The equatoriall<strong>in</strong>e divides the climate envir<strong>on</strong>ment <strong>in</strong>to northern <strong>and</strong> southern regi<strong>on</strong>. There are noregular typho<strong>on</strong>s or tornados. In spite of that, <str<strong>on</strong>g>w<strong>in</strong>d</str<strong>on</strong>g> codes are always required to ensurethat any built structure rema<strong>in</strong>s aerodynamically stable <strong>and</strong> safe at the highest possible<str<strong>on</strong>g>w<strong>in</strong>d</str<strong>on</strong>g> speed. W<strong>in</strong>d <str<strong>on</strong>g>effect</str<strong>on</strong>g>s are also a serious issue, because there is almost no c<strong>on</strong>trol of airpolluti<strong>on</strong>. The follow<strong>in</strong>g report will describe the current status of Ind<strong>on</strong>esian code <strong>on</strong><str<strong>on</strong>g>w<strong>in</strong>d</str<strong>on</strong>g> load<strong>in</strong>g <strong>and</strong> envir<strong>on</strong>ment.KEYWORDS: st<strong>and</strong>ardizati<strong>on</strong>, <str<strong>on</strong>g>w<strong>in</strong>d</str<strong>on</strong>g> envir<strong>on</strong>ment, <str<strong>on</strong>g>w<strong>in</strong>d</str<strong>on</strong>g> <str<strong>on</strong>g>effect</str<strong>on</strong>g>s <strong>on</strong> structure, hous<strong>in</strong>g,build<strong>in</strong>gs, l<strong>on</strong>gspan bridges1 INTRODUCTIONIt is a great envir<strong>on</strong>ment <strong>in</strong> Ind<strong>on</strong>esia, be<strong>in</strong>g the country <strong>in</strong> the equatorial, the <str<strong>on</strong>g>w<strong>in</strong>d</str<strong>on</strong>g>envir<strong>on</strong>ment behaves well. Actually, no regular typho<strong>on</strong>s occurs <strong>in</strong> this regi<strong>on</strong>. Only afew hazards are reported, due to irregular typho<strong>on</strong>s. However, the enormous numbers ofsettlements <strong>on</strong> l<strong>on</strong>g beaches, small isl<strong>and</strong>s, urban flats as well as high l<strong>and</strong>s of PacificRim mounta<strong>in</strong>s, seem to be a lot to deal with respect to <str<strong>on</strong>g>w<strong>in</strong>d</str<strong>on</strong>g>.There are various attempts to st<strong>and</strong>ardize codes <str<strong>on</strong>g>for</str<strong>on</strong>g> c<strong>on</strong>structi<strong>on</strong> <strong>in</strong>dustries <strong>in</strong>Ind<strong>on</strong>esia: build<strong>in</strong>gs, hous<strong>in</strong>gs, bridges, highways, railways or airports. This is motivatedby the lack of expertise of most local or remote governments, particularly to cope with<str<strong>on</strong>g>w<strong>in</strong>d</str<strong>on</strong>g> related problems.Previously, the codes were prepared by several m<strong>in</strong>istry offices. Most of thec<strong>on</strong>structi<strong>on</strong> codes are prepared by the m<strong>in</strong>istry of Public Works. The envir<strong>on</strong>mentalcodes are c<strong>on</strong>trolled by the m<strong>in</strong>istry of Envir<strong>on</strong>ment, Transportati<strong>on</strong>, Trade <strong>and</strong>Industries, or the Agency of Assessment <strong>and</strong> Applicati<strong>on</strong> of Technology.Now, s<strong>in</strong>ce the establishment of the Agency <str<strong>on</strong>g>for</str<strong>on</strong>g> Nati<strong>on</strong>al St<strong>and</strong>ardizati<strong>on</strong> (BSN) <strong>in</strong>1997, all exist<strong>in</strong>g codes are re-organized <strong>and</strong> directly c<strong>on</strong>trolled by BSN. The <str<strong>on</strong>g>for</str<strong>on</strong>g>malcodes are published as Ind<strong>on</strong>esian Nati<strong>on</strong>al St<strong>and</strong>ard (SNI).Although, several st<strong>and</strong>ards are published every year, the number of st<strong>and</strong>ards <strong>on</strong><str<strong>on</strong>g>w<strong>in</strong>d</str<strong>on</strong>g> <str<strong>on</strong>g>effect</str<strong>on</strong>g> <strong>on</strong> <strong>structures</strong> <strong>and</strong> envir<strong>on</strong>ment are still limited to simple regular build<strong>in</strong>gs,subst<strong>and</strong>ard hous<strong>in</strong>g, urban liv<strong>in</strong>g <strong>in</strong> rise-up hous<strong>in</strong>gs (flats), or NOx polluti<strong>on</strong>. No actualst<strong>and</strong>ards or guidel<strong>in</strong>es <str<strong>on</strong>g>for</str<strong>on</strong>g> specific structure, <str<strong>on</strong>g>for</str<strong>on</strong>g> <strong>in</strong>stance the design code of: l<strong>on</strong>gspanbridges, high rise build<strong>in</strong>gs, factory chimneys or <strong>in</strong>dustrial estates exist. Additi<strong>on</strong>ally,there are a few st<strong>and</strong>ards <str<strong>on</strong>g>for</str<strong>on</strong>g> <strong>in</strong>ternal ventilati<strong>on</strong> <strong>and</strong> fire protecti<strong>on</strong> <strong>in</strong>side build<strong>in</strong>gs.A nati<strong>on</strong>al problem is <str<strong>on</strong>g>for</str<strong>on</strong>g>est fire hazards every year. Smoke polluti<strong>on</strong> is spread overthe regi<strong>on</strong>, even <strong>in</strong>to neighbor<strong>in</strong>g countries: Malaysia, S<strong>in</strong>gapore <strong>and</strong> Philip<strong>in</strong>e. Despiteof the dryness of <str<strong>on</strong>g>for</str<strong>on</strong>g>est plantati<strong>on</strong>s <strong>and</strong> peat moss, dur<strong>in</strong>g the dry (summer) seas<strong>on</strong>


etween April <strong>and</strong> September, the coal base l<strong>and</strong>s <strong>in</strong> Kalimantan <strong>and</strong> Sumatra sometimesare set <strong>in</strong>to fires.2. NATIONAL CAPABILITIES AND FACILITIESThe nati<strong>on</strong>al code <str<strong>on</strong>g>for</str<strong>on</strong>g> <str<strong>on</strong>g>w<strong>in</strong>d</str<strong>on</strong>g> <str<strong>on</strong>g>effect</str<strong>on</strong>g> <strong>on</strong> <strong>structures</strong> <strong>and</strong> envir<strong>on</strong>ments are managed by theAgency of Nati<strong>on</strong>al St<strong>and</strong>ardizati<strong>on</strong> (BSN) <strong>and</strong> implemented as Ind<strong>on</strong>esian Nati<strong>on</strong>alSt<strong>and</strong>ard (SNI).The codes are prepared by technical teams from various supported experts <strong>and</strong>c<strong>on</strong>tributors:- University researcher- Research <strong>in</strong>stitutes- M<strong>in</strong>istry experts- Private company expertsIn additi<strong>on</strong>, the government of Republic of Ind<strong>on</strong>esia has also established a nati<strong>on</strong>alresearch center to support the <strong>in</strong>dustrial research <strong>and</strong> st<strong>and</strong>ardizati<strong>on</strong>, which is calledPUSPIPTEK <strong>in</strong> Tangerang-Banten.Figure 1. Layout of Ind<strong>on</strong>esian Low Speed Tunnel (ILST)LAGG (Laboratorium Aero-Gas d<strong>in</strong>amika dan Getaran) is a laboratory <str<strong>on</strong>g>for</str<strong>on</strong>g>aerodynamics, gasdynamics <strong>and</strong> vibrati<strong>on</strong>, located <strong>in</strong> PUSPIPTEK, operates an <strong>in</strong>dustrial<str<strong>on</strong>g>w<strong>in</strong>d</str<strong>on</strong>g> tunnel, the Ind<strong>on</strong>esian Low Speed Tunnel (ILST), where test<strong>in</strong>g <strong>on</strong> aerodynamicloads <strong>and</strong> <str<strong>on</strong>g>w<strong>in</strong>d</str<strong>on</strong>g> <str<strong>on</strong>g>effect</str<strong>on</strong>g>s is frequently executed.The Ind<strong>on</strong>esian ILST is a closed circuit type with a st<strong>and</strong>ard test secti<strong>on</strong> (H x W xL) of 3m x 4m x 10m <strong>and</strong> a maximum <str<strong>on</strong>g>w<strong>in</strong>d</str<strong>on</strong>g>speed of 100 m/sec. There are four


<strong>in</strong>terchangeable test secti<strong>on</strong>s of various dimensi<strong>on</strong>s, to achieve a so- called multipurpose<str<strong>on</strong>g>w<strong>in</strong>d</str<strong>on</strong>g> tunnel <str<strong>on</strong>g>for</str<strong>on</strong>g> test<strong>in</strong>g a model of an aircraft or n<strong>on</strong> aer<strong>on</strong>autical <strong>structures</strong>.The flow can be a smooth (lam<strong>in</strong>ar) or a turbulent <strong>on</strong>e. The turbulent flow isgenerated by an Atmospheric Boundary Layer (ABL) system <strong>and</strong> is properly scaled <strong>and</strong>suitable to test full aero-elastic models of a bridge or to <strong>in</strong>vestigate the envir<strong>on</strong>mentaround <strong>and</strong> the resp<strong>on</strong>se of high-rise build<strong>in</strong>gs.Figure 2. Actually, the flatsare <strong>on</strong>ly build <strong>in</strong> big cities, whereas the majority of Ind<strong>on</strong>esian are liv<strong>in</strong>g <strong>in</strong> n<strong>on</strong>-flat (low)hous<strong>in</strong>gs.The SNI 03-2397-1991 was prepared <str<strong>on</strong>g>for</str<strong>on</strong>g> several objectives: to secure the people <strong>in</strong>a <str<strong>on</strong>g>w<strong>in</strong>d</str<strong>on</strong>g>y area, to reduce the loss <strong>and</strong> to <str<strong>on</strong>g>w<strong>in</strong>d</str<strong>on</strong>g> hazards, to <strong>in</strong>crease the peoples knowledge<strong>on</strong> a <str<strong>on</strong>g>w<strong>in</strong>d</str<strong>on</strong>g> proof structure <strong>and</strong> to <strong>in</strong>crease the quality of hous<strong>in</strong>g. Although, this st<strong>and</strong>ardis no calculati<strong>on</strong> at all, the c<strong>on</strong>tents are complete enough <strong>on</strong> guid<strong>in</strong>g designers <strong>and</strong>builders to underst<strong>and</strong> the basic knowledge of <str<strong>on</strong>g>w<strong>in</strong>d</str<strong>on</strong>g> <str<strong>on</strong>g>effect</str<strong>on</strong>g>s. Various typical simplebuild<strong>in</strong>gs <strong>in</strong> Ind<strong>on</strong>esia are presented, <strong>in</strong>clud<strong>in</strong>g the c<strong>on</strong>structi<strong>on</strong> techniques.No diag<strong>on</strong>al str<strong>in</strong>ger (bad structure)With diag<strong>on</strong>al str<strong>in</strong>ger (good structuture)Figure 3. Example of SNI 03-2397-1991 descripti<strong>on</strong>On the c<strong>on</strong>trary, the SNI 03-1727-1989 describes more detailed procedures, thoughno explanati<strong>on</strong>s <strong>on</strong> the sources of <str<strong>on</strong>g>for</str<strong>on</strong>g>mulas, tables <strong>and</strong> draw<strong>in</strong>gs is given. The scope ofc<strong>on</strong>tents seems to be limited to simple build<strong>in</strong>gs. Most of <str<strong>on</strong>g>w<strong>in</strong>d</str<strong>on</strong>g> loads are represented ascoefficients of <strong>in</strong>fluences.The other SNI st<strong>and</strong>ards are related to high rised (flat) hous<strong>in</strong>g, where the quality oflife as well as envir<strong>on</strong>mental health is the ma<strong>in</strong> c<strong>on</strong>cern of the government st<strong>and</strong>ard.Actually, this typical hous<strong>in</strong>gs are relatively new to Ind<strong>on</strong>esia, even <strong>in</strong> the capital city ofJakarta, <strong>on</strong>ly a several locati<strong>on</strong>s have flat hous<strong>in</strong>g.


2.2 High Rise Build<strong>in</strong>gThere is almost no st<strong>and</strong>ard <str<strong>on</strong>g>for</str<strong>on</strong>g> this, despite the <strong>in</strong>creas<strong>in</strong>g number of high rise build<strong>in</strong>gs<strong>in</strong> the cities of Ind<strong>on</strong>esia.The current available st<strong>and</strong>ards <str<strong>on</strong>g>for</str<strong>on</strong>g> high rise build<strong>in</strong>gs are <strong>on</strong>ly related to fireprotecti<strong>on</strong>. There<str<strong>on</strong>g>for</str<strong>on</strong>g>e, the applicable st<strong>and</strong>ard <str<strong>on</strong>g>for</str<strong>on</strong>g> design <strong>and</strong> c<strong>on</strong>structi<strong>on</strong> of high risebuild<strong>in</strong>gs are adopted from USA, Europe or Japan codes. Even the test<strong>in</strong>g <strong>and</strong> analysis ofdynamic models are per<str<strong>on</strong>g>for</str<strong>on</strong>g>med abroad.2.3 L<strong>on</strong>g-span BridgesAs an isl<strong>and</strong>s country, the c<strong>on</strong>structi<strong>on</strong> of l<strong>on</strong>g span bridges is really important <strong>in</strong>Ind<strong>on</strong>esia. The ec<strong>on</strong>omy of remote isl<strong>and</strong>s can be boosted accord<strong>in</strong>gly. However,Ind<strong>on</strong>esia has to solve several technical issues as well as f<strong>in</strong>ancial sources. By the<strong>in</strong>creas<strong>in</strong>g number of l<strong>on</strong>g-span bridges, the need <str<strong>on</strong>g>for</str<strong>on</strong>g> codes or st<strong>and</strong>ard guidel<strong>in</strong>es will beessential <strong>in</strong> the future.No <str<strong>on</strong>g>for</str<strong>on</strong>g>mal code is available. Although, the <str<strong>on</strong>g>effect</str<strong>on</strong>g>s are already found when passthrough roads <strong>in</strong> the city of Jakarta.The ILST was also per<str<strong>on</strong>g>for</str<strong>on</strong>g>med the typical test <str<strong>on</strong>g>for</str<strong>on</strong>g> the build<strong>in</strong>g, pedestrian <strong>and</strong> Streetof Thamr<strong>in</strong> <strong>in</strong> Jakarta.

A road, pedestrian <strong>and</strong> build<strong>in</strong>g model <strong>in</strong> Ind<strong>on</strong>esian Low Speed Tunnel (ILST)3.2 Pollutant Dispersi<strong>on</strong>There are proposals to c<strong>on</strong>trol various air polluti<strong>on</strong> problems <strong>in</strong> Ind<strong>on</strong>esia, particularly <strong>in</strong>big cities <strong>and</strong> <strong>in</strong>dustrial estates. However, the actual implementati<strong>on</strong>s are still a l<strong>on</strong>g way.In 1992 the m<strong>in</strong>istry of envir<strong>on</strong>ment released a proposal <str<strong>on</strong>g>for</str<strong>on</strong>g> c<strong>on</strong>trol<strong>in</strong>g the airpolluti<strong>on</strong>, which is called The Blue Sky Program 10 . It is an <strong>in</strong>tegrated program toharm<strong>on</strong>ize various codes from several m<strong>in</strong>istries which relate to air polluti<strong>on</strong> c<strong>on</strong>trol.The available st<strong>and</strong>ards are be relevant <strong>on</strong>ly to diffusi<strong>on</strong> of chemical particles (SNI19-1502-1989 <strong>and</strong> 19-1128-1989), no <str<strong>on</strong>g>w<strong>in</strong>d</str<strong>on</strong>g> <str<strong>on</strong>g>effect</str<strong>on</strong>g> discussi<strong>on</strong> <strong>on</strong> air polluti<strong>on</strong>. Only a fewresearchers th<strong>in</strong>k about <str<strong>on</strong>g>w<strong>in</strong>d</str<strong>on</strong>g> <str<strong>on</strong>g>effect</str<strong>on</strong>g> <strong>on</strong> air polluti<strong>on</strong>.The SNI 19-14004-1997 was <strong>in</strong>tended to provide a general guidel<strong>in</strong>e that can beimplemented <strong>in</strong> any <strong>in</strong>stituti<strong>on</strong>, company or local government. It does not relate to otherst<strong>and</strong>ard or obligatory to follow.Some researches or scientific <strong>in</strong>vestigati<strong>on</strong>s <strong>on</strong> pollutant dispersi<strong>on</strong> <strong>in</strong> Ind<strong>on</strong>esianbig cities have been d<strong>on</strong>e. To some extent, ILST is also able to test the dispersi<strong>on</strong> model.Up till now, <strong>on</strong>ly a few <str<strong>on</strong>g>for</str<strong>on</strong>g>mal code or SNI are available to c<strong>on</strong>trol the air polluti<strong>on</strong>.3.3 Forest FiresThis is a real big problem every year, the smoke of fire has frightened people <strong>in</strong> thesurround<strong>in</strong>g cities. Schools <strong>and</strong> offices were closed, people were encouraged not to gooutside, even several flights to the area were canceled. Up till now, no code or SNI isdesigned to overcome the problems.


4 CONCLUSIONThere are many reas<strong>on</strong>s to prepare Ind<strong>on</strong>esian codes or st<strong>and</strong>ards. The relatively newst<strong>and</strong>ardizati<strong>on</strong> agency is hav<strong>in</strong>g a big task to accomplish. The code <str<strong>on</strong>g>for</str<strong>on</strong>g> <str<strong>on</strong>g>w<strong>in</strong>d</str<strong>on</strong>g> <str<strong>on</strong>g>effect</str<strong>on</strong>g> <strong>on</strong><strong>structures</strong> <strong>and</strong> envir<strong>on</strong>ment are the most important st<strong>and</strong>ards to prepare.Internati<strong>on</strong>al c<strong>on</strong>ferences or workshops will help the upcom<strong>in</strong>g Ind<strong>on</strong>esian st<strong>and</strong>ardto be accepted not <strong>on</strong>ly <strong>in</strong> the country but also by the neighbour<strong>in</strong>g countries.There is still a shortage of st<strong>and</strong>ards <str<strong>on</strong>g>for</str<strong>on</strong>g> <str<strong>on</strong>g>w<strong>in</strong>d</str<strong>on</strong>g> <str<strong>on</strong>g>effect</str<strong>on</strong>g> <strong>on</strong> <strong>structures</strong> <strong>and</strong> envir<strong>on</strong>ment:l<strong>on</strong>g-span bridges, high rise build<strong>in</strong>g, chimney, <strong>in</strong>dustrial estate, air polluti<strong>on</strong> c<strong>on</strong>trol,vehicle exhaust systems, work envir<strong>on</strong>ment, <strong>and</strong> urban hous<strong>in</strong>g.As a develop<strong>in</strong>g country with a huge populati<strong>on</strong>, the implementati<strong>on</strong> of the code isalso important to emphasize. Several codes are not properly implemented.
