Soco has said <strong>in</strong> a public statement thatit “does not condone, partake <strong>in</strong> or tolerate corruptor illegal activity whatsoever.” 2Soco has yet to f<strong>in</strong>d oil <strong>in</strong> <strong>the</strong> park. Follow<strong>in</strong>gsusta<strong>in</strong>ed pressure from campaigners, it pledgedon 11 June that, after complet<strong>in</strong>g seismic test<strong>in</strong>g,it would not “undertake or commission anyexploratory or o<strong>the</strong>r drill<strong>in</strong>g with<strong>in</strong> VirungaNational Park unless Unesco and <strong>the</strong> DRCgovernment agree that such activities are not<strong>in</strong>compatible with its World Heritage status”. Theambiguity of Soco’s position leaves <strong>the</strong> door opento <strong>the</strong> park be<strong>in</strong>g fully or partly declassified for oil.This was underl<strong>in</strong>ed by a report <strong>in</strong> <strong>the</strong> Times on <strong>the</strong>day of <strong>the</strong> announcement, where Soco Deputy CEORoger Cagle said Congo and Unesco could agree toredraw Virunga’s boundaries. 3The video and audio record<strong>in</strong>gs were collected by acourt-appo<strong>in</strong>ted <strong>in</strong>vestigator, community activistsand French freelance journalist Mélanie Gouby.The footage shows a Soco ally try<strong>in</strong>g to bribe asenior park ranger to spy on <strong>the</strong> head of Virunga,local Soco agents hand<strong>in</strong>g out envelopes of cashto villagers to hold a demonstration, and a topCongolese parks official tell<strong>in</strong>g rangers <strong>the</strong>y “will bepaid money, money, money” if <strong>the</strong>y collaborate with<strong>the</strong> company. Soco officials, meanwhile, labelled<strong>the</strong> head of <strong>the</strong> park, Emmanuel de Merode, as <strong>the</strong>irmajor obstacle <strong>in</strong> secret record<strong>in</strong>gs, and denigrated<strong>the</strong> park. Its operations supervisor <strong>in</strong> Congo said <strong>the</strong>world heritage site was “just a fuck<strong>in</strong>g m<strong>in</strong>e”.Activists and park rangers <strong>in</strong> Nyakakoma have beenarrested, and <strong>in</strong> some cases beaten or stabbed, bysoldiers and <strong>in</strong>telligence agents after criticis<strong>in</strong>g orobstruct<strong>in</strong>g Soco’s operations. Several of <strong>the</strong>se caseshave recently been documented <strong>in</strong>dependentlyby Human Rights Watch, which has called onCongolese authorities “to make sure that peopleare safe when <strong>the</strong>y try to uphold <strong>the</strong> law, protect<strong>the</strong> park, and peacefully express <strong>the</strong>ir views”.Soco has said it is not connected to <strong>the</strong> <strong>in</strong>cidents
