<strong>For</strong> Retailer, Player<br />

Keeping Scratchers secure is a priority of the <strong>Missouri</strong> <strong>Lottery</strong>, and ensuring they remain protected in retail<br />

locations before they are sold usually is up to retailers. But the <strong>Missouri</strong> <strong>Lottery</strong> is taking steps to help retailers<br />

keep tickets secure and prevent financial loss.<br />

Beginning with game 673, “100 Million Dollar Blockbuster,” the three-digit validation number is now being<br />

boxed and placed in various areas within the play region of the Scratchers tickets. Prior to game 673, the three<br />

validation numbers were located within the VIRN (Void If Removed Number) at the bottom of the ticket and<br />

were identified with a line above them. Now the three numbers will be boxed and “floated” to various areas of<br />

the ticket.<br />

“Floating the validation numbers will better protect retailers and players,” said Daryl Backes, security<br />

specialist with the <strong>Missouri</strong> <strong>Lottery</strong>. “It might require a little more scratching of the ticket and add a few more<br />

seconds to the transaction, but the advantages will outweigh any disadvantages.”<br />

Backes said the lottery industry is beginning to “float” or move the validation code to better protect retailers<br />

and players against dishonest clerks. He said the <strong>Missouri</strong> <strong>Lottery</strong> has been involved in cases where retail<br />

employees have been scratching or “pin pricking” Scratchers tickets just enough to see the validation code.<br />

The winning Scratchers tickets are then validated and the prizes paid out, and the non-winning tickets are sold<br />

to unsuspecting players.<br />

“Retailers can lose thousands of dollars, and of course, players are denied the chance to<br />

purchase a winning ticket,” Backes said.<br />

Mike Cavender, the <strong>Lottery</strong>’s sales management analyst, said there will be a<br />

transition period when the older tickets will still have the validation code located at<br />

the bottom of the ticket within the VIRN, while the newer ones will have the floating<br />

boxed numbers.<br />

“It will be a little difficult during the transitional period<br />

to determine where the validation code might be, but it’s also been<br />

difficult teaching new store employees about the over-lined three<br />

numbers,” Cavender said.<br />

“Boxing the numbers should make it easier to teach new employees<br />

about validating tickets, and moving the boxed numbers around on the<br />

ticket will make it a lot more difficult for unscrupulous employees to pin<br />

prick the tickets without getting caught,” he continued.<br />

New Mega Game Is A Blockbuster<br />

The red carpet is down, and crowds are eagerly awaiting the latest blockbuster, the <strong>Missouri</strong><br />

<strong>Lottery</strong>’s “100 Million Dollar Blockbuster” Scratchers game. With 10 $1 million prizes and<br />

more than $100 million in cash prizes, this new $10 game is expected to be a crowd favorite.<br />

“100 Million Dollar Blockbuster” is the fourth mega Scratchers game issued by the<br />

<strong>Missouri</strong> <strong>Lottery</strong>.<br />

“We pack a lot of winners into our mega games, and this game is no exception,” said Bill<br />

Burton, instant product manager for the <strong>Missouri</strong> <strong>Lottery</strong>. “In this newest game, there are more<br />

than 180,000 prizes from $100 to $500 and more than 4,800 prizes from $1,000 to $20,000.”<br />

Top prize winners will have the option of collecting their prize in annual payments of<br />

$50,000 for 20 years or a cash payment equal to the cost of the $1 million annuity.<br />

$3 Billion To The State And Growing!<br />

Congratulations <strong>Missouri</strong> <strong>Lottery</strong> players! Because of you, the <strong>Missouri</strong> <strong>Lottery</strong><br />

has exceeded $3 billion in proceeds to the state of <strong>Missouri</strong> and public education<br />

with its August revenue transfer.<br />

The $3 billion in transfers represents the total amount in proceeds that the <strong>Missouri</strong><br />

<strong>Lottery</strong> has contributed since it began selling tickets on Jan. 20, 1986. Through<br />

fiscal year 1993, the <strong>Lottery</strong>’s proceeds of $542,540,033 went to the state’s General<br />

Revenue Fund. In August 1992, <strong>Missouri</strong> voters approved an amendment to direct<br />

all <strong>Lottery</strong> proceeds to public education, and since July 1993, when the law took<br />

effect, the <strong>Lottery</strong> has contributed $2.5 billion to the state’s public education system.<br />

included in the fall issue of the Winning Times.

Play Pick 3, Get Second Chance To Win<br />
