Regional Hydropower CompetenceCentre<strong>HYCOM</strong> will facilitate an <strong>ASEAN</strong> wide knowledgeexchange on mini and micro hydropower (1kW upto 1MW).• The objective of <strong>HYCOM</strong> is to provide an <strong>ASEAN</strong>-widecompetence centre, offering training as well as facilitatingresearch and development to the MHP sector.• The main focus will not be on theoretical, scientificresearch, but on demand orientated technical assistance,training and support of the MHP sector mainly in <strong>ASEAN</strong>countries.2

The <strong>HYCOM</strong> centre is situated inthe Cibabat area of Bandungwithin the compound of theTechnical EducationDevelopment Centre (TEDC).Regional Hydropower CompetenceCentre at TEDCTEDC is well equipped withaccommodation and lecturefacilities which are ideal to beutilized for group trainingpurposes.12

Entec Indonesia and TEDC, Technical Education DevelopmentCentre, Bandung, Indonesia, forming a consortium for the <strong>HYCOM</strong>project• Public Partner:The <strong>ASEAN</strong>-German Mini Hydro Project (AGMHP), jointlyimplemented by the <strong>ASEAN</strong> Center for Energy (ACE) and theGerman Technical Cooperation (GTZ) on behalf of <strong>ASEAN</strong> and theGovernment of Germany.13

<strong>HYCOM</strong>Equipment<strong>HYCOM</strong> is equipped with a high class Swissstandard hydraulic laboratory, <strong>HYCOM</strong> willcombine European and <strong>ASEAN</strong> field andlaboratory experience to improve the practicalimplementation of MHP projects in the region.15


In 2005 PT. EntecIndonesia acquired theequipment from ahydraulic laboratoryin University of Zurichwith the assistance ofREPIC (RenewableEnergy & EnergyEfficiency Promotion inInternational Cooperation)a supportprogram of the Swissgovernment.16

<strong>HYCOM</strong> Customers<strong>HYCOM</strong>’s target groups and potential customers will be private andpublic sector actors and educational institutions actively involved inMHP development, mainly active in the <strong>ASEAN</strong> region:– Equipment manufacturers, suppliers, consultants– Lecturers, trainers and students from private and stateuniversities, vocational schools and other educationalinstitutions.– Mini hydro associations– Operators and managers of MHP plants– Regional, bilateral and national MHP support programs (e.g.AGMHP, MHPP,TSU, IMIDAP)– Political decision makers and representatives of governmentdepartments– Potential investors and financiers– Appropriate technology and research institutions active in minihydropower technology development and dissemination32


Expected impact on target groups• <strong>HYCOM</strong> allows to increase the know how of institutions andindividuals active in the MHP sector in <strong>ASEAN</strong> countries, e.g. localmanufacturers, consultant companies, public institutions,educational and research organisations, utilities etc.• <strong>HYCOM</strong> can capitalize the extensive experience and know-howaccumulated in Indonesia for other <strong>ASEAN</strong> countries as a basis forpromoting standardised technology packages to MHP developers.This will ultimately contribute to improved sustainability of MHPprojects implemented in the region.33
