Page 14Important InformationACCOUNT FEE FOR WATER SERVICEThe City’s water ordinance requires that all water service customerspay a non-refundable application fee to establish a wateraccount. This fee will appear on your first water bill. Payment ofthis fee and all other water bills may be made by one of thesemethods:In person at City Hall, during regular business hours.By the night deposit box located next to the front doorsof City Hall.By mail.By signing up for Autopay, which is a direct debit to yourchecking account or major credit card.ANTI-GRAFFITI PROGRAMTo help combat graffiti, the City Council implemented a proactivegraffiti abatement program. Residents may report graffiti by callingthe Fountain Valley Police Department at (714) 593-4485.The City advocated legislation increasing the sentencing for individualsconvicted of graffiti. Anti-graffiti signs are posted throughoutthe community. The Police Department also offers a rewardof up to $500 for citizens that provide information leading to thearrest and conviction of graffiti violators.BICYCLE REGISTRATIONThe State of California requires bicycles to be licensed. Bicyclelicensing is done at the Fountain Valley Police Department’s frontdesk by our Fountain Valley Police Department’s Explorers. Theyare done only on the 1 st Saturday of the month from 9:30 a.m. to
C I T Y O F F O U N T A I N V A L L E Y Page 151:30 p.m. Bicyclists are required to observe proper traffic safetyand to abide by certain regulations: (1) must have lights while ridingat night; (2) ride single file in the appropriate lanes followingthe painted arrows. Bicyclists are subject to ticketing for failingto abide by traffic regulations. Any juvenile receiving a citationmust attend a Bicycle Safety Lecture at the Police Department.BUILDING PERMITSThinking of adding on, altering, repairing or demolishing yourhome? Permits are required for just about all building, electrical,mechanical and plumbing work. You or your contractor will needto come to the City Hall Building Department and apply for abuilding permit.Selling/Buying a Home: Realtors and/or prospective buyersmay require the permits for work or repairs to the originalstructure. Check with the Building Department for acopy of the permit(s).Getting What You Paid For: Building Permits include inspectionto ensure that work performed meets current BuildingCode requirements.Safety: Issuance of a Building Permit and inspection checks bybuilding personnel for specific building standards helpsafeguard public welfareand property.When in doubt, call the City of Fountain Valley Building Department,at (714) 593-4429.BURGLAR ALARMSBurglar alarms require a permit if the alarm is connected to eitheran alarm monitoring station or the Police Department.
