8A WISE COUNTY MESSENGER, Decatur, Texas, Saturday, July <strong>20</strong>, <strong>20</strong>13BRIDGEPORTDebt to be issued forstreet, sidewalk projectBY ERIKA PEDROZAepedroza@wcmessenger.comBridgeport citizens are one step closerto seeing sidewalks downtown andimproved streets around town.Tuesday, the city council authorizedthe publication of its intent to sell $5.2million in certificates of obligation tofund the project and associated costs— the first step in the process.According to a schedule devised bySouthwest Securities — the city’s financialadviser — after the notice ispublished for two consecutive weeks, aspecial meeting is scheduled for Thursday,Aug. 29, to issue the bonds, whichwill be closed and delivered Sept. 26.“In order for the debt service to actuallyimpact the I&S portion of our taxrate the next fiscal year, the debt hasto be on the books prior to the beginningof the fiscal year, which meansthat we would have to take deliveryof the bonds before Sept. 30,” City AdministratorBrandon Emmons said.Work on the multi-year project willbegin in the next fiscal year and isslated to be completed in two to threeyears.“The idea is to take our existing concreteroads that we have and use thatas a basis and work from there, extendout some of the cross streets,” Emmonssaid.Streets tentatively identified include11th, 12th, 14th, 15th and 17th streetsfrom Cates Street to MockingbirdLane/Elementary Drive. Whensked why there was such aStreet downtown, subdrains in thewest side of town and any associatedutilities.“If we can’t fund it all (with bonds),we can look at capital improvementbudget over the next few years,” Emmonssaid.The intended bond total does notreflect the Bridgeport Economic DevelopmentCorp.’s (EDC) request tocombine efforts with $1.2 million inbond-funded infrastructure improvementsat Endeavor Bridgeport businesspark.Staff presented information abouthow the additional debt would affectthe city’s debt ratio and bond rating,which deterred the council from combiningthe projects.Also, had the bond issues been combined,the city and EDC would be requiredto enter an interlocal agreementoutlining each one’s responsibilities— presumably that the EDC wouldpledge a portion of its sales tax proceedsto repay the city.Such an arrangement would meanif sufficient EDC funds were notavailable, the city would be responsiblefor the payments.“I understand the need to developEndeavor because I believe itwill benefit the city,” CouncilwomanKathy Kennedy said. “However …it makes me a little apprehensive toextend that [issuance] … especiallyright now.
