Thisreport will give you information on each county’s efforts to combat juvenile crime, help insurepublic safety, and assist youth in becoming good citizens despite their individual, family, andcommunity challenges.Ninety-nine (99) JCPCs in 100 counties serve approximately 29,000 youth each year inlocal programs, using varying approaches according to specific needs and resources in localcommunities. Key community leaders and youth-serving professionals in counties are statutorilydesignated as JCPC members. With the assistance of the Department’s Area Consultants, theseJCPC members gather and synthesize state and county-specific data on undisciplined anddelinquent youth. Then, using their knowledge of county resources, needs, county services, etc.,each JCPC engages in a structured, prescriptive annual planning process which allows them tomake informed decisions on what types of prevention and intervention programs are neededwithin their own counties. This state and local partnership, which is viewed as a model by manyjuvenile justice professionals in other states, enables us to elicit local expertise and input indeveloping solutions to statewide challenges.It is readily apparent, then, that our community partners are an integral part of our effortsto maintain public safety and enhance the prevention of juvenile delinquency, and absolutelynecessary to provide an integrated, comprehensive juvenile justice system.We hope this report will provide policy makers the information needed for promoting themost effective and efficient services to the children and families in North Carolina.Sincerely,Linda W.
