onPSC and <strong>the</strong> Med MoU on PSC


Proposed CME system1. Requirement for ships to collect and record <strong>in</strong>formation about <strong>the</strong>ir BWMpractices;2. Means for ships to transmit this <strong>in</strong>formation to <strong>the</strong> Port States’ BWMregulatory authority, and to subsequently receive directions from <strong>the</strong>m;3. Provision for exam<strong>in</strong>ation/audit<strong>in</strong>g of <strong>the</strong> ships’ official log books or o<strong>the</strong>rofficial records to ascerta<strong>in</strong> compliance with <strong>the</strong> BWM requirements of <strong>the</strong>Port State;4. Ability by <strong>the</strong> appropriate authority to obta<strong>in</strong> ballast water and sedimentsamples and carry out any necessary test<strong>in</strong>g;5. Legal provision for enforcement measures to be applied for non-compliancewith <strong>the</strong> required BWM requirements, and provisions for apply<strong>in</strong>g sanctionsto violations; and6. Effective communication arrangements on a <strong>region</strong>al level to ensure propertrack<strong>in</strong>g of violations and exchange of experience dur<strong>in</strong>g <strong>the</strong> application of<strong>the</strong> CME system on a national level.


Next steps <strong>in</strong> <strong>the</strong> <strong>Mediterranean</strong> SeaAdoption of <strong>the</strong> StrategyRecommend <strong>the</strong> adoption at <strong>region</strong>al level(REMPEC’s Focal Po<strong>in</strong>ts).Have <strong>the</strong> Strategy adopted as soon aspossible (Contract<strong>in</strong>g Parties).Notify IMO of BWE arrangements <strong>in</strong> <strong>the</strong><strong>Mediterranean</strong>ActivitiesImplement <strong>the</strong> <strong>region</strong>al Strategy on BWMaccord<strong>in</strong>g to <strong>the</strong> timetable (2010-2015)
