InstructionsLocal Postmaster Responsibilities:1. File requests <strong>for</strong> <strong>BMC</strong> entry by completing and submitting this <strong>for</strong>m in cooperation with the mailer.2. Ensure the request is <strong>for</strong> non-PVDS mailings subject to Standard Mail rates.3. Send two copies of this completed <strong>for</strong>m to the <strong>BMC</strong> manager at least one week be<strong>for</strong>e the date on whichthe first mailing is expected to be entered at the <strong>BMC</strong>.4. Ensure that the mailer has copies of all relevant authorizations (i.e., authorization to mail at special rates,postage payment system authorization, etc.).5. Furnish the <strong>BMC</strong> with a copy of the current zone chart(s) <strong>for</strong> acceptance of zone-rated mail at the localpost office where the mailer's permit(s) are held.<strong>BMC</strong> ResponsibilitiesBMEU Supervisor:1. Review <strong>Form</strong>s <strong>4410</strong> submited by local postmasters to ensure that mailings to be entered at a <strong>BMC</strong>under the request meet the entry criteria.2. Determine whether the volume of mailings to be presented can be processed through the <strong>BMC</strong>efficiently, in a timely manner, and within normal hours of operation.3. Prepare a recommendation <strong>for</strong> approval or denial of the request to support the decision to be issuedby the <strong>BMC</strong> manager. The recommendation should include in<strong>for</strong>mation on potential savings, costavoidance, or customer service considerations.4. Retain the original copy of each approved and denied <strong>Form</strong> <strong>4410</strong> in the official authorization filemaintained in the BMEU . This file is the oficial record of all submitted authorization requests. Updateapproved authorizations whenever thay are changed or canceled.<strong>BMC</strong> Managers (Or designee):1. Review the recommendation from the BMEU supervisor and issuing a determination approving ordenying the request.2. Notify local postmasters of approved and denied requests and providing them with instructions <strong>for</strong>notifying the mailer. Approved requests must include the applicable mailing conditions and aschedule <strong>for</strong> the mailer to follow <strong>for</strong> deposit of the mailings at the <strong>BMC</strong>.
