<strong>Pr<strong>of</strong>ile</strong> <strong>of</strong> <strong>Moderator</strong>/<strong>Speaker</strong> - Session 2 on <strong>Education</strong>* Teo Nam Kuan (Singapore /<strong>Moderator</strong>)Mr. Teo is the Group Diroctor <strong>of</strong> Quality & <strong>Standards</strong> Group, SPRINGSingapore, covering standardization, accrediation, consumer product safety andweights & measures. He has been involved in standardization work since 1985when he was in charge <strong>of</strong> standardization and certification programmes in the inthe then SISIR. He represents SPRING Singapore in international meetings inISO, IEC, and regional standardization for a such as the ASEAN ConsultativeCommittee on <strong>Standards</strong> and Quality (ACCSQ), Pacific Area <strong>Standards</strong>Congress (PASC), and the <strong>APEC</strong> sub-committee on standards andconformance(SCSC). Mr. Teo has also participated actively in MRAnegotiations at the G-to-G leve.** Donggeun CHoi (Korea /Co-moderator; Issuer Presentations)Mr. Donggeun Choi is a senior standards analyst in Korean <strong>Standards</strong>Association. He had been working as Korean delegation to ISO TC204, <strong>APEC</strong>Transportation Working Group, <strong>APEC</strong> Sub-Committee on <strong>Standards</strong> andConformance. He serves as liaison <strong>of</strong>ficer between ISO TC204 and <strong>APEC</strong>TPTWG. He is the project editor <strong>of</strong> ISO TR 28682, which is the very first jointproject between <strong>APEC</strong>-ISO. In <strong>APEC</strong> SCSC, among others, he has worked for<strong>APEC</strong> SCSC <strong>Education</strong> <strong>Initiative</strong>. He is the project proponent and project editor<strong>of</strong> the initiative. Before he joined in KSA, he worked for internationalcooperation in Korea Development Institute. He had Master's Degree inTransportation Management from Seoul National University, and now is a PhDcandidate in Management <strong>of</strong> Technology.1. John Ducker (Australia)John is an experienced company director, having formerly held statutoryappointments in the fields <strong>of</strong> health, OHS and workers’ compensation, including: memberships <strong>of</strong> Australia’s National Occupational Health and SafetyCommission and the NSW Health Minister’s Quality Reference Group; and directorships <strong>of</strong> the NSW WorkCover Authority, Coal Mines Insurance Pty. Ltd.and the NSW Mines Rescue ServiceIn 2004, John Tucker joined <strong>Standards</strong> Australia as Chief Executive Officer.John has had a diverse career path traversing public and private sectors, political


advising and has held CEO positions in the fields <strong>of</strong> injury management, OHSrisk management and industry association management.2. Stephen Head (Canada)Stephen Head is a Senior Policy Analyst in the Intergovernmental Affairs andTrade Branch <strong>of</strong> the SCC. He has a BA and an MA in political science . Hiscurrent responsibilities for the SCC include monitoring the files <strong>of</strong> the WTO-Technical Barriers to Trade Committee, the <strong>APEC</strong> Subcommittee on <strong>Standards</strong>and Conformance. He provides policy advice and analysis on the international,national and regional implications <strong>of</strong> a broad range <strong>of</strong> regulatory, trade andstandardization policies, initiatives, programs and practices His researchinterests are international trade policy and regulatory cooperation.3. Shigekazu Fukunaga (Japan)Mr. Shigekazu Fukunaga is Deputy Director <strong>of</strong> Technical Regulations, <strong>Standards</strong>and Conformity Assessment Policy Unit Ministry <strong>of</strong> Economy, Trade andIndustry <strong>of</strong> Japan. He is in charge <strong>of</strong> international cooperation matters in thefield <strong>of</strong> international standardization and conformity assessment activities. Healso takes care and participates in international meetings and conferences in thesame field such as WTO/TBT, ISO, and <strong>APEC</strong>/SCSC as a Japanese delegate. Mr.Shigekazu Fukunaga has made his career in METI in the field <strong>of</strong> energy policyand car recycling policy.4. Erin Grossi (USA)Erin Grossi is the Manager <strong>of</strong> International Affairs in the Government Affairs<strong>of</strong>fice for Underwriters Laboratories Inc. (UL). In this position, Ms. Grossi isresponsible for planning and executing UL's trade policy objectives, in closecoordination with the US Trade Representative's Office, the US CommerceDepartment, and other domestic and international agencies. She also supports thebusiness and policy objectives <strong>of</strong> UL's 26 international affiliates. Prior to joiningUL in 2004, Ms. Grossi held positions as a financial consultant for banks andbrokerages, a trade analyst for a corporate law firm, and she served as theDirector <strong>of</strong> the Bretton Woods Committee, a constituency for the InternationalMonetary Fund, World Bank, World Trade Organization, and the RegionalDevelopment Banks. She holds a Bachelor's Degree in International Economicsand Spanish from Marquette University and a Master's Degree in InternationalRelations from Georgetown University. She is currently working on a Doctoratein International Relations with a trade focus, also at Georgetown.


5. Augusto Mellado (Peru)Mr. Augusto Mellado is president <strong>of</strong> the National Council <strong>of</strong> Science andTechnology. He studied Nuclear engineer in United States and did a masterdegree in operations research and computation in England. Also he has aDoctorate in Research. This year he organized the International Scientificmeeting, which search to promote development projects.6. Francoise Bousquet (EURAS)Madam Françoise Bousquet has a long-year experience in standardization: inindustry, in the French national standards body AFNOR, in academic teachingabout standardization, and now in her consultancy firm ZFIB Conseil. Sheprovides consulting services mostly in standardization and normative watch. Shehas been teaching about standardization for more than ten years in EcoleCentrale de Paris (a major Engineer School in France) and is now responsiblefor the Chair : Standardization as a tool for innovation and competitiveintelligence in EISTI (Ecole Internationale des Sciences du Traitement de l’Information - Mastère Intelligence Economique), also one <strong>of</strong> the best EngineersSchool. Madam Bousquet is here today representing EURAS (EuropeanResearch Society on Standardization)7. John Hill (ICES)John Hill is Sun's chief standardization strategy <strong>of</strong>ficer. He also is responsiblefor managing Sun's worldwide activities in formal standardization organizationsincluding ISO, IEC, ITU/T and JTC 1. John is the former chairman <strong>of</strong> JTC 1'sSC 22, on computer programming languages, currently a member <strong>of</strong> the Board<strong>of</strong> the Intrnational Cooperation on <strong>Education</strong> About Standardization (ICES), andthe senior member <strong>of</strong> the Board <strong>of</strong> Directors <strong>of</strong> VITA.John has 32 years in the ICT industry having worked in many fields includingstandardization, application development, product management, and industrialengineering. For the past 20+ years, he has been working exclusively oinstandardization for Sun, AMP, and Unisys. John haswritten and published numerous articles and made many speeches andpresentations, all over the world, on widely ranging topics. He has receivednumerous industry awards recognizing his contributions in standardization.John's interests include hunting, shooting sports, amateur radio (advanced classlicense, N3HKC) and the history <strong>of</strong> WW II. He has been married 34 years, has 2children and 3 grandchildren. John earned his MBA in Operations Managementfrom Drexel University in 1975 and received a BA in Economics fromMillersville University in 1972.
