Actually, the flatsare <strong>on</strong>ly build <strong>in</strong> big cities, whereas the majority of Ind<strong>on</strong>esian are liv<strong>in</strong>g <strong>in</strong> n<strong>on</strong>-flat (low)hous<strong>in</strong>gs.The SNI 03-2397-1991 was prepared <str<strong>on</strong>g>for</str<strong>on</strong>g> several objectives: to secure the people <strong>in</strong>a <str<strong>on</strong>g>w<strong>in</strong>d</str<strong>on</strong>g>y area, to reduce the loss <strong>and</strong> to <str<strong>on</strong>g>w<strong>in</strong>d</str<strong>on</strong>g> hazards, to <strong>in</strong>crease the peoples knowledge<strong>on</strong> a <str<strong>on</strong>g>w<strong>in</strong>d</str<strong>on</strong>g> proof structure <strong>and</strong> to <strong>in</strong>crease the quality of hous<strong>in</strong>g. Although, this st<strong>and</strong>ardis no calculati<strong>on</strong> at all, the c<strong>on</strong>tents are complete enough <strong>on</strong> guid<strong>in</strong>g designers <strong>and</strong>builders to underst<strong>and</strong> the basic knowledge of <str<strong>on</strong>g>w<strong>in</strong>d</str<strong>on</strong>g> <str<strong>on</strong>g>effect</str<strong>on</strong>g>s. Example of SNI 03-2397-1991 descripti<strong>on</strong>On the c<strong>on</strong>trary, the SNI 03-1727-1989 describes more detailed procedures, thoughno explanati<strong>on</strong>s <strong>on</strong> the sources of <str<strong>on</strong>g>for</str<strong>on</strong>g>mulas, tables <strong>and</strong> draw<strong>in</strong>gs is given. The scope ofc<strong>on</strong>tents seems to be limited to simple build<strong>in</strong>gs. Most of <str<strong>on</strong>g>w<strong>in</strong>d</str<strong>on</strong>g> loads are represented ascoefficients of <strong>in</strong>fluences.The other SNI st<strong>and</strong>ards are related to high rised (flat) hous<strong>in</strong>g, where the quality oflife as well as envir<strong>on</strong>mental health is the ma<strong>in</strong> c<strong>on</strong>cern of the government st<strong>and</strong>ard.Actually, this typical hous<strong>in</strong>gs are relatively new to Ind<strong>on</strong>esia, even <strong>in</strong> the capital city ofJakarta, <strong>on</strong>ly a several locati<strong>on</strong>s have flat hous<strong>in</strong>g.
