Evaluation – construction specificAssist OEWD with independent economic analysis of workforce effects of the constructionsector in San FranciscoSample activities under this section may consist of:• Conduct research and analysis of comprehensive data on the effects of San Francisco'sLocal Hiring Policy• Analyze economic data through certified payroll and other City Department data onconstruction and review construction workforce issues and their impact on the SanFrancisco economy• Conduct construction focused labor market study• Review policies and procedures and analyze strategies to improve operations of the LocalHiring Program4. City-wide Job Development ServicesTo support the business engagement, job development, and job placement effortsof the City’s network of One Stop Career Centers and Sector Initiatives.Sample Activities may include:4
• Partnering with staff at the One Stop Career Link centers to understand the skillsand needs of job-ready clients from various targeted populations, so as to developjob opportunities that meet the needs of the One Stop and Sector clients• Acting as the single point of contact with San Francisco employers for workforcesystem services and providing additional services to employers including:o Job description creationo Employee retention strategieso Information on tax credits and hiring incentiveso Connections to other City services, etc.• Participating in employer and industry associations to gain insight on emergingtechnologies, industry challenges, etc.• Participating in workshops promoting local business incentives including taxcredits, etc.• Providing training and assistance to One Stop and Sector staff in areas includinglocal employer engagement strategies, candidate pre-screening and assessmentstrategies, resume polishing, interview preparation, etc.• Provide appropriate tracking and analysis of activities, including employerengagement efforts, job opportunities developed, job opportunities filled withworkforce system clients, candidate sourcing methods, etc.• Providing knowledge of successful models and partnering with OEWD to employ“Best Practices” for reaching employers and developing appropriate jobs for theCity’s workforce development system.5. Marketing, Branding, Collateral and Website DevelopmentAssess and advise OEWD concerning strategic communication and marketing toensure consistent messaging among all programs and initiatives.Sample activities may include:• Analysis of stakeholders and how they affect messaging in all available media(website, print collateral, etc)• Creation, presentation, implementation, and analysis of effectiveness of a mediaoutreach plan including recommendations on translation and interpretation serviceneeds• Creation, presentation, implementation, and analysis of effectiveness of a stakeholderoutreach plan, including recommendations on translation and interpretation serviceneeds• Analysis of current web and/or paper collateral and recommendations for additionalpieces to effectively market Workforce services to the public, other CityDepartments, and community stakeholders• Design and production of web-based videos to highlight effective services foremployers and job seekers, and to present training for contracted staff on high prioritypolicies and/or procedures• Graphic design and layout of web/paper collateral to further brand and effectivelymarket Workforce services to the public, other City Departments and communitystakeholders.5
