LionsLionsClubsClubs <strong>International</strong> Foundation<strong>International</strong> Foundation<strong>How</strong> <strong>to</strong> <strong>Apply</strong> <strong>for</strong> <strong>an</strong> <strong>LCIF</strong> <strong>International</strong> Assist<strong>an</strong>ce Gr<strong>an</strong>tWhat is the <strong>International</strong> Assist<strong>an</strong>ce Gr<strong>an</strong>t Program?The <strong>International</strong> Assist<strong>an</strong>ce Gr<strong>an</strong>t (IAG) program enables Lions clubs in developed countries <strong>to</strong>partner with Lions clubs in lesser-developed regions on projects that make a real difference <strong>for</strong>communities in need. IAGs fund collaborative projects that provide direct <strong>an</strong>d immediate services<strong>to</strong> the disadv<strong>an</strong>taged. In addition, the program supports projects that aid the blind or disabled.Key Elements of <strong>an</strong> IAG Project:• Addresses import<strong>an</strong>t hum<strong>an</strong>itari<strong>an</strong> needs through international exch<strong>an</strong>ge• Involves at least two Lions clubs or districts from different countries• Serves a large or particularly needy population by providing long-term benefits• Project is clearly identified as a Lions’ activity• At least 50 percent of project funding is raised through Lions or other sources• Gr<strong>an</strong>t r<strong>an</strong>ge is from US$5,000 <strong>to</strong> US$30,000What is <strong>an</strong> IAG Project?The scope of possible IAG projects is potentially limitless, considering the large number ofcommunities served by Lions clubs in Eastern Europe, Africa, South Asia, Latin America <strong>an</strong>dthroughout the developing world. Potential projects include:• Water <strong>an</strong>d s<strong>an</strong>itation projects - digging wells in water-poor countries, developinglatrines/s<strong>an</strong>itation systems• Strengthening health care services - eye care missions, training of village health carepersonnel, providing health centers with essential equipment, launching needed medicalservices such as kidney dialysis units• Rural development - agricultural <strong>an</strong>d food production training, economic developmentprojects that establish vocational opportunities• Education <strong>an</strong>d literacy - providing books <strong>an</strong>d computers <strong>for</strong> low income schools, trainingteachers, literacy campaigns, vocational training• Aid <strong>for</strong> the disabled - developing rehabilitative servicesin underserved communities, establishing prosthetic limbcenters <strong>an</strong>d wheelchair b<strong>an</strong>ks, establishing or improvingindependent living centers• Environmental protection - pl<strong>an</strong>ting trees/re<strong>for</strong>estation,pl<strong>an</strong>t life preservation• Supporting Lions medical missions <strong>an</strong>d internationaleyeglass recycling ef<strong>for</strong>tsProjects or Activities Not Eligible <strong>for</strong> IAG Funding:• Projects without strong Lions’ identity orsignific<strong>an</strong>t h<strong>an</strong>ds-on involvement• Salaries <strong>an</strong>d normal operating expenses<strong>for</strong> existing programs <strong>an</strong>d institutes• Capital construction projects• Situations more appropriately funded bythe government or other institutions• Gr<strong>an</strong>ts intended <strong>to</strong> repay lo<strong>an</strong>s or <strong>to</strong>establish reserve funds or endowments• Projects that require funding only <strong>for</strong>shipping• Projects that take place in developedcountriesIAG Project Examples:• The Holt Lions Club (District11-C2, Michig<strong>an</strong>, USA) with theLions Club Valmiera (District127) conducted a four-day eyescreening mission in Valmiera,Latvia, that provided visionscreenings <strong>to</strong> 1,500 people <strong>an</strong>d more th<strong>an</strong> 800 pairs ofeyeglasses.• The Lions of District 334-E(Jap<strong>an</strong>) conduct <strong>an</strong> <strong>an</strong>nualdental mission <strong>to</strong> thePhilippines, providing oralexams, extractions, cle<strong>an</strong>ings,fillings, <strong>an</strong>d education on oralhygiene <strong>to</strong> <strong>an</strong> average of 1,000people.• The Lions Club Roma CastelS<strong>an</strong>t’Angelo (District 108-L,Italy) provided a village inBenin, Africa with a water well,two latrines <strong>an</strong>d basic hygienetraining <strong>for</strong> more th<strong>an</strong> 300people. This project wascoordinated locally by the LionsClub Co<strong>to</strong>nou Les Palmiers <strong>an</strong>dLions Club Co<strong>to</strong>nou Dauphin(District 403-A2).• The Lions Club Mijas (District116-B, Spain), with the localassist<strong>an</strong>ce of the Lions ClubMiraflores Centro (District S-1,Bolivia), provided educationalsupplies, furniture <strong>an</strong>dequipment <strong>to</strong> two low-incomeschools in Bolivia, enablingone of the schools <strong>to</strong> establisha small vocational trainingprogram in sewing <strong>an</strong>d weaving<strong>for</strong> local women.


What are the steps <strong>to</strong> applying <strong>for</strong> <strong>an</strong> IAG?Step 1: Getting StartedIAG projects involve a partnership between a sponsoring Lions district or clubthat raises funds <strong>an</strong>d other support, <strong>an</strong>d a host Lions district or club in the targetcountry <strong>to</strong> h<strong>an</strong>dle logistics <strong>an</strong>d oversight. Project ideas c<strong>an</strong> be initiated by eithera Lions club or district. Lions c<strong>an</strong> find potential partners by using the club loca<strong>to</strong>r<strong>to</strong>ol on www.lionsclubs.org <strong>to</strong> search <strong>for</strong> clubs by city, country <strong>an</strong>d district.Lions may work with non-governmental org<strong>an</strong>izations <strong>an</strong>d other agencies in thedesign <strong>an</strong>d implementation of <strong>an</strong> IAG proposal, as they are often excellentsources of technical assist<strong>an</strong>ce <strong>an</strong>d guid<strong>an</strong>ce. Collaboration of this nature,however, must feature prominent participation by Lions <strong>an</strong>d pl<strong>an</strong>s <strong>for</strong> Lions’identification <strong>an</strong>d recognition.Step 2: District or Club SupportAll applications must have the endorsement of a club president <strong>an</strong>d district governor. The sponsoring club is responsible <strong>for</strong> raisingfunds <strong>to</strong> match the <strong>LCIF</strong> gr<strong>an</strong>t request, although the host club is encouraged <strong>to</strong> contribute fin<strong>an</strong>cially as well. It is not necessary thatall of the local funding be collected at the time the gr<strong>an</strong>t is submitted; however, <strong>LCIF</strong> will not release the gr<strong>an</strong>t funds until all moniesare gathered. The budget c<strong>an</strong> include a combination of collected, pledged <strong>an</strong>d <strong>an</strong>ticipated sources of funds. The local match shouldbe in the <strong>for</strong>m of cash. Donations-in-kind may not be counted as the local matching funding.Step 3: Submitting <strong>an</strong> Application <strong>for</strong> ReviewThe sponsoring Lions are responsible <strong>for</strong> submitting the IAG application <strong>to</strong> <strong>LCIF</strong> <strong>for</strong> consideration, which must be completed <strong>an</strong>dsigned by the sponsoring Lions club president <strong>an</strong>d district governor. It needs <strong>to</strong> include the project name, amount of funds requested,<strong>an</strong>d the approximate number of people <strong>to</strong> be served. The project pl<strong>an</strong> should concisely describe the problem <strong>to</strong> be addressed, thespecific roles of the sponsoring <strong>an</strong>d host Lions, <strong>an</strong>d the project timeline. The host Lions club president <strong>an</strong>d district governor will alsoneed <strong>to</strong> sign the application. The role of the host Lions club should be clearly defined.Gr<strong>an</strong>t applications are first reviewed by the <strong>LCIF</strong> Hum<strong>an</strong>itari<strong>an</strong> Programs Department. The applic<strong>an</strong>t is notified if additional in<strong>for</strong>mationor revisions are needed. After the proposal is complete, it is summarized <strong>an</strong>d presented <strong>for</strong> approval. Gr<strong>an</strong>t applications are presentedin two ways depending on the amount requested:Internal <strong>LCIF</strong> CommitteeIf the proposal seeks between US$5,000 <strong>an</strong>d US$10,000, the proposal is evaluated by <strong>an</strong> internal <strong>LCIF</strong> committee headed by the <strong>LCIF</strong>chairperson. These proposals may be submitted throughout the year, at least eight weeks prior <strong>to</strong> the project commencement date.<strong>LCIF</strong> Board of TrusteesProposals seeking between US$10,001 <strong>an</strong>dUS$30,000 are reviewed three times a year by the<strong>LCIF</strong> Board of Trustees. These proposals must besubmitted at least 60 days be<strong>for</strong>e the desired <strong>LCIF</strong>Board of Trustees Meeting. Contact <strong>LCIF</strong> <strong>for</strong> thedates of upcoming Board meetings.Lions are encouraged <strong>to</strong> submit project applicationswell in adv<strong>an</strong>ce of the proposal deadline, as latearrivals may not be reviewed in time <strong>for</strong> considerationat the desired Board of Trustees meeting.
