RESUME<strong>Ibrahim</strong> <strong>Lotfy</strong> <strong>Mohamed</strong> <strong>Ahmed</strong>• Deputy-Director (2002-2004), (Consultation) of the Middle Technical InstitutesDevelopment Project (ETCP), Ministerial Decree No. 1414 dated 26/8/2003The ETCP sub-project is progressing well and has made the following achievements: (i)clustered the 45 Egyptian Middle Technical Institutes into 8 TCs; (ii) nominated 8directors and 16 deputy directors for the TCs a well established process; (iii) establishedthe Supreme Council for Technical Colleges (SCTC); (iv) established Boards of Trustees(BOTs) for each TC; and (v) finalized new bi-laws for the TCs for H.E. the minister’sapproval. The new bi-laws will activate the BOTs and provide greater autonomy to theTCs, including their role in diversifying funding sources.MAIN RESPONSIBILITIESWorks with the Director in the implementation of policies, procedures, and goalsestablished by the Library Board.Works with the Director in the preparation of the annual budget. Shares responsibilitywith the Director for facilities planning and assessment.Full delegated authority to act on behalf of the Executive Director in his absence.Responsible for the development and execution of the Foundation's technical strategy.Provides leadership and direction for technical staff, setting an effective agenda andensuring performance goals are met and set.Serves as a mentor, coach and guide to senior staff, particularly with regards to theWikimedia community and wiki technology.Represents the organization to the public, key stakeholders and business partners.Provides guidance, as requested by the Executive Director, for fundraising and donormanagement, business development and partnership activities.Provides guidance, as requested by the Executive Director, for program activitiesincluding outreach, volunteer coordination and partnerships development, as well asmarketing, media relations, public relations and issues management activities.Other duties as requested by the Minister of Higher Education or by the ExecutiveDirector of the Project.• (2002-2004), PMU (Project Management Unit) Consultant in the MOHE (Ministry ofHigher Education) responsible for folllowing-up Technical Colleges infrastructure andfurbishing. Ministerial Decree No. 2166 dated 2/12/2003.• (2002-2004), Executive Consultant responsible for following-up the MTIs Projectaccording to the Protocol between the MOHE (Ministry of Higher Education) and ArabGulf Program, Ministerial Decree No. 312 dated 4/3/2004.• Adjunct Assistant Professor at Concordia <strong>University</strong> – Montreal –Canada (May 2006 toa year after) and still in contact with www.concordia.ca (Reference Prof. Rama Bhat).• Depputy -Director of Foreign Trade Research Center FTRC, <strong>Helwan</strong> <strong>University</strong> 2007to date. Responsible for sitting up plans to tie the different graduate departments ofuniversity faculties with the Public union of Industries.
