These are the objects regarded as at primary risk and the subject<strong>of</strong> this project bid.This mothballing process has now been in place since autumn 2002 i.e.nine years, with little if any prospect outside a project as proposed forany improvement.The physical deterioration <strong>of</strong> this part <strong>of</strong> the <strong>Collection</strong> is obvious, andthe initiative <strong>of</strong> a new and enhanced regime <strong>of</strong> care and re-interpretationis required. The resources (capital, revenue and staffing resources) on themuseums service has been reduced in real terms since the closure <strong>of</strong> theCotswold Heritage Centre in 2002.Lack <strong>of</strong> interpretation renders the true value, relevance and significance<strong>of</strong> the <strong>Collection</strong> inaccessible to any intending visitors and to thecommunity at large.‘Out <strong>of</strong> sight’ risks being ‘out <strong>of</strong> mind’.The proposed sale <strong>of</strong> the site by its owners, Cotswold District Council,places the collections housed within its walls at high risk, and with noguaranteed future; there is insufficient physical capacity (indeed,virtually none) which would enable the absorption <strong>of</strong> this part <strong>of</strong> thecollection into the Resource Centre; instead it would be ‘homeless’.Undercover and preferably indoor storage is a minimum requirement forobjects <strong>of</strong> this age, materials (constructed predominantly <strong>of</strong> wood) andvulnerability.Conservation and management aims/Outline action plan &costs/Next steps (all cost elements to be incorporated into theConservation Management Plan)Within the development <strong>of</strong> the Conservation Management Plan, primary andlonger-term management aims include:• Build upon the essential level <strong>of</strong> goodwill and support for the project’saims and objectives from the staff <strong>of</strong> the museums service, as alreadyevidenced in the preparation <strong>of</strong> this bid.When = continuous and already in processCost = help in kind• Develop from that an evolving management agreement, to achieve shortand long-term goals in the care, interpretation and continuingpreservation <strong>of</strong> the objects selected from both the <strong>Lloyd</strong>-<strong>Baker</strong> <strong>Collection</strong>and other parts <strong>of</strong> the museums service collections.When = continuous from Stage 1 approval onwardsCost = contribution to administrative costs - £500• Undertake an on-site initial inventory check and clarification <strong>of</strong> objectsheld in the open storage and open courtyard areas, disaggregate <strong>Lloyd</strong>-<strong>Baker</strong> items from other parts <strong>of</strong> the collections, ensure a clarification <strong>of</strong>roles for each object in the future interpretation strategy, and make allinformation available for inclusion into the museums servicedocumentation record.When = commence as a primary task upon receipt <strong>of</strong> Stage 1 approval, i.e.February 2012Costs = £1,400 (5 days @ £250 per day, plus travel costs), achieved bycontractEscape to the <strong>Cotswolds</strong>: Conservation Statement – <strong>Lloyd</strong>-<strong>Baker</strong> <strong>Collection</strong>
