In all other cases, misconduct reports must be sent to the parent County <strong>Football</strong> <strong>Association</strong> of the Clubconcerned in duplicate. <strong>The</strong> parent County F.A. of individual Clubs is documented in <strong>The</strong> <strong>Football</strong><strong>Association</strong> Competitions Directory.Assistant Referees are reminded that, in the case of a sending off offence, they must submit a misconductreport to the appropriate authority.<strong>Report</strong>s to Individual <strong>League</strong>s<strong>The</strong> Match Referee in every <strong>Contributory</strong> <strong>League</strong> game has a duty to report breaches of <strong>League</strong> rules ordirectives to individual <strong>League</strong>s. <strong>The</strong>y must be documented on the Match <strong>Report</strong> form and the form must beforwarded to the Secretary of the individual competition.If a Referee reports a Club for a breach of <strong>League</strong> rules or directives, he or she must inform a responsiblemember of the Club, that the breach will be reported and include it on the Match <strong>Report</strong> form.Travel ArrangementsEvery effort must be made to keep travelling expenses to a minimum and Match Officials have a part to playin that quest. <strong>The</strong> overall responsibility lies with the Match Referee for ensuring the most cost effective andpractical joint travel arrangements.When travelling by private car, you must claim for the journey, calculating the mileage by the shortest route.It is appreciated that, despite this instruction, you may still use another route, which, although providing aquicker journey, is not necessarily the shortest. With the modern development of orbital motorway routes,especially around large conurbations, it is often easier to circumvent these areas, rather than travel throughthem. That is your choice, but even in these cases, it is imperative that the shortest journey is claimed.You should be aware that joint travelling arrangements are not always designed on a “pick up on the way”basis. <strong>The</strong>re may be occasions where all three Officials are expected to a meet at a mutually agreed pointand then all travel together. In these cases, each individual Official is entitled to claim for the short journey tothe meeting point.When arranging for joint travel, every Match Official has an individual responsibility to ensure that thearrangements are made in good time ahead of the match day. It is not acceptable to leave the making ofarrangements until the day before the game. If, when making arrangements, it transpires that there has beena replacement to any of the Officials, the remaining Match Official(s) must contact the appropriateAppointments Officer to establish the replacement and whether joint travel is required with that replacementOfficial.<strong>The</strong>re will be no dispensation from joint travel on a Saturday. If a Match Official wishes to withdraw from thejoint travel arrangement on a Saturday, permission must firstly be sought, but he will do so at his ownexpense. It is accepted that – for midweek games – many Officials travel direct to the ground from work andthat joint travel arrangements under those circumstances are not practical. To be released from any possiblejoint travel arrangements in these situations, contact your Appointments Officer (preferably by e-mail).If a Match Official travels to a game by public transport, that Official may claim the appropriate second-classrail fare or any costs incurred by using bus, tram or ferry. In all cases of public transport being used, a receiptmust be requested and must be submitted with the Official’s expenses claim postcard. Costs incurred inusing toll tunnels, bridges and roads may also be claimed.Prior to the commencement of the season, each Match Official will be issued with postcards, to be used forclaiming expenses for each game. A completed expenses card must be submitted to the Home ClubSecretary prior to the match and should be supported with the necessary receipts, where appropriate. Acopy of the Match Officials’ expenses postcard is shown at Appendix D. <strong>The</strong>se cards will be retained byindividual Clubs and <strong>The</strong> <strong>Football</strong> <strong>Association</strong> reserves the right to inspect them from time to time to checkthe claims submitted by Match Officials.Postponement of MatchesWhere a Match Official is requested to inspect a field of play to determine its suitability for play, the HomeClub must produce a “Certificate of Match Postponement” to be completed and signed by the Match Official.<strong>The</strong> Home Club must then submit the certificate to the relevant <strong>League</strong>. A copy of the Certificate of MatchPostponements is shown at Appendix E.10 10
