The PPA-PDO Manila/Northern Luzon, through its Corporate OperatingBudget intends to apply the sum of Sixty One Million Nine HundredEighteen Thousand Two Hundred Seventy Two and 00/100 Pesos(P61,918,272.00) being the Approved Budget for the Contract (ABC) for firstyear (2013-2014) only to payments under the Contract for Port SecurityServices for PDO Manila/Northern Luzon and PMOs Under Its Jurisdiction.Bids received higher than the ABC shall be automatically rejected at bidopening. Corollarily, bids should be in compliance with the latest PADPAOrates.2. The PPA-PDO Manila/Northern Luzon now invites bids from prospectivebidders for the Procurement of Port SecurityServices for PDOManila/Northern Luzon and PMOs Under Its Jurisdiction. Delivery of theservices is required for three (3) years, at the following offices:OFFICESNO. OF GUARDSHead Office 48Port District Office (proper) 24PMO-North Harbor 45PMO-South Harbor 60PMO-Limay 34PMO-San Fernando 24TOTAL 2353. Prospective Bidders should have completed, within the last five (5) yearsfrom the date of submission and receipt of bids, a single contract that issimilar to the Project, the value of which must be at least fifty percent (50%)of the Approved Budget for the Contract (ABC) to be bid. The description ofan eligible bidder is contained in the Bidding Documents, particularly, inSection III, Instructions to bidders.4. Bidding will be conducted through open competitive bidding proceduresusing a non-discretionary “pass/fail” criterion as specified in theImplementing Rules and Regulations (IRR) of Republic Act (RA) 9184,known as the “Government Procurement Reform Act”, and is restricted toFilipino citizens/sole proprietorships, partnerships, or organizations of whichmust be one hundred percent (100%) interest or outstanding capital stockbelonging to citizens of the Philippines, and to citizens or organizations of a

country the laws or regulations of which grant similar rights or privileges toFilipino citizens, pursuant to RA 5183 and subject to Commonwealth Act138.5. Interested bidders may obtain further information and inspect the BiddingDocuments from 8:00 A. Bids must be delivered to and received by the Secretariat of the Bids andAwards Committee at the PDO Manila/Northern Luzon Conference Room,3 rd Floor, PDO Manila Building, 22 Muelle de San Francisco, South Harbor,Port Area, Manila not later than 9:00 A. M. on February 20, 2013. The PPA-PDO Manila/Northern Luzon reserves the right to accept or rejectany bid, to annul the bidding process, and to reject all bids at any time priorto contract award without thereby incurring any liability to the affectedbidder or bidders.10.
