Dear ConstituentWelcome to my first constituency newsletter of the new Parliamentary session which started with the StateOpening on May 8th <strong>and</strong> I have provided a link to the Government’s schedule <strong>for</strong> the coming year below. Therehave of course been contentious debates recently regarding the Same Sex Marriage Bill <strong>and</strong> holding an EUreferendum. I have also been inundated with circular emails mostly about amendments to the Energy Bill <strong>and</strong>pilot schemes <strong>for</strong> badger culling <strong>and</strong> as usual I have posted my responses on my website.Can I remind everyone about my www.telltim.co.uk website where I post podcasts <strong>and</strong> surveys on topical <strong>and</strong>national issues specifically to get your feedback? There are currently podcasts on welfare re<strong>for</strong>m <strong>and</strong> thefuture of Sompting <strong>and</strong> I would very much value your views. The store would include a customercafe, petrol station, 438 car parking spaces, 60 cycle spaces as well as two small retail units with 8 homesabove. Of course, the main issues are the impact of such a large outlet on the A259 as well as air pollution,although their air quality impact assessment did not breach the permitted level.In general, the majority of residents, who have responded to the consultation, seem to be in favour of theproposals, especially as it will draw custom away from Holmbush to the town centre, <strong>and</strong> offers 3 hoursunconditional free parking <strong>for</strong> shoppers. I have also met traders who are happy at the prospect of bringingmore trade into town <strong>and</strong> they will be able to advertise their businesses in Morrison’s car park.Morrison’s are looking to submit their proposals at some stage this month with a view to opening in June 2015.The plans that Morrisons provided at the exhibition can be accessed herehttp://www.timloughton.com/pdf/Morrisons_<strong>Shoreham</strong>_Brochure.pdf. I have posted a more in depth write upof the plans on my website <strong>and</strong> I will keep it updated with future developmentswww.timloughton.com/hottopics, which will of course be subject to a full <strong>for</strong>mal consultation exercise whilstthe plans are considered by Adur Planning Committee.<strong>Shoreham</strong> FootbridgeI attended a meeting of the <strong>Shoreham</strong> Footbridge Steering Group at theSussex Yacht Club in <strong>Shoreham</strong> last Friday (31/05/2013)At <strong>East</strong>er, the construction team was 8 weeks behind due to bad weather.However, weekend work <strong>and</strong> improved weather means that they are now backon schedule.The team has been given a two week extension to their November2nd end date <strong>for</strong> completing all works, which includes demolition of the oldfootbridge. The aim is to have the bridge open <strong>for</strong> public use by September3rd, which they are looking to bring <strong>for</strong>ward.Tidal work has now finished as there is no need use boats to transport materials.They have finished cementing <strong>and</strong> putting glass <strong>and</strong> railings on. The parapets should be finished in late Junewith the surfaces finishing in late July/August.The demolition of the existing bridge could start in early June.The Lower Beach car park will be refurbished be<strong>for</strong>e reopening but the contract will not go out <strong>for</strong> tender untilGenerated with www.html-to-pdf.net Page 1 / 7


the main work on the bridge is completed.The name of the bridge was also on the agenda <strong>and</strong> there has been alot of activity on social media regardingit. There were 103 suggested names in total from the public which the Steering Group whittled down to 5shortlisted nominations: The Queen Elizabeth II Diamond Jubilee Bridge; The Coronation Bridge; TheAdur Ferry Bridge; The Jubilee Bridge <strong>and</strong> The De Haura Bridge <strong>and</strong> we are hoping to get a member of theRoyal Family to officially open the bridge.I have received a number of emails from constituents concerned about the naming process with somebelieving that a final choice had already been made. I have also been contacted by constituents calling <strong>for</strong>the bridge specifically to be named after Harry Elmer, who was a <strong>Shoreham</strong> ferryman, following a campaign onFacebook. Freedom Powerchairs Ltd has been set-up specifically to meetthe special needs of people with mobility problems by specially designingpowerchairs, services <strong>and</strong> facilities to suit individual needs.Three trading arms have been established; Freedom Custom Powerchairs Ltd;Freedom Resource Recovery Ltd Spencer <strong>and</strong> Office Services Ltd, to supportthe charity by generating funds from any profits <strong>and</strong> will supply funding <strong>for</strong> any individual when deemednecessary. The charity is currently in need of Sales professionals to assist in increasing their profile inall areas of the business Technical personnel to customise Powerchairs <strong>and</strong> Admin & Warehouse staff<strong>for</strong> cataloguing goods <strong>for</strong> resale.I saw the skill <strong>and</strong> care that goes into developing individual solutions <strong>for</strong> customers, with the end result havingsuch a positive effect on their lives. Well done to Anni Ivil <strong>and</strong> Martin Osment <strong>and</strong> allthe other volunteers that make Freedom Powerchairs so successful.You can find out more about them on their website http://www.freedompowerchairs.org.uk/Edgeley gets green light <strong>for</strong> power stationIn last month’s newsletter I mentioned that Adur’s planning committee was reviewing Edgeley Green Power’sapplication to build a renewable power station at <strong>Shoreham</strong> Port on May 7th. The committee approved theapplication <strong>and</strong> Edgeley intend to start construction by the end of this year <strong>and</strong> become fully operational inearly 2015.As I stated in last month’s newsletter the power station will be fuelled by a range of vegetable <strong>and</strong> plant oils<strong>and</strong> animal fats which are not fit <strong>for</strong> human consumption. However, palm oil WILL NOT be used.The plant will generate approximately 32 mega watts of renewable electricity – enough to meet the averageneeds of 18,000 homes every year which is the equivalent to more than the whole of <strong>Shoreham</strong>, Southwick<strong>and</strong> Portslade.20 permanent jobs would be created once the power station becomes operational, including an apprenticeshipscheme, <strong>and</strong> the staff will be recruited from the local area where possible. Last year, the academy was judged‘Outst<strong>and</strong>ing’ by Ofsted <strong>and</strong> the opening ceremony was another fitting accolade.The ceremony began with two Year 7 students welcoming guests, followed by impressive studentper<strong>for</strong>mances including: a dance display given by Year 11 <strong>and</strong> 12 students; a per<strong>for</strong>mance of ‘Read All AboutIt’ which was sung by Year 8 student Leah Rhodie <strong>and</strong> a piano recital given by Year 12 student HannahCogger.The service was a way of celebrating the incredible journey that the school has made over the last ten years<strong>and</strong> paying tribute to those who have turned into the fantastic Academy it is today. Brown, her staff <strong>and</strong> all the students who made us feel so welcome.Downs Link ChallengeThe popular Downslink Challenge took place on 11th May <strong>and</strong> I joined manyothers to raise money <strong>for</strong> Chestnut Tree House by cycling the Downs Link pathbetween Bramber Castle <strong>and</strong> Christ's Hospital. Riders could choose a distancebetween 5 <strong>and</strong> 30 miles with walkers doing 5 miles. Due to a confused marshalnot knowing which check point he was at, I ended up doing 20 miles whichwas a few more than I planned to do! 2013 was the 8th challenge in totalwhich was organised by <strong>Shoreham</strong> College <strong>and</strong> sponsored by Brighton Honda.Thanks to all those who helped me raise £110 <strong>for</strong> this excellent local children’shospice.Final stages of Same Sex MarriageThe Report Stage <strong>and</strong> Third Reading of the Same Sex Marriage Bill took place on 20th <strong>and</strong> 21st May. I havebeen transparent in my opposition to this Bill <strong>and</strong> I tabled an amendment to open up civil partnerships toheterosexual couples. The amendment would have addressed the inequality which will arise from the Bill wheresame sex couples have access to both civil partnerships <strong>and</strong> marriage but opposite sex couples only have theoption of marriage. There was cross party support <strong>for</strong> my amendment until the Government <strong>and</strong> oppositiontabled a late amendment to have a review of the Civil Partnerships Act immediately after the Marriage Billpasses. It is now with the House of Lords where it recently passed its Second Reading. Fresh Starthas outlined a number of areas of the UK’s relationship with the EU that itwould like changed, such as business <strong>and</strong> employment legislation, which wewant to discuss with other European countries <strong>and</strong> to also find out wherethere is common ground. For more on the Fresh Start Project visithttp://www.eufreshstart.org/There was a recent debate on the Queen’s Speech highlighting regret that aGovernment Bill <strong>for</strong> a referendum on the EU was not included in the speech, where I voted in favour.Campaigning <strong>for</strong> Tibet in Scotl<strong>and</strong>I addressed the Scottish Parliament’s Cross Party Tibet Group on 22nd May todiscuss the work that the All Party Parliamentary Group on Tibet inWestminster had been doing as well as the attitude of No 10 towards Tibetanissues. The Government is still of the same position in calling <strong>for</strong> dialoguebetween Tibet <strong>and</strong> China to discuss Tibetan human rights concerns but stillrecognises Tibet as a sovereign part of China. Tibetans have long suffered atthe h<strong>and</strong>s of the Chinese with violence <strong>and</strong> the suppression of religiousexpression, which has seen Tibetans take desperate measures of selfimmolations.I am one of many <strong>MP</strong>s who campaigns <strong>and</strong> raises awareness oftheir situation here in the UK <strong>and</strong> addressed the Tibet Rally outside the Chinese Embassy earlier this year.If you are interested in learning more about Tibet visit the Tibet Society’s websitehttp://www.tibetsociety.com/The Sussex Free Tibet Society, in partnership with Tibet Society, hosted a four-day festival of Tibet eventsas part of the Brighton Fringe festival from 26 May to 29 May 2013 where the country was explored throughart, music, film <strong>and</strong> poetry.Carers WeekCarers Week 2013 takes place from Monday 10 to Sunday 16 June which is aUK-wide annual awareness campaign. I have received a lot of circular campaign emails about decarbonisation targets in the Energy Bill <strong>and</strong> Badgerculling. You can read my responses to those emails on my website www.timloughton.com/hottopics . OnWednesday 5th June the Opposition tabled an amendment to prevent the Badger culls from going ahead. Thiswas defeated <strong>and</strong> the Government’s more pragmatic, constructive amendment was passed. The pilot cullshave already started in certain areas <strong>and</strong> the R<strong>and</strong>omised Badger Control Trials demonstrated that cullingsignificantly reduces the number of Bovine TB incidents. The amendment stated that the Government wouldcontinue investing money into finding a vaccine but this, in reality, is still 10 years away <strong>and</strong> in the meantimewould proceed with the culls to prevent further outbreak.Think HEARTI gave my support to the Think HEART campaign which calls on parents tocheck <strong>for</strong> warning signs of possible heart problems experienced by theirchildren. The campaign is being run by the Children’s Heart Federation, as partof children’s heart week, which aims to increase early diagnosis of children’sheart conditionsThink HEART provides parents with five easy signs to help to spot a heartproblem:H – Heart Rate (Is their heart rate too fast or too slow. However, due to the inconclusive nature of the consultation results together with therepresentations made by Adur District Councillors, me <strong>and</strong> the petition submitted by local traders, WSCC iskeen that further discussions take place between key stakeholders first. The County Council election on 2May saw only one member of six return to the CLC so they are keen that new members are fully briefed aheadof any decision.The Committee there<strong>for</strong>e intends to receive the full report on the consultation <strong>and</strong> take a decision on how toproceed at the meeting on 26 September 2013 rather than June as previously intended. In the meantime, theCounty Council’s Parking Strategy Team will organise a meeting(s) with me, local traders, the District Council<strong>and</strong> other key stakeholders to discuss <strong>Shoreham</strong> CPZ proposals in more detail. I attended a meeting with<strong>Shoreham</strong> Traders recently organised by Jonathan Pointer to discuss the progress of the new Bridge, Morrisons<strong>and</strong> other issues affecting the town. One immediate result of that meeting is that new temporary signs will beput out directing traffic to car parks in the town which have caused some confusion <strong>for</strong> some time.These plans will obviously have a large effect on <strong>Shoreham</strong> so make sure you attend the next CLC meetingwhich takes place on 20th June 2013 at the <strong>Shoreham</strong> Centre on Pond Road.New Adur Chairman <strong>and</strong> Forces ChampionCongratulations to Mike Mendoza the new Chairman of Adur District Council<strong>and</strong> his predecessor, Peter Metcalfe, who has been appointed as Adur’s ForcesChampion. Over the last month, a number of parents with children at BHASVIC Sixth Form College in Brighton havewritten to me about proposals to build a new free school on their playing fields. The Department <strong>for</strong> Educationconsidered 18 potential sites to build the new schools <strong>and</strong> at least three others were considered possible.However, after a very effective campaign by local residents <strong>and</strong> parents, which involved delivering a petitionwith 4,000 signatures to No 10, the DFE has dropped the plans.The successful campaign, which was driven by local campaign group ‘Friends of the Field’ <strong>and</strong> Hove <strong>MP</strong> MikeWeatherley, means that Brighton & Hove Council will have to go back the drawing board <strong>and</strong> come up withsome alternative sites <strong>for</strong> a new Free School.Seagulls extension at Monks Farm grantedBrighton <strong>and</strong> Hove Albion was granted planning permission to add 3 extra pitches to their training developmentat Monks Farm by Adur’s Planning Committee on 7th May. The extra pitches, one grass <strong>and</strong> two artificial, willbring the total number of training pitches to 15, with one exclusively <strong>for</strong> the local community.Lancing Parish Council opposed the plans on the grounds of further flood risk by adding additionaldevelopments to the flood plain. However, B&H stated that they will be collecting surface water in storagetanks <strong>and</strong> using it to irrigate the training pitches. Chief Executive of the Seagulls, Martin Perry said “We haveno doubt at all that the ground flooding issues in the area are very serious. However, we will be collecting allour foul drainage <strong>and</strong> will not be discharging any into the system whatsoever. We’re above the groundwatertable. The existing ground at the site is above 2.5 metres <strong>and</strong> the development will be 1.5 metres above that.We do not go below that on any part of the site. There’s no displacement of water whatsoever caused by thisdevelopment. I would really appreciate yourfeedback on these issues <strong>and</strong> each podcast <strong>and</strong> survey will take no longer than 10 minutes to complete!Adur Pot of GoldOn Thursday 9th May 2013 fourteen community groups, charities <strong>and</strong> residents associations descended uponthe Adur Civic Centre to battle it out <strong>for</strong> cash prizes.Each group gave a five minute presentation outlining who they were <strong>and</strong> what their project idea was.78 residents attended the evening to vote <strong>and</strong> decide which organisations were allocated the funds.Friends of St Mary du Haura claimed the big prize of £11,500, Esteem-£9,000, <strong>Shoreham</strong> BMX Track- £8,000,Original Allstars Music- £9,000 <strong>and</strong> Hove & Adur Sea Cadets- £5,000.The full list of winners can be found on Adur’s website http://www.adur-worthing.gov.uk/pot-of-gold/Pensions PetitionI submitted a petition to the House of Commons on behalf of Lancing pensioners last month. It was organisedby resident Jean Kitchener <strong>and</strong> declares that the petitioners are unhappy with the Government’s proposal <strong>for</strong> asingle-tier pension <strong>and</strong> there<strong>for</strong>e request that the House of Commons urge the Government to discussthe matter of pensions <strong>for</strong> at least another 12 months <strong>and</strong> address any equality <strong>and</strong> discriminatoryissues in the pensions White Paper.Splashpoint opening with Ellie SimmondsParalympian Ellie Simmonds OBE will be opening the new <strong>Worthing</strong> SplashpointLeisure Centre at 9am on Thursday 20th June 2013. She will be in the Piazza infront of the main entrance to the complex be<strong>for</strong>e going inside Splashpoint <strong>for</strong>the main opening ceremony. Following concerns from students <strong>and</strong> parents at Davison’s School I organiseda site visit to <strong>East</strong> <strong>Worthing</strong> station with Southern Rail, new County CouncillorRoger Oakley, Selden ward Councillor Keith Bickers, teachers <strong>and</strong> students.Plat<strong>for</strong>ms at the station are very narrow <strong>and</strong> particularly at school leaving timebecome very congested <strong>and</strong> potentially dangerous with Davison’s girls havingto jockey <strong>for</strong> space close to the plat<strong>for</strong>m edge. This was an issue I took upseveral years ago <strong>and</strong> the railway authorities agreed to put in new monitoringmeasures but clearly the problem needs resolving once <strong>and</strong> <strong>for</strong> all, preferablyby extending the plat<strong>for</strong>m to the rear where there is some waste l<strong>and</strong>. I have also spoken to Network rail <strong>and</strong>hopefully between us we will be able to find a solution be<strong>for</strong>e anyone gets hurt.COMMUNITY ADUR – Grants to GroupsAdur District Council has re-br<strong>and</strong>ed its Adur Community Grants <strong>and</strong> is launching it to local voluntary <strong>and</strong>community groups.Groups can apply <strong>for</strong> up to £5,000, or over this amount in exceptional circumstances, <strong>for</strong> new or existingprojects that meet our criteria. There will be three periods over the coming year that groups can apply:June, September <strong>and</strong> January.Applications must assist in one or more of the five priority areas;• promoting health & wellbeing in the local community• promoting community involvement <strong>and</strong> volunteering opportunities• targeting inequalities <strong>and</strong> deprivation• increasing partnership working between organisations, <strong>and</strong>• promoting the regeneration of the district.Groups can discuss their ideas with the Communities Team, who administer the grants, prior to theirapplication.
