Al Santos, Venu P, <strong>and</strong> Wallon Young were not present at the initial meeting at 10:30am because <strong>of</strong> scheduling conflicts, so we resumed the meeting when they arrived at Lower Base so theycould answer the outst<strong>and</strong>ing questions.Bidder Information:3) Bidders can use their own form for the bid bond, provided that all necessary information is present4) Mr. Gogineni wanted to know exactly how the ARRA defines an American-made product that would qualifyfor the ‘Buy America’ provisions. Section 1605 does not <strong>of</strong>fer a precise definition <strong>of</strong> the qualifications, suchas a percentage <strong>of</strong> components that must be American. He explained that his manufacturer, Alfa Laval, hasbuilt separators that are 100% ‘made in America’ to meet US military specifications, but they are extremelyexpensive. ARRA may grant a waiver if the bidder can demonstrate that the cost <strong>of</strong> procuring a product thatmeets ‘Buy America’ provisions is more than 25% more expensive than an internationally-made product. Iexplained that I have contacted ARRA for a precise definition, but have not received a response.5) The bidders should supply all connection materials, including piping <strong>and</strong> cabling, up to <strong>and</strong> including thecounter flange. CUC now has qualified welders <strong>and</strong> will fabricate required connection materials after thecounter flange.6) Parameters must be properly set for the separator by the manufacturer.7) Training must be provided by the bidder. The bidder should make allowances for training six individuals inspecific areas <strong>of</strong> administration, operations, <strong>and</strong> mechanical. 9) A lifting tool shall be provided by the bidder, but chain block, frame, hoist, <strong>and</strong> other materials required formoving the separators will be provided by CUC.
