Chapter III Regulations for Airport Charges in the third and fourth timetable periods, 75%; in the fifth timetable period, 50%. For intracontinental connections (according to IATA) a support period of 5 timetable periods is available. The support consists of rebates on the charges named under 6.1: in the first and second timetable periods, 75%; in the third and fourth timetable periods, 50%; in the fifth timetable period, 25%. The following table gives an overview on the categorised support: time table period connection type 1 and 2 3 and 4 5 intercontinental 100% 75% 50% intracontinental 75% 50% 25% 6.5 Applications for support will be accepted until 31.12.2005. Support applications already approved at this date will remain valid. If Notification of Change has not been published by the Airport in the Notice to Airmen ("Nachrichten für Luftfahrer" or "NfL") no later than one month before the current closing date for applications, the application period will automatically be extended by a further year. 6.6 The support provided must not exceed 50% of the airline's investment costs for the new connection, as defined by the Charleroi Ruling of 12.02.2004. The airline must provide documentary evidence, in an appropriate form, of the costs and expected traffic for the new connection. The documentation procedures are to be agreed on a case-by-case basis. 6.7 A route will not receive support if the airline making application, or an airline which through an alliance or according to § 15 of the Stock Act (“Aktiengesetz” or “AktG”) is associated with the airline making application, served the route within a period of one year before the date of application for support. Furthermore, support will not be received for a route where the time period between the application for support and commencement of service exceeds six months. 6.8 If, within the support period, a supported route is cancelled for substantiated commercial reasons and service is at the same time commenced on a new route, having the same value and meeting the requirements for support, the Airport may transfer the remaining support level and period to the new route. 6.9 If a supported route is cancelled without replacement during the support period, or if service on a supported route does not commence within six months of the application for support, the airline and all associated Flughafen Hamburg GmbH Airport Charges Part I, Effective August, 1 st 2008 10
Chapter III Regulations for Airport Charges airlines, whether associated through an alliance or according to § 15 of the Stock Act (“Aktiengesetz” or “AktG”), will not receive any further support: • for this route; • for new routes o for a period of one year after the date of cancellation of service or o for a period of 18 months after the date of application for support on a route for which service did not commence. Support provided for other, existing routes remains unaffected. 6.10 For the purposes of paragraph 6.4, an intercontinental route is a flight connection to a destination outside of IATA Europe. The following countries constitute IATA Europe: Albania, Algeria, Andorra, Armenia, Austria, Azerbaijan, Belarus, Belgium, Bosnia & Herzegovina, Bulgaria, Croatia, the Czech Republic, Denmark, Estonia, Finland, France, Georgia, Germany, Gibraltar, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Macedonia, Moldavia, Monaco, Morocco, the Netherlands, Norway, Poland, Portugal, Romania, the Russian Federation, San Marino, Slovakia, Slovenia, Spain, Sweden, Switzerland, Tunisia, Turkey, the Ukraine, the United Kingdom, Yugoslavia. IATA Europe Connections are intracontinental connections in respect of paragraph 6.4. 7 Route Growth Incentive Scheme (SWP) 7.1 On condition that the total number of passengers grows by a minimum of 3.0% per year in comparison to 2005, Flughafen Hamburg GmbH offers a Route Growth Incentive Scheme (“Streckenbezogenes Wachstumsprogramm” or SWP) for the period from 1 January 2006 to 31 December 2008, in order to support sustainable traffic growth. The relevant growth rate shall be calculated on the basis of the traffic figures of the respective year, as issued to the German Federal Statistical Office by Hamburg Airport, in comparison to those figures for the reference year, 2005. 7.2 The scheme shall support routes (based on the IATA 3-letter codes, e.g. HAM-LON) with an annual growth rate of more than 3.0% in comparison to the reference year, 2005. The calculation shall be based on the number of passengers boarding at Hamburg according to the final destination statistics of Flughafen Hamburg GmbH. 7.3 An airline must notify Flughafen Hamburg GmbH (Aviation Marketing) in writing if it wishes to participate in the SWP scheme.
