In case the disputes persist theCentral Panel should serve as an arbitrator.Ensure that the researchers make their data available to thepublic within some specified time frame. While it is legitimatefor the researchers to claim intellectual property rights overtheir research, it is important that they agree to release theiroriginal data within some specified period such as three yearsfrom the date of collection. This would give sufficient time forresearchers to publish their work and gain scientific credit,while ensuring that all work done becomes available to thepublic and for management purposes within a reasonableperiod.Managing the informationClearly, the most serious lacuna in our approach to managinginformation on India’s biodiversity resources has been a lack of opennessand willingness to take everybody along. The inclusive, open approachthat I am trying to advocate depends crucially on free access to allinformation, except where very evident security concerns are involved,to all people. Today, this would be best ensured by posting all pertinentinformation on the web, in English, as well as in all Indian languages.The recent moves towards ensuring freedom of information havefortunately removed all bureaucratic hurdles to such an endeavour. Theinformation to be thus made available should include all research andsurvey results, pertinent satellite imagery, resource maps, WorkingPlans and Management Plans, as well as on-going schemes of habitatmanipulation interventions, along with the information collectedthrough the People’s Biodiversity Registers, and any other pertinentinformation. A competent technical group involving ecologists,statisticians and computer scientists should help in organizing all therelevant information in a suitably designed web-based InformationSystem. This effort may be conducted in collaboration with the recentinitiative of the National Biodiversity Authority to develop acountrywide, networked Biodiversity Information System.It is only when we successfully institute such a “share and inform,promote and facilitate” approach in place of the current “control andcommand” approach, that we would be able to do justice to India’srich heritage of biodiversity resources and associated knowledge.20
