Fill<strong>in</strong>g up of Pr<strong>in</strong>ce’s and Victoria Docks will also result <strong>in</strong> permanent closure of theMerewether Dry Dock, the only commercial dry-dock <strong>in</strong> Maharashtra <strong>for</strong> repairs and mandatory<strong>in</strong>spections on ships of upto 150m. 140 vessels of the Indian coastal fleet depend onthe Merewether Dry Dock <strong>for</strong> periodic mandatory underwater hull ma<strong>in</strong>tenance.green<strong>in</strong>g of the docks10. Provision of recreation spaces <strong>for</strong> <strong>Mumbai</strong> city was a precondition <strong>in</strong> the clearance given <strong>in</strong> 1980by the Prime M<strong>in</strong>ister to MbPT <strong>for</strong> sett<strong>in</strong>g up JNPT. It was also a precondition <strong>in</strong> the EnvironmentalClearance by the MOEF <strong>in</strong> 1988. OM J-11013/21/88-IA dated 16 Sep 1988 of the M<strong>in</strong>istry ofShipp<strong>in</strong>g <strong>in</strong>cludes a visionary directive from Prime M<strong>in</strong>ister Indira Gandhi which stated“..as a measure of decongestion of Bombay <strong>Port</strong>, the traffic <strong>in</strong>Bombay <strong>Port</strong> must be gradually reduced to…6.5 million tones….”“.. the MOST and MbPT must take action to gradually make the land of Bombay <strong>Port</strong>, whichis not required <strong>for</strong> operational purposes of the port, available <strong>for</strong> green<strong>in</strong>g and recreation ….”Between 1988 and 2008, the MbPT has blatantly defied the Prime M<strong>in</strong>ister’s edict,and has blatantly defied the conditions of the legally b<strong>in</strong>d<strong>in</strong>g Environmental Clearance.the alternative11. <strong>The</strong> Pr<strong>in</strong>ce’s & Victoria Docks are heritage structures built <strong>in</strong> 1888, and they deserve to bepreserved <strong>in</strong> their own right without hav<strong>in</strong>g to lean on economic, technical or social compulsions.<strong>The</strong> Alternative to the OCT is <strong>for</strong> <strong>Mumbai</strong> <strong>Port</strong> to regenerate the Pr<strong>in</strong>ce’s & Victoria Docks as follows:• Mar<strong>in</strong>as.• Parks, waterfront promenades, and other ‘green’ areas.• Passenger ferry term<strong>in</strong>al.• A centre <strong>for</strong> the per<strong>for</strong>m<strong>in</strong>g-arts.• Tourist facilitiesconclusion12. MbPT should <strong>in</strong>deed thrive and thrive gloriously <strong>for</strong> another few centuries, but it willnot do so by pursu<strong>in</strong>g the outdated and environmentally outrageous OCT project.13. <strong>The</strong> MbPT should have no regrets about cancel<strong>in</strong>g the OCT project. <strong>The</strong> cost of cancellationwill be far less than the penal depletion of its resources due to a flawed OCT project.14. On the other hand the direct and <strong>in</strong>direct <strong>in</strong>come flow<strong>in</strong>g from the socially andenvironmentally appropriate tourism and leisure activities <strong>in</strong> a bustl<strong>in</strong>g metropolis will be worthfar more to the MbPT and to the city than a conta<strong>in</strong>er term<strong>in</strong>al which will be a dra<strong>in</strong> on itsresources <strong>in</strong> terms of both capital expenditure and ongo<strong>in</strong>g operat<strong>in</strong>g expenses.15. Dur<strong>in</strong>g her recent visit to <strong>Mumbai</strong> to <strong>in</strong>augurate the Sea L<strong>in</strong>k project, Mrs Sonia Gandhipromised to make <strong>Mumbai</strong> “the f<strong>in</strong>ancial capital of India”.
