Moving to Northleach: the Lloyd-Baker Collection ofGloucestershire Agricultural Historyby ANN-RACHAEL HARWOOD and DAVID VINERINTRODUCTIONOn 1st July 1981, a new museum opened in its first phase at Northleach in the heart ofthe Cotswolds. It was called The Cotswold Countryside Collection, a catch-all ifrather elongated title for a museum which - in the fashion of the time - mightotherwise have been named the Cotswold Museum of Rural Life. Indeed, this latterdesignation was used, although reserved as a sub-title. Eighteen years later, as from1st April 1999, the museum was re-designated as the Cotswold Heritage Centre,reflecting a wider, more multi-functional remit for the venue as a whole and thecollections displayed there. Changes in terminology such as this send out messages ofchanging roles (or perhaps of an original indecision about roles), and serve to revealsomething of what any public institution such as a museum aspires to provide and toachieve.The two primary aims of the project were to preserve and interpret the history of thebuilding in which the museum was founded, which was originally the House ofCorrection at Northleach, and secondly to provide both a home and the base for thefuture development of one of the most extensive private collections of agriculturalhistory in the region, gathered by Miss Olive Lloyd-Baker (1902-75) at the family homeat Hardwicke Court, a few miles south of Gloucester.This study examines various key themes which led to the establishment of the CotswoldCountryside Collection at Northleach, principally the role of the private collector in themuseum community, the transfer of a significant collection into public care, and thepreservation, understanding and interpretation of an important and unusual historicbuilding. The extensive Bibliography reflects and records the way in which thesethemes have already been explored elsewhere – not least by the present writers - as theproject has developed.At its core is the story of the search for an acceptable permanent home for the Lloyd-Baker Collection and its eventual realisation at Northleach. Herein lay a challenge forthe local government order of the day, fresh from its national re-organisation as from1st April 1974 which had created a new structure of district authorities. To achievethe Northleach solution contributions (financial and otherwise) were made by all therespective district councils as well as the county council in Gloucestershire. In thisway, if no other, it can be demonstrated that the solution to the "problem" of housingthe Lloyd-Baker Collection acted as a catalyst for museum development withinGloucestershire between the death of Miss Olive Lloyd-Baker in 1975 and theopening of the first phase of the Northleach museum in 1981.THE COLLECTING TRADITIONEscape to the Cotswolds: Conservation Statement – Lloyd-Baker Collection
