FOREWORDInfluencing students to lead healthy and productive lives is likelyto be most effective when schools, the community, and parentswork together. Each has unique resources, each can accessstudents in ways the others can’t, and each has different meansof influencing the behaviors of young people. However, thecoordination of these efforts requires planning.Local school health advisory councils are one means ofplanning consistent and focused action. Councils, composed ofrepresentatives from home, school, and community, canobjectively assess the needs of young people and identify thenecessary resources. Councils can also serve as a communicationlink among the three groups to help prevent misunderstandingand clarify roles and responsibilities.Local school health advisory councils can be arranged in a varietyof ways in order to mesh with the structures of various schoolsand communities. Councils can be assigned to deal with either anarrow or broad range of health-related issues. Regardless of thestructure, they should be given clear tasks and responsibilities,and their suggestions should be seriously considered. Thismanual outlines a number of approaches to council organization,function and operation.The health of young people is directly tied to academicachievement and their potential for school success and overallquality of life. The schools alone cannot solve or prevent healthrelatedproblems. However, the schools’ ability to have a positiveimpact on students’ health behavior and academic gainsis enhanced with the help of parents and community.State Superintendent of Public InstructionChairman, State Board of Education
