Failure to Provide Whereabouts InformationThe <strong>CCES</strong> implemented the non-compliance aspect of the Athlete Whereabouts Program over one yearago. During this time, the <strong>CCES</strong> has provided multiple opportunities for athletes to submit whereaboutsinformation prior to declaring a “Failure to Provide Whereabouts Information.” Now that athletes havehad several quarters to become familiar with this aspect of the program, the <strong>CCES</strong> will no longer providemultiple opportunities to submit whereabouts information.Effective immediately, if an athlete does not submit whereabouts information by the deadline of the 15 th ,the athlete will be given ten days to provide the <strong>CCES</strong> with a written explanation of the reasons for thedelay, along with the missing whereabouts information. Once the <strong>CCES</strong> receives the athlete’s writtenexplanation and whereabouts information, it will determine whether or not to declare a “Failure toProvide Whereabouts Information” on the athlete. Should the athlete not submit a written explanation, the<strong>CCES</strong> will make its determination without it. Three failures in an 18-month period will result in the<strong>CCES</strong> asserting an anti-doping rule violation.The <strong>CCES</strong> wishes to thank the sport community for its ongoing support of the Athlete WhereaboutsProgram. While the majority of athletes are fulfilling their whereabouts requirements, the <strong>CCES</strong> hasbegun initial reviews for a number of athletes who have received multiple “Failures to ProvideWhereabouts Information.”Incomplete Whereabouts InformationThe <strong>CCES</strong> will begin to follow up with athletes and/or national sport organizations when incompletewhereabouts information is submitted. Complete whereabouts information includes, at a minimum:• personal information: full name, sport, email address, disability, etc.• residential address: the street address of the location where the athlete currently resides• training locations and times: primary and secondary training locations as well as otherlocations where the athlete regularly trains (e.g., gym, national sport centre, etc.)• training camps and competitions: dates, locations, temporary addresses, etc.• other regular activities: location where the athlete will typically have other commitments suchas work or school/college/university classesWhereabouts information must be submitted for all three months of the quarter. Athletes must notify the<strong>CCES</strong> when their plans are significantly different from those initially listed on their whereaboutssubmission. Changes must be reported, at least 48 hours in advance, by email or fax. Athletes who havesubmitted their whereabouts information using ADAMS must report their changes through ADAMS.
