ANNUAL REPORT <strong>2011</strong>-12CHAPTERNETWORKING WITH STATEINSTITUTES OF RURALDEVELOPMENT(SIRDs)AND EXTENSIONTRAINING CENTRES (ETCs)Ministry <strong>of</strong> <strong>Rural</strong> <strong>Development</strong> (MoRD), Government <strong>of</strong>India, provides financial assistance to 28 State <strong>Institute</strong>s <strong>of</strong><strong>Rural</strong> <strong>Development</strong> (SIRDs) and 89 Extension Training Centres(ETCs) in the States. These institutions are responsible fortraining and capacity building <strong>of</strong> the implementing agenciesincluding the Panchayati Raj Institutions, Officials, ResourcePersons, Members <strong>of</strong> Self-Help Groups (SHGs) andVolunteers. MoRD supports the training efforts <strong>of</strong> States byassisting the SIRDs and ETCs in meeting their recurring andnon-recurring expenditure.In the case <strong>of</strong> SIRDs, 50 per cent <strong>of</strong> recurring expenditure innon-North-East states and 90 per cent <strong>of</strong> the recurringexpenditure in North-East states is met by the Ministry, inaddition to 100 per cent reimbursement <strong>of</strong> salaries <strong>of</strong> fivecore faculty in SIRDs. In case <strong>of</strong> ETCs, `. 20 lakh per annumper ETC is provided by the Ministry towards GoI’s share <strong>of</strong>Recurring Grant. Besides, MoRD provides 100 per centassistance towards Non-Recurring Grant for development <strong>of</strong>infrastructure facilities, procurement <strong>of</strong> teaching aids, <strong>of</strong>ficeequipment, furniture, fixtures, etc., <strong>of</strong> SIRDs and ETCs, basedon their demands.The SIRDs and ETCs are also involved in implementation <strong>of</strong>“Lab-to-Land” initiative Programme launched by MoRD formobilisation, training and retraining <strong>of</strong> Bharat NirmanVolunteers (BNVs), who would facilitate implementation <strong>of</strong>rural development programmes, the developmentprogrammes <strong>of</strong> the other Departments and ‘empowerment’<strong>of</strong> the community. SIRDs and ETCs are also providing trainingto the stakeholders <strong>of</strong> the “Lab-to-land” Initiative, includingfunctionaries <strong>of</strong> the State Governments, Panchayati RajInistitutions, Banks, SHGs, NGOs, volunteers, LineDepartments, etc., who are involved in implementingvarious development programmes. The capacity building <strong>of</strong>the stakeholders is intended for facilitating awarenessgeneration, enhancing people’s participation in planning,monitoring, social audit and redressal <strong>of</strong> grievances <strong>of</strong> thepeople.NIRD has a mandate to strengthen the SIRDs and ETCs tobuild the capacities <strong>of</strong> large mass <strong>of</strong> <strong>Rural</strong> <strong>Development</strong> andPanchayati Raj functionaries through training and retraining.These efforts are expected to result in improved planningand implementation <strong>of</strong> development programmes. As a part<strong>of</strong> this networking effort, NIRD has been coordinating severalschemes and events as highlighted in this chapter.1. <strong>National</strong> Colloquium with Secretaries <strong>of</strong> theState RD&PR Departments & State <strong>Institute</strong>s<strong>of</strong> <strong>Rural</strong> <strong>Development</strong> (SIRDs)One <strong>of</strong> the functions <strong>of</strong> NIRD in relation to networking withSIRDs and ETCs was the convening <strong>of</strong> a <strong>National</strong> Colloquiumwith Heads <strong>of</strong> SIRDs in which the Secretaries in charge <strong>of</strong>RD&PR are also invited.The XXIV <strong>National</strong> Colloquium <strong>of</strong> the State Secretaries [<strong>Rural</strong><strong>Development</strong> & Panchayati Raj] and Heads <strong>of</strong> the State<strong>Institute</strong>s <strong>of</strong> <strong>Rural</strong> <strong>Development</strong> [SIRDs], was organised byNIRD, at Gangtok, Sikkim, on 27 April, <strong>2011</strong> in associationwith the Ministry <strong>of</strong> <strong>Rural</strong> <strong>Development</strong> (MoRD),Government <strong>of</strong> India.The Colloquium was followed by a two-day <strong>National</strong>Workshop on Accelerating <strong>Rural</strong> <strong>Development</strong> andStrengthening Local Self-Governance, during 28-29 April,<strong>2011</strong> organised by MoRD. The inaugural session <strong>of</strong> the<strong>National</strong> Colloquium was chaired by Shri Mathew C.Kunnumkal, IAS, Director General, NIRD, Hyderabad.
