BACKGROUNDIn 1992, neighbor, Boy Scout leader, and father/husband, Jack Gadsby startedpounding the pavement and talking to anyone who would listen about creating aneighborhood organization. Crime in the area prompted residents, with the help <strong>of</strong><strong>City</strong> Commissioner David Merrill and the <strong>Sarasota</strong> Police Department, to organize a<strong>Neighborhood</strong> Watch. The boundaries were Bahia Vista Street on the north, Hyde<strong>Park</strong> Street on the south, South Tamiami Trail (US41) on the west, and Tuttle Avenueon the east. Jack’s dedication to improving the quality <strong>of</strong> life in the area resulted in the<strong>Neighborhood</strong> Watch eventually evolving into what is now known as the <strong>Arlington</strong> <strong>Park</strong><strong>Neighborhood</strong> Association (APNA). Mr. Gadsby would drive around the neighborhoodon his electric scooter with an oxygen tank passing out fliers to announce the nextassociation meeting. Today, many long-time residents still remember him deliveringnewsletters and catching up on family news. In honor <strong>of</strong> Mr. Gadsby’s dedication tothe neighborhood, a plaque was placed in <strong>Arlington</strong> <strong>Park</strong> under one <strong>of</strong> the oak trees.The neighborhood association remained active under the leadership <strong>of</strong> Jack Gadsbyuntil 1996, when he could no longer act as president due to health reasons.Shannon Snyder was elected President in 1996 through November 2002. In April <strong>of</strong>1997, through the efforts <strong>of</strong> Jack, Shannon, board members, and residents, the <strong>City</strong>Commission set up the Southeast <strong>Sarasota</strong> Task Force to study crime, codecompliance, and traffic issues in an expanded area. Meetings were held in conjunctionwith the <strong>City</strong> and long-term plans were developed for a Traffic Calming Master Plan forthe neighborhood. A gateway entrance on East Avenue along with sidewalks, lightingand traffic calming improvements throughout the neighborhood were obtained as part<strong>of</strong> this plan. This led to the establishment <strong>of</strong> the Southeast <strong>Sarasota</strong> <strong>Neighborhood</strong>Association, with revised boundaries to include areas to the southern city limit line,between US 41 and Tuttle Avenue.In November 2002, Carolyn Fishel was elected President and along with a new slate <strong>of</strong><strong>of</strong>ficers, the residents approved changing the name from Southeast <strong>Sarasota</strong><strong>Neighborhood</strong> Association back to the original <strong>Arlington</strong> <strong>Park</strong> <strong>Neighborhood</strong>Association. This change was made to strengthen the identity <strong>of</strong> the area, which manyresidents felt had been lost. <strong>Arlington</strong> <strong>Park</strong> is the focal point <strong>of</strong> the neighborhood; andits location is known citywide. A telephone tree was established to notify residents <strong>of</strong>upcoming meetings and events and grant funding was also obtained which providedthe neighborhood with a new logo, neighborhood entrance signs, meeting signs,newsletters and postcard mailers. Improvements to beautify <strong>Arlington</strong> <strong>Park</strong> andincrease safety, stemming from a <strong>Sarasota</strong> Police Department Crime PreventionThrough Environmental Design study, included new and improved lighting on walkingtrails, informational signage, improved picnic areas, landscaping <strong>of</strong> entrances to thepark, new pathways, and exotic vegetation removal. The addition <strong>of</strong> parking spacesnear the picnic and playground area has resulted in increased family activities.Picnics, birthday parties, and weekend cookouts are held in the <strong>Park</strong> on a regularbasis. APNA <strong>of</strong>ficers worked closely with <strong>City</strong> and County staff, as well as <strong>City</strong>Commissioners, to see these public projects to fruition.<strong>Arlington</strong> <strong>Park</strong> <strong>Neighborhood</strong> <strong>Action</strong> <strong>Strategy</strong> 6


In November 2004, Rhonda Moraca was elected president <strong>of</strong> APNA and, with new andcurrent board members and residents, the Association began working on the<strong>Neighborhood</strong> <strong>Action</strong> <strong>Strategy</strong> process, the implementation <strong>of</strong> the School AvenueMulti-Use Recreational Trail, and securing and utilizing grant funding for automobiledecals, additional neighborhood signage, safety and informational brochures,newsletters, and postcard mailers.The <strong>Arlington</strong> <strong>Park</strong> <strong>Neighborhood</strong> is an established neighborhood in a city full <strong>of</strong>growth and change. The neighborhood is convenient to <strong>Sarasota</strong> Memorial Hospital,shopping centers, the YMCA, beaches, and the downtown area. The current APNAboundaries, are the south side <strong>of</strong> Bahia Vista Street (north), the north side <strong>of</strong> WebberStreet (south), the east side <strong>of</strong> South Tamiami Trail/US 41 (west) and the west side <strong>of</strong>Tuttle Avenue (east), and excludes those properties that are not within the city limits.The boundaries are depicted on the next page.<strong>Arlington</strong> <strong>Park</strong> <strong>Neighborhood</strong> <strong>Action</strong> <strong>Strategy</strong> 7

INTRODUCTIONThe purpose <strong>of</strong> the <strong>Neighborhood</strong> <strong>Action</strong> <strong>Strategy</strong> (NAS) is to create a sense <strong>of</strong> safetyand investment through improving the overall quality <strong>of</strong> life in the <strong>Arlington</strong> <strong>Park</strong>neighborhood. The expected outcomes <strong>of</strong> this NAS include:• a decrease in the number <strong>of</strong> criminal incidences coupled with a greater perception<strong>of</strong> safety among residents;• enhancing infrastructure and appearance while reducing health and safety-relatedcode violations;• establishing and maintaining a vision <strong>of</strong> what residents want the neighborhood tolook like in the future; and• reports <strong>of</strong> overall neighborhood satisfaction by stakeholders.The NAS is a comprehensive and participatory effort to develop an action plan for theneighborhood by the neighborhood, with assistance from the <strong>City</strong>. The effort iscomprehensive because it deals with all aspects and elements <strong>of</strong> the neighborhoodand because it consults with all the stakeholders in the community, including propertyowners, renters, and businesses. The <strong>City</strong>’s role is to facilitate a dialogue betweenthese private interests, ascertain the concerns and desires <strong>of</strong> the neighborhood as awhole, and directly report the needs <strong>of</strong> the stakeholders to the appropriate <strong>City</strong>departments. Because the NAS emerges from the expressed needs <strong>of</strong> theneighborhood, stakeholders play a key role in determining what is included in theaction strategy. Citizen participation is crucial, not only to articulate the wishes <strong>of</strong> theneighborhood and to decide what must be included in the strategy, but also to cultivatethe spirit <strong>of</strong> volunteerism, pride, and personal investment necessary for long-term,sustainable neighborhood improvement.The current condition <strong>of</strong> a neighborhood is the sum <strong>of</strong> past and current choices. Thework <strong>of</strong> revitalization is to influence future choices so as to achieve a desiredneighborhood vision. It is not enough to say that the <strong>City</strong> will “invest inneighborhoods.” Without a rational way to identify individual neighborhood strengths,weaknesses, and opportunities, broad allocation <strong>of</strong> <strong>City</strong> resources to all theneighborhoods would likely be too dilute to improve any one neighborhood swiftly.Information gathered that explicitly expresses the needs <strong>of</strong> the neighborhood, such assurvey results and issues raised at NAS forums, justifies the immediate need toimplement the <strong>Arlington</strong> <strong>Park</strong> NAS.Below are the general goals <strong>of</strong> the NAS:• Identify, protect, and enhance existing neighborhood characteristics which residentsand property owners value and wish to preserve.• Identify aspects <strong>of</strong> the community which property owners wish to avoid in the future.• Create a list <strong>of</strong> community projects the <strong>Arlington</strong> <strong>Park</strong> neighborhood can support.• Secure adequate funding for implementation <strong>of</strong> recommended actions.<strong>Arlington</strong> <strong>Park</strong> <strong>Neighborhood</strong> <strong>Action</strong> <strong>Strategy</strong> 9


NEIGHBORHOOD ACTION STRATEGY METHODOLOGYThe <strong>Arlington</strong> <strong>Park</strong> NAS is the result <strong>of</strong> a collaborative effort between <strong>Arlington</strong> <strong>Park</strong>stakeholders and the <strong>City</strong> <strong>of</strong> <strong>Sarasota</strong> to improve the overall quality <strong>of</strong> life in <strong>Arlington</strong><strong>Park</strong> via a comprehensive strategic planning process.As approved by the <strong>City</strong> Commission in July 1999, the NAS process uses a step-bystepapproach to involve neighborhood residents, identify issues, and developworkable solutions. The <strong>City</strong> <strong>of</strong> <strong>Sarasota</strong> <strong>Neighborhood</strong> Partnership Office staff andstudent interns gathered background information on existing conditions. Through aseries <strong>of</strong> meetings with the <strong>Arlington</strong> <strong>Park</strong> <strong>Neighborhood</strong> Association, technicalinformation was collected to assist in the development <strong>of</strong> goals, objectives andrecommended actions. In general, the NAS process followed five phases as outlinedbelow.Phase 1: <strong>Neighborhood</strong> Pr<strong>of</strong>ile — A neighborhood pr<strong>of</strong>ile was prepared using datafrom various <strong>City</strong> departments, two surveys, and a pictorial description by residents:• An Existing Conditions Survey <strong>of</strong> the neighborhood was developed and compiledby interns to provide physical data <strong>of</strong> the neighborhood as a whole.• A Satisfaction Survey (with postage-paid return envelope) was sent to every parceladdress within the <strong>Arlington</strong> <strong>Park</strong> neighborhood to identify specific areas <strong>of</strong> concernand obtain feedback on current neighborhood issues and services.• A camera exercise was initiated that consisted <strong>of</strong> residents photographing subjectsthey felt were assets and liabilities to the neighborhood.Phase 2: Partnership Building and Community-Based Issue Analysis — Issuesidentified during Phase 1 were analyzed during this second phase. Some <strong>of</strong> thequestions addressed here included:• What are the major issues affecting the neighborhood?• How do residents and others perceive the neighborhood?• What is the quality <strong>of</strong> the existing services that are provided?• What services can be added or improved?• What can be done to build on the strengths <strong>of</strong> the neighborhood while alsoimproving upon the weaknesses?<strong>Arlington</strong> <strong>Park</strong> <strong>Neighborhood</strong> <strong>Action</strong> <strong>Strategy</strong> 10


Phase 3: <strong>Action</strong> Planning Process and NAS Development — This stage is wherethe actual NAS effort began to take shape as a written document. Specific projects,funding sources, and timelines were proposed with input from <strong>City</strong> staff andneighborhood residents. Tasks accomplished during this phase included:• Building consensus on the main goals, objectives, and recommended actions• Identifying how the issues can be addressed• Developing strategies, recommendations, and related commitments needed forimplementation• Establishing programs, products, and activities to implement the NAS• Drafting the first written NAS document, including budgets and timelinesPhase 4: Implementation and Monitoring — Once neighborhood residents and <strong>City</strong>staff agree upon the proposed NAS plan, the written document is presented to the <strong>City</strong>Manager and <strong>City</strong> Commission for approval. Upon <strong>City</strong> Commission adoption <strong>of</strong> theNAS, staff and residents will begin implementing the projects and other initiatives asoutlined in the plan document. Staff and residents will:• Define roles and responsibilities• Establish internal (<strong>City</strong>) mechanisms to implement the plan and to track progress• Collect data on crime rates, code compliance citations, etc.• Continue to research and seek other available funding sourcesPhase 5: Data Tracking, Evaluation, Feedback, and Revision — This final phaseserves as a measurement <strong>of</strong> the effectiveness the NAS plan, including implementation.It entails:• Analyzing various indicators and identifying patterns and/or changes• Providing results to service users and providers• If necessary, revising recommendations to best accomplish originally identifiedgoals and objectives<strong>Arlington</strong> <strong>Park</strong> <strong>Neighborhood</strong> <strong>Action</strong> <strong>Strategy</strong> 11


HISTORY OF THE ARLINGTON PARK NEIGHBORHOOD ACTION STRATEGYThe <strong>Arlington</strong> <strong>Park</strong> neighborhood began the planning process as the sixth <strong>City</strong>-initiatedNAS area in January 2005. All parcels within the <strong>Arlington</strong> <strong>Park</strong> neighborhoodboundaries were notified <strong>of</strong> the NAS initiative and invited to attend the formal kick<strong>of</strong>fevent held on January 19, 2005.Based on concerns from Satisfaction Survey responses and comments at the NASkick<strong>of</strong>f event, the following topics were identified as subjects <strong>of</strong> discussion during NASforums:• Infrastructure and Traffic Circulation—1/26/2005• Public Works Services—1/31/2005• Crime & Safety and Code Compliance—2/23/2005• Future Land Use and Zoning—3/16/2005• Funding Priorities—3/30/2005Over the course <strong>of</strong> three months, neighbors met with <strong>City</strong> staff at NAS forums todiscuss issues and concerns and identify practical solutions. Everyone who attendedat least one NAS meeting received a postcard reminder from the <strong>City</strong> for all scheduledNAS forums and postcard reminders were also sent to every parcel within <strong>Arlington</strong><strong>Park</strong> at the midway point <strong>of</strong> the NAS process. As a result <strong>of</strong> these forums, an actionitem matrix was created based on citizen issues and concerns and presented fordiscussion with neighborhood stakeholders during a meeting held on June 29, 2005.The goal <strong>of</strong> this meeting was for <strong>Arlington</strong> <strong>Park</strong> stakeholders to validate the draftrecommendations proposed in order for <strong>City</strong> staff to move forward on specific budgets,timelines, and the final approval process. As with the initial kick<strong>of</strong>f event, all <strong>Arlington</strong><strong>Park</strong> parcels were notified by mail <strong>of</strong> the June meeting. The matrix, shown on page25, is considered the “teeth” <strong>of</strong> this NAS plan and includes recommended actions,responsible agents, suggested funding sources, estimated costs, amounts funded, andtimeframes, which are appropriately grouped into five classifications.Timeline:July 1999: <strong>City</strong> Commission approves the NAS process for neighborhoodrevitalization and chooses <strong>Park</strong> East, Gillespie <strong>Park</strong>, and the Rosemary District as thefirst three NAS areas.December 2002: <strong>City</strong> Commission designates <strong>Arlington</strong> <strong>Park</strong> as one <strong>of</strong> the next fiveNAS areas and authorizes staff to proceed with the NAS process.January 2005: <strong>City</strong> holds NAS kick<strong>of</strong>f event with <strong>Arlington</strong> <strong>Park</strong> stakeholders.January-March 2005: <strong>Arlington</strong> <strong>Park</strong> stakeholders, along with <strong>City</strong> staff, participate infive forums to provide detailed information on issues and concerns.June 2005: <strong>Arlington</strong> <strong>Park</strong> NAS (action item matrix) is presented to the neighborhoodfor validation.October 2005: NAS is adopted by the <strong>Sarasota</strong> <strong>City</strong> Commission.<strong>Arlington</strong> <strong>Park</strong> <strong>Neighborhood</strong> <strong>Action</strong> <strong>Strategy</strong> 12


SUMMARY OF NAS FORUMSDuring the NAS forums, stakeholders discussed numerous issues affecting the<strong>Arlington</strong> <strong>Park</strong> neighborhood and also identified strengths, weaknesses, threats, andopportunities for the area. Highlights from these forums, along with some commonthemes from the Satisfaction Survey responses, and certain recommended actions arelisted below.Crime and SafetyStatistically, <strong>Arlington</strong> <strong>Park</strong> is a relatively safe neighborhood. However, neighborscontinue to worry about the threat <strong>of</strong> crime. Based on Satisfaction Survey results(surveys were sent to all parcels with a postage-paid return envelope, results listed inAppendix A), 58% <strong>of</strong> respondents are satisfied with the police presence in the area. Inboth the surveys and the forums, residents mentioned a wide variety <strong>of</strong> criminalincidents, including vandalism, graffiti, home and auto burglaries, noise caused by carstereos and fireworks, and vagrancy and drug use in <strong>Arlington</strong> <strong>Park</strong>. (The park andrecreation property known as “<strong>Arlington</strong> <strong>Park</strong>” will be referred to as “<strong>Park</strong>” to avoidconfusion with the overall neighborhood name). More <strong>of</strong>ten than telling personalstories <strong>of</strong> specific crimes, residents <strong>of</strong>ten spoke in terms <strong>of</strong> threatening places andcharacters. Threatening groups <strong>of</strong> people cited were teens (with nothing to do),vagrants, short-term renters, and transients along US 41. Places <strong>of</strong> concernmentioned by residents include the <strong>Park</strong> and racquetball court, the Cabana Inn and US41 in general, and the Hillview Apartments. These locations and people make someresidents feel apprehensive.Recommendations raised by citizens to address concerns include performing a CrimePrevention Through Environmental Design (CPTED) survey <strong>of</strong> the <strong>Park</strong> to examine thepotential for additional lighting and increased maintenance <strong>of</strong> vegetation in order toreduce unsafe areas. Monitoring the racquetball court and possibly securing it duringnight time hours was also suggested. The continuous promotion and participation <strong>of</strong>the Police Department’s Citizen Volunteer Program as well as enforcement <strong>of</strong> noiseviolations were strongly advocated by the stakeholders to effect criminal incidents.Traffic Circulation and SafetyConsidered the most urgent issue by <strong>Arlington</strong> <strong>Park</strong> residents, traffic noise andspeeding was discussed in great detail during the NAS forums. Increasingly, residentscomplain about people from outside the neighborhood using <strong>Arlington</strong> <strong>Park</strong> streets tobypass major roads. Residents allege that these outsiders are responsible forspeeding in this residential neighborhood, exploiting the long, straight streets in theresidential grid to avoid congestion at major intersections. Parents and studentstraveling to and from schools, such as <strong>Sarasota</strong> High School, generate some <strong>of</strong> thesetrips. <strong>Arlington</strong> <strong>Park</strong> streets are also purportedly used by <strong>Sarasota</strong> Memorial Hospital<strong>Arlington</strong> <strong>Park</strong> <strong>Neighborhood</strong> <strong>Action</strong> <strong>Strategy</strong> 13


employees as “short-cuts.” Large delivery trucks have also been seen traversing theneighborhood. Dense traffic increases the level <strong>of</strong> noise in the area and this traffic isperceived as a genuine problem in the neighborhood. In order to work with thehospital on this issue, it was recommended that the neighborhood request a seat onand regularly attend meetings <strong>of</strong> <strong>Sarasota</strong> Memorial Hospital’s <strong>Neighborhood</strong> AdvisoryCouncil to enhance efforts in reducing cut-through traffic, as well as other hospitalrelatedissues that impact the <strong>Arlington</strong> <strong>Park</strong> neighborhood.Residents have observed that existing traffic calming measures have proveninadequate. Comments in both the NAS forums and Satisfaction Survey results claimthat speed humps are less than efficient. Citizens felt speed humps induce road rageand do not deter large vehicles like trucks. Some speed humps have been paved overin recent road resurfacing projects, reducing their effectiveness. Neighbors believethat police <strong>of</strong>ficers are the preeminent deterrent for speeding, but they have not seenany large-scale efforts by the <strong>City</strong> to police these neighborhood streets. During theforums, it was suggested that the <strong>City</strong>’s Engineering Department facilitate a trafficcalming study and that the neighborhood develop a traffic calming task force. A trafficcircle at the intersection <strong>of</strong> Temple Street and School Avenue, a result <strong>of</strong> a previoustraffic calming study, is scheduled to be completed in the 2005-2006 fiscal year andwill effectively slow traffic at this location. Implementing the regular use <strong>of</strong> the PoliceDepartment’s “Smart Trailer” in the neighborhood, which displays drivers’ speeds, andpossibly installing permanent radar speed display signs on problem streets wasdiscussed as a means to slow traffic. Installing red-colored reflectors or flowers toincrease visibility at traffic calming devices was also suggested by residents.Residents say that signage could be improved. They claim stop signs seem to beirrationally placed and dead-end signs are lacking. There was also mention <strong>of</strong>additional signage to regulate delivery trucks on residential streets. Some residentsare not even aware <strong>of</strong> the speed limit within their own neighborhood. It has beenrecommended that appropriate signage be installed on streets where needed and thatresidents assist in providing these locations. Lastly, to enhance pedestrian safety,citizens advised evaluating the intersections <strong>of</strong> US 41 and Bahia Vista Street,Waldemere Street, Hillview Street, and Webber Street to study a safer connection tothe <strong>Arlington</strong> <strong>Park</strong> neighborhood for pedestrians crossing US 41. Infrastructure and Related ServicesOn the subject <strong>of</strong> infrastructure, frequent commentsfrom the NAS forums and Satisfaction Surveyresponses alluded to a desire for more street lightingand sidewalks in the neighborhood. Residents feltadditional lighting and sidewalks would have the effect<strong>of</strong> decreasing criminal incidents and enhancingpedestrian safety. The stakeholders particularly likedthe decorative street lighting that was installed on EastAvenue several years ago and would like to see thatsame type <strong>of</strong> lighting on other well-traveled streets inthe neighborhood. Two locations recommended werethe Waldemere and Hyde <strong>Park</strong> Street corridors. Theinstallation <strong>of</strong> decorative lighting on these streets isconsidered the top funding priority <strong>of</strong> the residents.Residents also asked that new streetlights be installed, where feasible, onto existingFPL poles at blocks currently without lights. A point <strong>of</strong> reference for such locations isthe Existing Conditions Survey for streetlights, found on page 85.Regarding sidewalks, an <strong>Arlington</strong> <strong>Park</strong> "SidewalkTask Force," will be created to develop a means <strong>of</strong>evaluating the needs and desires <strong>of</strong> theneighborhood for new sidewalk locations and willsubmit proposed locations to the <strong>City</strong> forassessment. This will allow the neighborhood toprioritize streets where sidewalks are requested.Citizens also recommended a new <strong>Park</strong> sidewalkimmediately west <strong>of</strong> the pool and adjacent to theplayground, to connect Hawthorne and WaldemereStreets. Connecting the sidewalk on the south sideDecorative light pole at East Avenueand Clematis StreetSidewalk leg from Waldemere Street thatends in <strong>Arlington</strong> <strong>Park</strong> playground area<strong>of</strong> Waldemere Street, adjacent to the <strong>Park</strong>, was also requested. Residents believeboth <strong>of</strong> these measures, which they consider to be funding priorities, will enhance parkconnectivity. Improved drainage canal on Waldemere StreetEvaluating two major northsouthstreets in theneighborhood, Shade Avenueand Jefferson Avenue, for newcurb and gutter was a request<strong>of</strong> the residents to improvestormwater drainage.Residents provided locations <strong>of</strong>areas that have experiencedheavy puddling and sometimesflooding. Citizens claim cloggeddrains are a large cause <strong>of</strong>these drainage issues. In fact,47% <strong>of</strong> Satisfaction Surveyrespondents stated that curbsand gutters were in fair or poorcondition. An undertakingrecently completed that will reduce the potential for flooding for a number <strong>of</strong> homes inthe neighborhood is the <strong>Arlington</strong>/Euclid Canal Stormwater Project. The roughly threemillion dollar <strong>Sarasota</strong> County project involved conveyance system enhancements tothe <strong>Arlington</strong> and Euclid Canals in the Hudson Bayou Basin. Improvements includedenlargement <strong>of</strong> several existing pipes, installation <strong>of</strong> new pipes, installation <strong>of</strong> severalcontrol structures and relocation <strong>of</strong> utility lines.Another infrastructure projectthat is getting ready to breakground is the School AvenueMulti-Use Recreational Trail(MURT), which will be built onthe School Avenue right-<strong>of</strong>-way,from Siesta Drive to Hyde <strong>Park</strong>Street. The project will be donein two phases with the firstphase being constructed fromSiesta Drive to Webber Street,and the second phaseextending from Webber Streetto Hyde <strong>Park</strong> Street. The tenfootwide path will servebicyclists, in-line skaters,walkers, and joggers. The pathwill function as a safe recreationFuture School Avenue MURT, looking south on School Avenue, fromDatura Streettrail for citizens as well as a logical connect to schools, retail areas, and <strong>Arlington</strong><strong>Park</strong>. AppearanceKeeping up the appearance <strong>of</strong> the neighborhood is important to <strong>Arlington</strong> <strong>Park</strong>residents. Homeowners believe that by improving their properties, they can increasethe market value <strong>of</strong> their homes. However, houses are more than a monetaryinvestment to residents, many take pride in their homes and spend much timemaintaining their property.The residents are not completely satisfied with the condition <strong>of</strong> their neighborhood. Inthe Satisfaction Survey, when asked, “What do you like least about the <strong>Arlington</strong> <strong>Park</strong>neighborhood,” ‘appearance’ was most frequently mentioned. Residents also listedappearance as the aspect they would like to see addressed first and was consideredthe second most urgent concern <strong>of</strong> the neighborhood. Forty-seven percent <strong>of</strong>respondents said yards in the neighborhood were in fair or poor condition, and onlythree percent could say that yards were in excellent condition. At one <strong>of</strong> the NASforums, when broken into five small groups, a number <strong>of</strong> the groups said codecompliance was the highest priority. As one resident said, “The neighborhood coulduse a sprucing up.”The NAS forums and SatisfactionSurvey results were able to clarifythe specific complaints about theneighborhood. Residentsmentioned, in general, propertiesfrequently having large items thatclutter the front yard, includingboats, temporary carports,inoperable vehicles, too manyvehicles, large appliances at thecurb, and garbage cans taken tothe curb on the wrong days. Otherproblems concern upkeep, such asnot cutting the grass or maintainingthe landscaping. Citizens believethe failure to maintain property and remove clutter results in a messy, run-down look.Inoperable vehicle in <strong>Arlington</strong> <strong>Park</strong> neighborhoodHomeowners blame renters for some <strong>of</strong> the conditions in the neighborhood. Mosthomeowners take pride in their homes, and are frustrated by the lack <strong>of</strong> maintenanceexhibited by renters and their landlords. Relations between homeowners and rentersare generally sour, with many homeowners vocally wishing renters would leave theneighborhood all together. The renters resent the hostility, “over-zealous” codecompliance, and intrusive neighbors. It is interesting to note that there were fewrenters represented at the NAS forum meetings.<strong>Arlington</strong> <strong>Park</strong> <strong>Neighborhood</strong> <strong>Action</strong> <strong>Strategy</strong> 17


A major concern <strong>of</strong> theresidents on the issue <strong>of</strong>appearance are the buildings onHillview Street, near US 41,known as the HillviewApartments. Many peoplecomplained about theseapartments in the forums.During the camera exercise,where stakeholders tookpictures <strong>of</strong> what they felt were“assets” and “liabilities” <strong>of</strong> theneighborhood, multiple pictureswere taken <strong>of</strong> these apartmentsas “liabilities.” Theseapartments are thought <strong>of</strong> byresidents as particularlyHillview Apartmentsunsightly, possibly bringing a criminal element into the neighborhood and undoubtedlydetracting from the quality <strong>of</strong> the area. Citizens viewed apartments overall asantithetical to the character <strong>of</strong> the neighborhood, which is middle-class, with singlestory, typically single-family homes. After seeing New College Pr<strong>of</strong>essor David Brain’spresentation on architecture and compatibility, residents believe that through properdesign, multi-family housing would be more accepting to neighbors. Already manywould appreciate the influx <strong>of</strong> condominiums. Based upon experience, however,homeowners are lukewarm to renters in general, regardless if they are tenants inhomes, duplexes, or apartment buildings. It was stated during the forums that owneroccupiedcondominiums would be preferred over apartment units.Besides increased maintenance <strong>of</strong> properties, residents would appreciate publicimprovements to enhance neighborhood curb appeal. These improvements includedecorative brick paver imprint crosswalks on Hyde <strong>Park</strong> Street at the <strong>Park</strong> entranceand on Waldemere Street, adjacent to the <strong>Park</strong> <strong>Neighborhood</strong> signage and otherenhancements at “gateway entrances” to further distinguish the neighborhood wasalso requested. Land Use and ZoningThe residents <strong>of</strong> <strong>Arlington</strong> <strong>Park</strong> value the location <strong>of</strong> the neighborhood more thananything else. They live only minutes away from grocery stores, <strong>Sarasota</strong> MemorialHospital, shopping malls, retail outlets, and restaurants along Tamiami Trail, as well asnear downtown itself. In the Satisfaction Survey, 89% <strong>of</strong> residents said theyappreciated the convenient location, and an overwhelming number <strong>of</strong> people listed“location” as what they liked best about the <strong>Arlington</strong> <strong>Park</strong> neighborhood. Residentsalso appreciate the “upscaling” or “upgrading” <strong>of</strong> the neighborhood, referring primarilyto the recent rise <strong>of</strong> property values, increase in owner-occupants, and rehabilitation <strong>of</strong>older homes.Recent development is seen as a mixed blessing. While development has broughtnew amenities, increased property values, and drawn additional homeowners into theneighborhood, <strong>Arlington</strong> <strong>Park</strong> is viewed as a traditional middle-class residentialneighborhood. This self-image is fundamental, and any development that re-definesthe neighborhood’s “character” as something else will be and has been resisted byresidents and the <strong>Arlington</strong> <strong>Park</strong> <strong>Neighborhood</strong> Association. Forty-eight percent <strong>of</strong>residents say that the residential character <strong>of</strong> the neighborhood is important to them.Commercialdevelopment isviewed as themost loomingthreat to theneighborhood.Expansion <strong>of</strong> thehospital andother medicallyrelated <strong>of</strong>fices isa concern <strong>of</strong> theresidents. Whilecommercialactivity is largelyconfined to US41, someresidents believethat allowinghouses to beconverted intodoctor’s <strong>of</strong>ficesDigestive Center at 2089 Hawthorne Streetwill open the door to further commercial development into an entirely residentialneighborhood. Such encroachment might involve the construction <strong>of</strong> large <strong>of</strong>ficebuildings and parking lots, a dramatic departure from a landscape <strong>of</strong> single storyhomes. Commercial development would also have the potential to increase traffic inthis neighborhood that is already considered extreme by residents. These fears arenot unfounded. The Digestive Center at 2089 Hawthorne Street is an example <strong>of</strong> the<strong>Arlington</strong> <strong>Park</strong> <strong>Neighborhood</strong> <strong>Action</strong> <strong>Strategy</strong> 19


encroachment <strong>of</strong> a large, multi-story <strong>of</strong>fice building into the neighborhood. Resultsfrom the NAS forums and the Satisfaction Surveys indicate that <strong>Arlington</strong> <strong>Park</strong> does notwant to become a mixed-use urban village as seen west <strong>of</strong> US 41 and in otherneighborhoods close to downtown. Citizens feel amenities are already convenientenough to access by car; to bring them into the neighborhood would threaten theneighborhood’s identity. Above all else, residents wish to preserve the exclusivelyresidential character <strong>of</strong> the neighborhood. It was recommended, in order to maintainthe single-family residential ”feel” <strong>of</strong> the neighborhood, that the area between US 41and East Avenue (from Bahia Vista Street to Hyde <strong>Park</strong> Street) be a transitional areafor land uses, i.e. low-intensity <strong>of</strong>fice/commercial/multi-family to single-familyresidential. Residents do not want to see density increases <strong>of</strong> existing <strong>of</strong>fice,commercial, and multi-family uses in this area. While some neighbors viewdevelopment <strong>of</strong> non-single family uses in this area and the overall periphery <strong>of</strong> theneighborhood as inevitable, there was consensus that height limits and designtechniques be thoroughly studied to promote compatibility <strong>of</strong> all future non single-familyresidential development with the existing character <strong>of</strong> the <strong>Arlington</strong> <strong>Park</strong> neighborhood.In fact, residents are willing to work with developers to establish sound design bycreating a “brochure” <strong>of</strong> suggested design guidelines/preferences for all types <strong>of</strong>development that may occur in the <strong>Arlington</strong> <strong>Park</strong> neighborhood.Another developmentthreat comes from “teardowns”and new “mcmansions”being built.Residents generallyapprove <strong>of</strong> increasingproperty values, butmany are concerned <strong>of</strong>property owners tearingdown existing homes andreplacing them withlarge, multi-story homes.They view the new “minimansions”as imposingand disrupting to thelandscape <strong>of</strong> establishedsingle-family homes.The original homes arevalued for theirExample <strong>of</strong> new residential construction in <strong>Arlington</strong> <strong>Park</strong>quaintness and character, and many residents consider them an asset worthpreserving. Some residents are concerned that too many tear-downs will make itdifficult to attract middle-class families with young children because <strong>of</strong> affordability.While more acceptable than commercial development, replacing the old housing stockmakes many residents wary. Citizens believe residential redevelopment would bemore accepted if new houses were made to blend-in architecturally with thesurrounding homes and if limits were placed on the demolition <strong>of</strong> the original one-story<strong>Arlington</strong> <strong>Park</strong> <strong>Neighborhood</strong> <strong>Action</strong> <strong>Strategy</strong> 20

The residents recommended studying methods to discourage mega-houses inthe <strong>Arlington</strong> <strong>Park</strong> neighborhood and exploring design standard incentives for newsingle-family residential housing in order to maintain the existing character <strong>of</strong>neighborhood.<strong>Arlington</strong> <strong>Park</strong> stakeholders are not averse to economic development and revitalizationas long as it does not significantly change the physical appearance <strong>of</strong> theneighborhood or its residential character. FINANCING, IMPLEMENTATION, AND MONITORINGThis plan lists all the projects, programs, and improvements the stakeholders <strong>of</strong> the<strong>Arlington</strong> <strong>Park</strong> neighborhood recommend for improving the area. The responsibleagents charged with implementing the recommended action items are depicted, alongwith proposed timeframes. The cost for these various items are also listed. The costsgiven are estimates provided by the appropriate departments and are subject tochange as projects become more refined. Costs will be verified and finalized prior toimplementation <strong>of</strong> specific action items.Adequate funding is a key element in successfully revitalizing a neighborhood. Thisdoes not mean all <strong>City</strong> resources will be diverted to one neighborhood per year.Rather, it means giving neighborhoods priority for funding, such as capitalimprovements. Capital improvement projects include installing new curb and gutter,sidewalks, streets, lighting, etc. Also, neighborhood associations may obtainneighborhood grants through the <strong>City</strong>’s <strong>Neighborhood</strong> Partnership Office, as well as<strong>Sarasota</strong> County for small-scale projects. Hence, funding already exists for some <strong>of</strong>the recommendations. However, funding for other projects must still be secured.Resources will be researched and submitted by <strong>City</strong> staff. It is important to note that<strong>Arlington</strong> <strong>Park</strong> will be the first NAS neighborhood to utilize the <strong>City</strong>’s recently adopted“NAS Improvement Fund” <strong>of</strong> $300,000, managed by the <strong>Neighborhood</strong> PartnershipOffice. These dollars effectively replace the Community Development Block Grant(CDBG) funds that were used in past NAS neighborhoods and have since beenreallocated.Monitoring the implementation and effectiveness <strong>of</strong> the <strong>Arlington</strong> <strong>Park</strong> NAS requiresregular site visits, attending neighborhood association meetings, and internal meetingswith all involved <strong>City</strong> departments. CONCLUSIONThe <strong>Neighborhood</strong> <strong>Action</strong> <strong>Strategy</strong> (NAS) process provides stakeholders with theopportunity to guide the future <strong>of</strong> their neighborhood. It also creates an opportunity forcontinuous dialog between citizens and the <strong>City</strong>. This feedback loop enablesstakeholders to evaluate and modify the plan in the formative stages, ensuring that theneeds <strong>of</strong> the neighborhood are addressed as accurately and comprehensively aspossible. Throughout the planning process, the citizens <strong>of</strong> <strong>Arlington</strong> <strong>Park</strong> displayed agenuine passion in their participation <strong>of</strong> seeing this plan to fruition. APPENDIX A — Satisfaction SurveyA “<strong>Neighborhood</strong> Satisfaction Survey” is a tool used to gain information on residents’and property owners’ perceptions on various characteristics <strong>of</strong> the area. Surveys weremailed with a postage-paid return envelope to every parcel in the <strong>Arlington</strong> <strong>Park</strong><strong>Neighborhood</strong>. Of the 1372 surveys sent, 25% (349) were returned, an exceptionallyhigh response rate. The results <strong>of</strong> this survey identify specific areas <strong>of</strong> concern andopen the dialog for recommending improvements. Below is a brief summary andanalysis <strong>of</strong> the survey results followed by a copy <strong>of</strong> the survey and actual surveyresults <strong>of</strong> all responses received, in a tabular format.<strong>Arlington</strong> <strong>Park</strong> <strong>Neighborhood</strong>The residents <strong>of</strong> <strong>Arlington</strong> <strong>Park</strong> generally like their neighborhood. Its proximity to US41, downtown, two shopping malls, grocery stores, and restaurants is one <strong>of</strong> theneighborhood’s strong points; 89% <strong>of</strong> residents appreciate its convenient location, and54% cite location as the best feature <strong>of</strong> <strong>Arlington</strong> <strong>Park</strong>. As an older neighborhood, witha quaint, residential feel: neighbors are friendly; young and old families live in theneighborhood; the architecture is diverse; and landscaping is mature. Although thereare complaints, residents are generally satisfied with the neighborhood as a whole.For example, although 137 people mentioned code compliance as an area that needsattention, 60% <strong>of</strong> residents believed that code compliance standards were either goodor excellent. Residents can point out problem areas, but they are very content living in<strong>Arlington</strong> <strong>Park</strong>.TrafficTraffic, noise, and speeding were listed as the most urgent concern by 142 people inthe neighborhood, indicating that residents feel this issue is the highest priority overother issues, such as code compliance and appearance (134 people) and crime (105people). Speeding is perceived as a major problem throughout the neighborhood,concerning 67% <strong>of</strong> residents. Neighbors believe that speeders are not residents, butmotorists using the residential streets to bypass traffic on major roads. Speed humpsare seen as inefficient at deterring speeding. Responders say that stop-signs aresometimes ineffective because overgrown trees <strong>of</strong>ten block them. Stop-sign running isa concern <strong>of</strong> 44% <strong>of</strong> the residents, the second highest traffic concern. Outsidemotorists not only violate the laws, their presence increases traffic volume within thearea, concerning 37% <strong>of</strong> residents.These conditions make walking and biking dangerous. Many say they would likeimproved sidewalks and more bike lanes throughout the neighborhood. Without thesefeatures, neighbors say it is dangerous for children to walk to school. Motorists arealso apprehensive about sharing the road with young bicyclists because bikers areperceived as unpredictable and <strong>of</strong>ten violate traffic laws.Noise caused by traffic is seen as a problem by 30% <strong>of</strong> residents. In the openresponse section, thirty-four people mentioned noise as the aspect they liked leastabout <strong>Arlington</strong> <strong>Park</strong>, the fourth most frequent complaint. Traffic traveling to and from<strong>Arlington</strong> <strong>Park</strong> <strong>Neighborhood</strong> <strong>Action</strong> <strong>Strategy</strong> 38


APPENDIX A — Satisfaction Survey (continued)the hospital, including loud car stereos and large trucks, emit noise both day and night.Children riding motorized scooters cause noise during the day, and many residentswere aggravated by such disturbances in this residential area.Code Compliance and Rental PropertiesBy a wide margin, improving the appearance <strong>of</strong> the neighborhood and greaterenforcement <strong>of</strong> <strong>City</strong> codes are improvements that residents would like to seeimplemented immediately. Forty-eight percent <strong>of</strong> residents consider the yards in theneighborhood to be in fair or poor condition. In the open response questions there arecomplaints <strong>of</strong> inoperable vehicles, large boats, temporary carports, and unattractiveproperties in general. The resident meetings revealed that the primary concern aboutunsightly properties is the fear they will affect property values.There is a general concern among homeowners about the number <strong>of</strong> renters. It isperceived that renters fail to maintain the properties, make noise, promote unsavorybehavior, fail to integrate into the community, and impact property values in general.According to residents, renters are the main source <strong>of</strong> code violations and unkemptproperties. Of particular concern are the Hillview Apartments, which were mentionednumerous times by survey respondents. Attracting crime, causing noise, and being ageneral eyesore, these apartments and some <strong>of</strong> their tenants are perceived as a threatto the neighborhood.CrimeNeighbors are not afraid to live in <strong>Arlington</strong> <strong>Park</strong>. Still, residents are concerned thatcrime could potentially have a large influence over the neighborhood. Rentalproperties are perceived as the harbinger <strong>of</strong> neighborhood decay, affecting the flight <strong>of</strong>respectable residents and attracting crime. Teenagers with nothing to do are also seenas a threat, congregating in the <strong>Park</strong>, doing drugs, vandalizing property, and causingmischief in general. The <strong>Park</strong> is seen as a potential threat, where unwanted personssuch as vagrants and youth may congregate at night to engage in criminal behaviorand cause trouble. According to survey results, 41% <strong>of</strong> residents would like to see anincreased police presence, both to patrol the neighborhood and to enforce speed limits.Fifty-two percent <strong>of</strong> residents believe that the lighting in the neighborhood is fair orpoor, with the concern that unlit areas have the potential to aid criminal activity.SummaryThe neighbors are generally concerned about safety and maintaining property values.Situated near many major roads and with vehicles speeding through the neighborhood,traffic is the largest perceived threat to safety. Fear <strong>of</strong> illegal activity is also mentioned;the perception <strong>of</strong> a low police presence and the absence <strong>of</strong> streetlights are seen as athreat. With the rising property values throughout the neighborhood, homeowners treattheir houses as an investment. APPENDIX B — Existing <strong>Neighborhood</strong> Conditions Data Dictionary and MapsThe “<strong>Neighborhood</strong> Conditions Survey” is a tool used to obtain a detailed image <strong>of</strong> theneighborhood’s overall conditions. The survey consists <strong>of</strong> seventeen questionsdesigned to evaluate a property’s building, landscaping, and surrounding infrastructureconditions. To establish internal validity on both question and response terminology,the student interns referred to the <strong>Neighborhood</strong> Condition Survey Data Dictionary forspecific criteria on how each parcel should be evaluated accordingly and uniformly. Inorder to visually assess each property, surveyors recorded data on each parcel’sexisting land use, occupancy status, cosmetic appearance, building and structuralconditions, yard conditions, and infrastructure elements such as sidewalks and streetlights.
